Comprehensive change in rural and mountainous areas

According to the Provincial People's Committee, the national target programs (NTPs) for the 2021 - 2025 period in Lam Dong have been widely spread with the drastic direction, synchronous participation of the entire political system and the active response of the people. The timely and synchronous implementation of social security policies and other support programs and projects for poor areas, ethnic minorities and the poor has increased local investment resources, mobilized the participation of the whole society, brought about many results and received the consensus and support of the majority of people.

The rural appearance has changed significantly, infrastructure has been invested synchronously, and the rural economy has shifted positively. Many multi-value integrated economic models have been replicated, contributing to increasing income and improving material and spiritual life, especially in ethnic minority areas. Notably, the multidimensional poverty reduction results among ethnic minorities have met and exceeded the program's target, at 9.18%.

Propaganda work has been widely concerned with many suitable forms, creating strong changes among the people, contributing to creating consensus and promoting the combined strength of the political system and the whole society. From there, arousing the will to be proactive and rise up of the poor, encouraging people to voluntarily register to escape poverty.

However, the implementation of many programs, projects, and sub-projects of national target programs in the same area causes difficulties for commune-level officials in developing and approving projects and plans, identifying beneficiaries, and disbursing capital... Among them, commune- and district-level officials do not have expertise and skills, so they face difficulties and confusion in advising and guiding the development and appraisal of related projects...

Fixing integration overlaps

Implementing the Government's direction, the Ministry of Agriculture and Environment has chaired and coordinated with the Ministry of Ethnic Minorities and Religions to draft a draft on integrating 3 national target programs (New rural construction, Sustainable poverty reduction, Socio-economic development in ethnic minority and mountainous areas). This is determined to be a correct and necessary policy, aiming to overcome the situation of overlap, dispersion of resources, duplication of tasks and fragmentation of policies, moving towards more unified, effective, substantive and sustainable management.

After reviewing the scope, beneficiaries, content, and area of ​​the three programs, the beneficiaries are mountainous communes and poor ethnic minority areas. Many mountainous ethnic minority communes are both rural and poor; infrastructure investment, livelihood support, and vocational training still overlap in content.

Therefore, the requirement for integration is to promote complementarity and connectivity, ensuring close connection between the goals of new rural construction, sustainable poverty reduction and development of ethnic minority and mountainous areas. At the same time, continue to implement specific policies, preserve cultural identity and suit the conditions of each region, review to integrate overlapping issues between the 3 programs.

The merged program ensures the principles of clear policies, clear areas, clear beneficiaries, no duplication, no overlap, clear people, clear work, clear responsibilities, thorough decentralization and delegation of power along with resource allocation to local authorities in the spirit of "locality decides, locality does, locality is responsible". At the same time, it must still ensure stability and continuity, without interrupting the policies, projects and tasks being implemented. In addition, there must be a mechanism for monitoring, evaluating and timely adjusting to improve the efficiency of management and use of public investment resources. The adjustments also need to be consistent with the 2-level local government model, administrative boundaries, and legal status of the government levels that have changed compared to before.
