This viewpoint was emphasized by Prime Minister Pham Minh Chinh when concluding the 5th meeting of the Government Steering Committee on science , technology development, innovation, digital transformation and Project 06.
Besides the achieved results, Government leaders also pointed out many shortcomings and limitations that need to be overcome in these areas.
Facing these limitations, ministries, branches and localities need to continue to act with the spirit of "telling the truth, doing the truth, and being effective" in organizing implementation, according to the Prime Minister .

He thoroughly grasped the motto of clear ideology, high political determination, and decisive action, and that every task must be completed. Science and technology, innovation, and digital transformation are the foundation, efficiency is the driving force, and the measure; if cadres do not care about their work or do not dare to do it, they must be replaced,” the Prime Minister emphasized.
The Prime Minister also emphasized the "3 yeses" and "2 noes", which are: "beneficial to the State, beneficial to businesses, beneficial to the people in the spirit of harmonizing interests and sharing risks; not allowing negativity, corruption, and not allowing loss of State and people's assets".
Regarding the general direction for the coming time, the Prime Minister requested the development of science and technology, innovation, and digital transformation that is fast, strong, but sustainable.
Many tasks are also being paid attention to by Government leaders in the coming time and in the immediate future, ministries, branches and localities must focus on completing their own databases, which must be completed by 2025 in the spirit of "correct - sufficient - clean - living - unified - shared".
Perfecting institutions in an open, creative and developmental direction is also a task emphasized by the Prime Minister.

Along with completing a seamless, modern, and shared digital infrastructure, especially at the grassroots level, the Prime Minister requested to arrange enough human resources for digital transformation, ensuring security, information safety, data confidentiality, especially personal data.
In the coming time, the Prime Minister requested to urgently develop and promulgate a digital transformation strategy and a data strategy.
To accelerate the reduction and simplification of administrative procedures, the head of the Government directed ministries and branches to urgently review, revise and unify the process of restructuring online public services to reduce the number of documents, avoiding causing inconvenience to people when the data has been fully presented.
The Ministry of Justice presides over and coordinates with relevant units to advise, develop and complete the Resolution on reducing and simplifying administrative procedures based on data.
Ministries, branches and localities need to review and amend regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries and full-process online public services; complete the goal of 100% of administrative procedures related to enterprises being performed online and 100% of administrative procedures being performed regardless of administrative boundaries at the provincial level.
Regarding the task of developing science and technology, innovation, and digital transformation, the Prime Minister assigned the Ministry of Science and Technology to submit to the Prime Minister the National Program on developing priority strategic technology products to be implemented immediately in 2025.

The Ministry of Construction was assigned to urgently establish a working group to support 6 centrally-run cities in implementing the Smart City Project, to be completed in December and implemented in 2026.
The Ministry of Education and Training shall preside over the development of lifelong learning records, integrated with the database for managing diplomas and certificates; guide ministries, branches and localities to digitize completed diplomas and certificates and organize implementation in December, digitizing 100% of diploma and certificate data in the first quarter of 2026.
The Prime Minister assigned the Ministry of Health to develop and submit to competent authorities for approval a Plan to deploy electronic health records and electronic medical records nationwide, clearly defining: goals, components, roadmap, and targets on the rate of people with electronic health records, the rate of connected medical examination and treatment facilities, and the rate of interconnected data, to be completed by 2025.
