The family of Mr. Duong Van Chuong and Ms. Dao Thi Dung (Ky Son TDP) was formerly a poor household of Thach Dai commune (old). Their circumstances were difficult, and they also had a child with a congenital disability, making life even more difficult. However, they did not give up on their fate but worked hard and found every way to rise up.
Realizing that the garden land was large and he had experience in farming, he started digging a pond to raise fish, and raising chickens and ducks to make a living. All things were difficult at first, doing business on low-lying land with poor infrastructure, but thanks to his perseverance and hard work, the model gradually stabilized, and his family also escaped poverty.

In 2023, his family received support from the commune for a livelihood model of 50 chickens and feed from the National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025 to create more potential for sustainable livestock development. Ms. Dao Thi Dung shared: “From a family that has been on the list of poor households in the commune for many years, we strive every day to change our lives. Thanks to the attention of the local government in investing in infrastructure systems of roads and electricity; encouraging and promoting the construction of livelihood models, the family economy has gradually become more stable. The model of 50 chickens from the National Target Program for Sustainable Poverty Reduction not only helps us have more capital and livestock but also helps us learn and update our knowledge on techniques for caring for and preventing livestock diseases; thereby, improving our capacity to boldly invest in production in a more sustainable direction”.
Currently, the comprehensive economic model of Mr. Duong Van Chuong's family has 100 chickens; 2,000 ducks, harvesting 1,500 eggs per day; 2 fish ponds. In the past 5-6 years, they have also expanded to grow more fruit trees such as lychee, orange, jackfruit and 3 sao of acacia forest to increase income.

At Ky Son TDP, there are currently 5 production models in the direction of comprehensive farms, coming from poor farmers. The comprehensive economic model of Mr. Duong Van Nam's family is also not far from Mr. Duong Van Chuong's family, starting their business by raising fish, rice, and ducks from 2010 until now. From 1,000 ducks at first, up to now, his total flock of ducks has reached 3,300, yielding 2,500 eggs per day; 500 chickens/batch (2 batches per year); freshwater fish ponds with many valuable species such as: grass carp, silver carp, tilapia (yielding about 200 million VND per year); 20 lychee trees; 200 banana trees; 3 hectares of rice fields... The annual revenue from the model is about over 2 billion VND.

Mr. Duong Van Nam said: “The efforts of the people along with the mechanisms, policies and support of the local Party Committee and government have given us more motivation to overcome difficulties and boldly invest in production to contribute to the development of the local economy. In 2022, thanks to the province's policy, I invested in expanding the commercial chicken farming model in a semi-industrial direction, bringing in a good income, forming a product consumption chain with businesses and restaurants in the province. In addition to the advantages of land, large grazing areas, and abundant natural food sources, concentrating on models in the same field also helps us create a production community to learn, exchange experiences as well as connect with businesses and focal points in product consumption."

Ha Huy Tap Ward was formed from three potential areas of Tan Lam Huong Commune, Thach Dai Commune and a part of Dai Nai Ward, with conditions to develop economic models from trade, services; craft villages; comprehensive agricultural economy... In particular, the old local government paid attention to investing in infrastructure, issued many incentive mechanisms, supported agricultural production, rural development, including supporting the construction of livelihood models, helping people reduce poverty in income, improve their lives. Currently, the whole ward has nearly 40 comprehensive economic models, not only creating sustainable livelihoods, increasing income but also promoting economic and labor restructuring in localities, from small-scale production to concentrated production, linked to value chains.

Implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, along with implementing social security policies and mobilizing resources to build housing for poor and near-poor households, localities are interested in implementing livelihood support, vocational training, job creation, preferential credit... for vulnerable groups with the goal of "leaving no one behind".
The poverty rate at the end of 2024 in Tan Lam Huong commune decreased by 1.3%, near-poor households decreased by 2.4% compared to 2020, Thach Dai commune, the household rate decreased by 0.87%, the near-poor household rate decreased by 1.75% compared to 2020. At this time, Ha Huy Tap ward is continuing to review and support capital of 760 million VND from the National Target Program on Sustainable Poverty Reduction for poor households, near-poor households, and social protection beneficiaries in the area to build livelihood models, creating motivation to rise up.
The ward's target for reducing the average multidimensional poverty rate in the period of 2026 - 2030 is 0.24%. In the coming time, the ward will continue to pay attention to sustainable poverty reduction, promptly resolve policies and regimes for social protection policy beneficiaries, poor and near-poor households; review and support livelihood models in a timely and practical manner, suitable to the conditions and advantages of each area and the capacity of the people. In particular, not stopping at production support, the ward will focus on training and capacity building towards sustainable production and sustainable poverty reduction. All livelihood support activities will be closely linked to the socio-economic development orientation and planning of the ward, while focusing on developing key products, creating conditions for replicating production models with high economic efficiency in the direction of scale, concentration, and sustainability, contributing to improving income and quality of life for people, in sync with the general development strategy of the locality.
