Tay Ninh: Pilot implementation of two-component retail electricity price

In Hau Nghia and Ben Luc communes, Tay Ninh province, Tay Ninh Electricity Department has just coordinated with departments and branches to organize the 2025 Customer Conference to pilot the two-component retail electricity price to customers and introduce a number of energy solutions.

The conference was attended by representatives of the Department of Industry and Trade, provincial departments and branches, leaders of Tay Ninh Electricity Company and production and business customers in the province.

Business representatives give opinions on testing two-component retail electricity prices

According to a representative of Tay Ninh Electricity Company, starting from October 2025, the Ministry of Industry and Trade will allow Vietnam Electricity Group (EVN) to pilot on paper a two-component retail electricity price mechanism for production customers using 200,000 kWh/month or more and meeting the metering infrastructure conditions. There are about 7,000 customers nationwide participating in the trial, with Tay Ninh alone having 650 metering points of 508 enterprises.

The two-component retail electricity price is an advanced pricing mechanism, applied by many countries in the world , in which the electricity bill will be separated into two distinct parts. The capacity price (VND/kW) is a fixed fee, calculated on the actual maximum capacity in the month or the maximum capacity that the customer registered; in the trial period, the maximum capacity is taken from the actual capacity in the month, reflecting the fixed cost of investing in electricity infrastructure, operating the system to always ensure electricity supply.

Electricity price (VND/kWh) is a variable fee, calculated on the total electricity output (kWh) that customers have consumed during the period, reflecting variable costs based on electricity production and transmission activities.

At the conference, representatives of manufacturing enterprises raised some concerns related to the implementation such as: If the retail electricity price is calculated with two components, will the electricity bill increase or not; is there a separate mechanism for each manufacturing industry; transparency in implementation; specific and complete procedural instructions for businesses to easily access;...

During the testing process, difficulties and opinions of customers will be recorded, supported and fully responded to by the unit to facilitate implementation. For contents beyond the authority, the Electricity industry will synthesize and report to superiors for guidance, handling and full information for customers"./.
