This morning, November 15, the National Election Council held a national conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. General Secretary To Lam attended and directed the conference.

The conference was held in person at the Dien Hong meeting room, National Assembly building and online to provincial and commune-level bridges of 34 provinces and cities.

At the Lam Dong province bridge, there were the following comrades attending: Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Luu Van Trung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Bui Thang, Deputy Secretary of the Provincial Party Committee; and leaders of departments, branches and sectors. The conference also connected online to 124 bridge points at commune, ward and special zone levels in the province with a total of 13,484 delegates attending.

At the Conference, delegates were informed of many important contents, including the Politburo 's Directive on election leadership; instructions on personnel work for National Assembly deputies and People's Councils at all levels; the Prime Minister's Directive on election organization; the process of consultation, selection and introduction of candidates; instructions on election organization; the plan of the National Election Council and reports on resolving problems.

Compared to previous terms, this election has many important new points. Notably, the term of the 15th National Assembly and the term of People's Councils at all levels from 2021 to 2026 is shortened; the election date is set for March 15, 2026, 2 months earlier than previous elections.

The time from the deadline for submitting candidacy applications to election day is reduced from 70 days to 42 days; the milestones for consultation, announcement of candidate lists and handling of complaints and denunciations are also adjusted accordingly to ensure consistency.

The determination of polling areas and the organization in charge of elections are adjusted according to the two-tier local government model. The election campaigning method is diversified, allowing online organization or a combination of direct and online with the condition of ensuring technical, information security and network security. At the same time, the National Election Council is empowered to proactively adjust the time and guide the organizations in charge of elections when practical situations arise to ensure progress and quality.

In about 4 months, the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will take place. This is a major political event of the country, with special significance as it takes place at the time of the 80th anniversary of the first General Election.

Up to now, the agencies according to their functions and tasks and the localities have issued documents to lead, direct, guide and organize the implementation of the election work in accordance with the regulations and schedule.

Speaking at the conference, General Secretary To Lam emphasized that the 16th election is an event of profound political significance, continuing the country's democratic source and affirming the strength of great national unity in the new development period.

The success of the election will create an important first step for building and perfecting the State apparatus for the 2026-2031 term; at the same time, create a solid political and social foundation to implement the Resolution of the 14th National Party Congress.

In particular, personnel work must be conducted openly and transparently, listening to widespread opinions from the grassroots; at the same time, linked to cadre planning, results of party congresses at all levels and the requirement to streamline the apparatus.

The representative structure must ensure harmonious representation among sectors, classes, genders, ages, and regions; with appropriate proportions of female delegates, young delegates, ethnic minority delegates, intellectuals, workers, farmers, businessmen, artists, religious dignitaries, etc.

The General Secretary requested careful screening and resolutely eliminating from the beginning those who show signs of political opportunism, ambition for power, factionalism, localism, and regionalism in order to strictly maintain discipline, order, and purity of the cadre team.

Along with personnel work, the General Secretary requested to step up propaganda so that cadres, party members and people are deeply aware of the meaning and importance of the election; clearly see the responsibility of each vote for the future of the country. Localities need to launch emulation movements, organize forums, contact voters, and competitions to learn about election laws, creating an exciting and consensual atmosphere in society.
