On November 15, at the large hall of the People's Committee of Ky Loi commune (old), the atmosphere became more bustling than ever when 71 households of TDP 2 and TDP3 Tan Phuc Thanh were present to participate in the draw to receive resettlement land.
After many years of waiting, the moment of holding the lot number in hand - the plot number where they will build their new house - has become an emotional moment for many families. The drawing was held publicly, transparently and in accordance with regulations, creating trust among the people.

Mr. Nguyen Tien Long (TDP 2 Tan Phuc Thanh) shared: “My family was subject to relocation many years ago but still had to wait for the completion of procedures to be drawn. Today, we were very excited to be drawn in a favorable location. For us, having new land is a chance to start over. The organization steps are very clear, each household draws their own lots so everyone feels secure…..

Ms. Nguyen Thi An (TDP 3 Tan Phuc Thanh) said: “Two generations of my family live together in a small, cramped house. Many times when it rains heavily, the whole family only worries about leak prevention. Now that we have a new plot of land to build a house and stabilize our lives, we are very happy. Hopefully, the local government will continue to support the next procedures so that people can soon settle down on the new land…”.
The lottery is part of the relocation, compensation and resettlement project for Tan Phuc Thanh 2 & 3 villages, Ky Loi commune (old), now residential area 2 and residential area 3 Tan Phuc Thanh (Song Tri ward). This is a large-scale project, involving the recovery of 91.86 hectares, including 67.9 hectares of agricultural land of 743 households and 23.96 hectares of non-agricultural land of 569 affected households; at the same time, 1,656 graves must be relocated.

Up to now, the compensation for agricultural land has been 100% completed. For non-agricultural land, payments have been made to 564/569 households. The local government has also organized a lottery and allocated resettlement land to 400 households, of which 383 households received residential land, 17 households received land for family churches; most of them have built houses and settled down in the resettlement area.
However, to complete the process, the remaining 169 households must be screened for eligibility according to regulations. The results showed that 98 households were ineligible, while 71 households were eligible for resettlement land. The posting of the list, comparison of records and public announcement were carried out seriously and in accordance with the process, demonstrating transparency in each step of implementation.
Mr. Tran Nam Vu - Vice Chairman of Song Tri Ward People's Committee said: "The drawing is conducted in 8 steps. Each household draws the lot themselves, announces the results on the spot, is recorded by the staff and guided to the area to see the map of the land plot location. The ward police ensure security and check all related documents. The Compensation, Support and Resettlement Council supervises the process. Every step is public and transparent...".

The project's resettlement area has a total area of 199,318 m², planned into 539 plots of land, fully arranged for the Thanh Hoang temple, village cultural house, family church and residential plots.
Particularly at Tan Phuc Thanh 2 Resettlement Area (area 104,066 m²), after 4 rounds of drawing lots, land was allocated to 188 households. To arrange for the remaining households in the 5th round, Song Tri Ward People's Committee approved the planning adjustment, dividing 31 large plots into 62 plots of 180 - 200 m², ensuring compliance with actual needs.
At Tan Phuc Thanh 3 Resettlement Area, with an area of 93,252 m², after four rounds of drawing lots, there are still 52 large plots left. The ward continues to adjust and divide into 104 plots of 180-200 m², providing enough for 34 households in village 3 in this drawing. These adjustments show flexibility in planning management, while ensuring that each eligible household is allocated resettlement land in accordance with State policy.

Mr. Phan Van Quang - Chairman of Song Tri Ward People's Committee said: "To ensure fairness and transparency, the ward continues to maintain the information disclosure regime, receiving people's suggestions through many channels, from residential group activities to the one-stop department. The drawing of lots on November 15 not only closes a procedure in the land allocation process, but also opens a new phase, requiring closer accompaniment of the government to each household...".
According to the general planning for construction of Vung Ang Economic Zone until 2025 approved by the Prime Minister in Decision No. 1076/2007/QD-TTg dated August 20, 2007, the People's Committee of Ha Tinh province approved the adjustment in Decision No. 222/QD-UBND dated January 22, 2010, the entire Ky Loi commune (old) must relocate 100% of households to serve the development of Vung Ang Economic Zone.
