At the meeting on November 15, the Government Standing Committee agreed in principle on the planning project of the Red River landscape boulevard and the Olympic Sports Urban Area in Hanoi. Prime Minister Pham Minh Chinh directed relevant parties to strive to start construction of these two important projects on December 19, 2025.

Planning of the Red River landscape avenue axis
The Red River Scenic Boulevard Axis is one of the five strategic axes in the Capital Master Plan. The project has a research scale of about 11,000 hectares, stretching 40 km along the Red River and passing through 16 communes and wards in the area inside Ring Road 4. This planning is expected to affect about 40,000 people.
According to Hanoi's orientation, the project will include about 8 landscape parks and 12 thematic parks, with a total area of trees and water surfaces of more than 3,000 hectares. The project is expected to solve four major goals for the capital: reducing traffic congestion, minimizing environmental pollution, urban beautification and solving the problem of flooding in the inner city. When completed, the boulevard will also connect all bridges over the Red River.
Details of Olympic Sports Urban Area
For the Olympic Sports Urban Area, Hanoi has approved the planning task for two sub-zones C and D with a total area of more than 8,200 hectares.
- Sub-area C: Has an area of nearly 4,500 hectares, located in the administrative boundaries of Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, and Thuong Tin communes.
- Sub-area D: Has a scale of more than 3,700 hectares, belonging to the administrative boundaries of Thanh Oai, Tam Hung and Dan Hoa communes.
Both subdivisions are planned with diverse functions, including land for sports, residential land, mixed-use areas, public services, schools, trees, technical infrastructure, religious relics, security and defense land, as well as agricultural production areas.

Directions and next steps
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that these are major projects, contributing to building a "bright, clean, beautiful", modern and international-class capital. The Prime Minister asked Hanoi and relevant ministries and branches to complete the project to report to the Government and request the Politburo's approval.

The Prime Minister also directed Hanoi to review and propose necessary special mechanisms and policies that are not yet included in the Capital Law to speed up the project's progress. Deputy Prime Minister Tran Hong Ha was assigned to work with relevant agencies to draft a report to submit to the Politburo. The goal is to complete the necessary procedures to start the two projects by the end of 2025, creating new development momentum for the Capital.
