Solidarity, unity, close coordination, fully preparing conditions to successfully organize the 2026 election

On the morning of November 15, at Dien Hong Hall, National Assembly House, General Secretary To Lam attended the National Conference to disseminate the Politburo's Directive on the implementation of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The conference was organized by the National Election Council and chaired by Politburo member, Chairman of the National Assembly, Chairman of the National Election Council Tran Thanh Man.

Attending the Conference were Politburo members: President Luong Cuong; Standing member of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung; Secretary of the Party Central Committee, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; Minister of National Defense , General Phan Van Giang. The Conference was connected online to connecting points in 34 provinces, cities and communes nationwide.

Ensure elections take place earlier, more scientifically and in accordance with the two-level local government model

Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man emphasized: There are exactly 4 months left for the election. This is an important political event for the country, especially in the context of localities operating a 2-level local government model. The National Assembly Chairman pointed out a number of important new points of this election such as: Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; setting the election date on March 15, 2026, about two months earlier than before; shortening the time from the end of submitting candidacy dossiers to the election day to 42 days (previously 72 days).

In addition, the authority to determine polling areas and the organization in charge of elections will be adjusted according to the two-level local government model; election campaign methods will be diversified, allowing for a combination of direct and online activities with conditions ensuring technical, information security and network security. The National Election Council will also be given a mechanism to proactively adjust the time and guide the organizations in charge of elections in arising situations, ensuring flexibility, timeliness and efficiency.

The National Assembly Chairman also stated: Each election has new contexts, advantages and difficulties, and new situations may arise, but with high political determination and close leadership and direction from the Central Committee, the Politburo, the Secretariat, and Party committees at all levels, these are the most important factors to ensure the election's success. Along with that, there must be determination, closeness, proactiveness, creativity, flexibility, and closeness to the practical situation and geographical conditions of each locality; close and effective division of labor and coordination between relevant agencies and organizations in the entire election work, creating transparency, clarity, unity, and continuity from the Central to the grassroots level. The entire political system must unite, strengthen coordination, and focus on preparing the necessary conditions to successfully organize the election, ensuring that the election is conducted democratically, equally, legally, safely, and economically.

At the conference, delegates were informed of many important documents, including: Instructions of the Central Organizing Committee on personnel work for the 16th National Assembly and People's Councils at all levels; Directive of the Politburo on election leadership; Directive of the Prime Minister on election organization; Procedures for consultation, selection and introduction of candidates and organization of conferences to collect voters' opinions; Instructions on election work; and the Implementation Plan of the National Election Council.

Raise political determination, ensure transparency, unity and continuity from the central to grassroots levels.

Speaking at the conference, General Secretary To Lam affirmed that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2030 term is a broad political activity of special importance to the entire Party, people and army. Each voter's vote is a demonstration of mastery, a continuation of the democratic source of our nation through the ages. This election also marks an important first step in the operation of the 2-level local government model, a key task of 2026.

The General Secretary requested all levels and sectors to grasp the legal regulations on elections and consider the contents disseminated at this conference as a "handbook" for implementation. This is a prerequisite to ensure the election is successful, democratic, equal, lawful, safe and economical.

First of all, it is necessary to thoroughly grasp the Central Committee's instructions on election work; ensure a reasonable representative structure, with inheritance and development, clearly demonstrating the representativeness of regions, ethnicities, ages and social classes. National Assembly deputies and People's Council deputies must truly represent the people, speaking up for the voices and legitimate aspirations of voters. The selection of candidates must be truly fair and objective, focusing on those who are outstanding in quality and capacity, fully meeting the standards, having health, time and a high sense of responsibility. Priority must be given to those who dare to think, dare to do, dare to take responsibility; resolutely not to let political opportunists or those with poor moral qualities into the candidate list. This is an important requirement to maintain strict discipline, contributing to building a team of dedicated, devoted representatives, striving to seek happiness for the people. Preparations must be truly thoughtful and thorough.

Organize well the consultation, selection and introduction of candidates in accordance with the provisions of law. The consultation process must be conducted democratically, objectively and closely; ensure full supervision, and prevent any violations that affect the people's right to mastery. Strengthen information and propaganda work so that voters and people fully understand the meaning of each vote, clearly see their responsibilities and rights when participating in the election. It is possible to organize competitions to learn about election laws, create a lively atmosphere, so that voters can vote fully and legally, contributing to creating consensus and widespread support in society. Ensure political security, social order and safety throughout the election process; proactively develop response plans for all situations. At the same time, promptly resolve petitions, complaints and denunciations related to the election; resolutely fight and refute wrong and distorted views that affect the election. Strengthen the application of information technology in the management, administration and organization of elections; ensure smooth coordination between central and local agencies, and unity in action. Strengthen inspection and supervision work, promptly remove difficulties, and prevent problems from arising at any stage of the election process.

The General Secretary stressed that the entire political system must urgently carry out tasks, promote a high level of responsibility, solidarity and determination. With confidence in the spirit of unity of the people and voters nationwide, the General Secretary affirmed that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be a great success.
