On the morning of November 15, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06, chaired the 5th meeting of the Steering Committee.
According to the head of the Government , this is a meeting to review and examine the work of the past time, and is also a preparation step for the 2025 Summary Meeting of the Steering Committee.
The Prime Minister emphasized the growth target of 8% or more in 2025 and over 10% in 2026 and the following years.

To promote high and continuous growth for many years, the Prime Minister emphasized the need to renew old growth drivers (investment, consumption, export) and effectively exploit new growth drivers (digital economy, green economy, circular economy, sharing economy, semiconductor chips, artificial intelligence, Internet of Things, quantum, biology, underground space, marine space, universe, etc.).
Emphasizing the important role of science and technology, innovation, digital transformation, and databases in the development process, the Prime Minister said the Politburo has issued seven important resolutions and is preparing to issue other resolutions on the State economy, foreign investment, and cultural development.
In particular, the Prime Minister said that Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation is the first resolution to be issued.
According to him, recently, the whole country has achieved many positive results in many aspects of institutions, mechanisms, policies and implementation organization. However, to complete the goals of science and technology development, innovation, national digital transformation, administrative reform and Project 06, there is still a lot of work to do.

The Prime Minister asked delegates to focus on discussing and analyzing the results of task implementation in conjunction with evaluating officials and individualizing responsibilities; building databases; building digital citizens; reforming, cutting down, and simplifying administrative procedures, decentralizing and delegating powers; sharing good experiences, valuable lessons, and creative ways of doing things.
The Government leader noted that leadership and direction must be proactive, timely, flexible and effective. He requested ministers and heads of sectors to pay attention, especially in building databases; promoting the reduction of administrative procedures, reusing data to reduce the number of documents and papers, creating convenience for people and businesses.
The Prime Minister recalled a story he encountered in Thanh Hoa, when a parent had to travel 19km to the commune People's Committee headquarters to get a birth certificate for his student child, then send it to Hanoi.
Informing that he has guided people to access the VNeID application, which contains complete data on family relationships as well as information on each person's date of birth and place of birth, the Prime Minister emphasized the need to strengthen guidance and foster knowledge and skills for people.
"With unnecessary tasks and procedures that people still have to do, we must boldly cut them off, decisively cut them off," the Prime Minister requested.
At the meeting, leaders of the Ministry of Science and Technology reported on the results of implementing tasks of science, technology development, innovation and national digital transformation; leaders of the Ministry of Public Security reported on the results of implementing Project 06; leaders of the Ministry of Home Affairs reported on the results of administrative reform; as well as key tasks until the end of 2025 in various fields.
