On the morning of November 15, Permanent Deputy Prime Minister Nguyen Hoa Binh disseminated the basic contents of the Prime Minister's directive on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Handling of acts of spreading false information and causing disturbance

Mr. Nguyen Hoa Binh emphasized that the directive identified the election as a major political event, of important significance to the whole country and each locality.

To ensure the progress and quality of all aspects of the election work, he urged ministries, branches and localities to seriously carry out personnel work, ensuring proper implementation according to the Politburo's orientation and instructions; ensuring quality personnel, as planned, structure, composition, and democracy.

The Prime Minister's Directive also noted to strengthen inspection work and urge People's Committees at all levels to strictly implement legal regulations on elections, paying special attention to commune and ward levels; promptly correct and handle arising errors.

Along with disseminating information about the election, he emphasized the need to be resolutely vigilant and proactive in refuting bad, toxic, and untrue information, and divisive and destructive arguments about the election.

At the same time, ensure technical infrastructure and enhance digital transformation, apply information technology in election implementation; maintain political security and social order and safety.

According to him, it is necessary to synchronously deploy measures to prevent cyber attacks, ensure network security, protect information systems serving elections, and promptly prevent and handle acts of spreading false information and causing disruption.

He paid special attention to reviewing and resolving complaints and prolonged hot spots related to the election.

In ensuring funding for the election, the Prime Minister's directive clearly states that there should be no delay in balancing and allocating funds in a timely manner for the election; and guides the preparation of estimates, final accounts, and inspection of the use of election funds in a strict, public, and transparent manner.

The Government's permanent Deputy Prime Minister also directed the development of detailed scenarios and proactive coordination plans to flexibly respond to possible epidemic situations.

The Ministry of Agriculture and Environment is assigned to preside over and coordinate with relevant agencies to provide early warnings, regularly monitor and update the situation, and proactively respond to natural disasters and floods that may occur during the election period.

Ensure high quality of consultation, selection and introduction of candidates

The Prime Minister's Directive assigns the Government Inspectorate to preside over and coordinate with relevant agencies to guide the declaration of assets for candidates, closely linked with the work of investigation and verification of background to ensure the integrity of the delegates.

The Government Inspectorate is also assigned to preside over or coordinate with ministries, branches and localities to focus on resolving thoroughly, promptly and legally citizens' complaints and denunciations before, during and after the election, not allowing them to linger and cause instability.

Localities, according to the Prime Minister's directive, need to organize and carry out the entire election in accordance with instructions and legal procedures.

Ensure high quality of consultation, selection and introduction of candidates and take full responsibility for political security, order and social safety to ensure the election is conducted continuously and absolutely safely.

"I believe that under the leadership of the Party, the close direction of the Government, the close coordination of ministries and branches, and the serious preparation and responsibility of localities, the election will be held successfully," Mr. Nguyen Hoa Binh expressed.

At the conference, Minister of Home Affairs Do Thanh Binh presented guidelines for the organization of elections. Regarding the division of constituencies and polling stations, he suggested that localities need to ensure balance, rationality, and convenience for voters.

In industrial zones, new urban areas, and densely populated urban areas, the number of voters fluctuates greatly, coming or going to vote elsewhere. Therefore, it is necessary to plan more constituencies to avoid a situation where one constituency has too many voters, causing overload for the election team.

In mountainous, border, island areas or sparsely populated special zones, large areas, difficult traffic, and scattered population, the division of constituencies needs to take into account the travel distance of voters so that they can vote conveniently and safely.

In case of an epidemic requiring isolation, blockade, natural disaster, or fire, the People's Committee at the commune level may establish additional separate voting areas at the isolation or blockade area after receiving approval from the People's Committee at the provincial level.
