On the morning of November 15, at the National Conference to disseminate the Politburo 's Directive and deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, Deputy Head of the Central Organizing Committee Hoang Dang Quang introduced Instruction 36 - HD/BTCTW of the Central Organizing Committee on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Determined not to let unworthy people slip through

Deputy Head of the Central Organizing Committee Hoang Dang Quang stated that Instruction 36 - HD/BTCTW was built on the basis of inheriting the relevant contents of Instruction No. 36 in 2021; at the same time, adding new perspectives on personnel work, updating new issues according to Directive No. 46, Conclusion No. 153, Conclusion No. 184 and related Conclusions of the Politburo and Secretariat on two-level local government. Basically specifying a number of contents to overcome difficulties in organization and implementation.

Firstly, regarding leadership and direction of implementation: Provincial and municipal Party Committees establish Steering Committees to lead the election work; Organize conferences of key officials of localities, agencies and units to thoroughly grasp the implementation of the Politburo's Directive and Conclusion and the regulations and instructions of the Central Government.

Second, regarding the standards for National Assembly deputies and People's Council deputies at all levels. Regarding the general standards, it is necessary to ensure the standards prescribed in the Law on Organization of the National Assembly and the Law on Organization of Local Government. And it is necessary to meet the 6 standards and conditions stated in 6 - HD/BTCTW.

Notably, the new Instruction 36 - HD/BTCTW has added a number of contents to specify the new guiding viewpoints of the Central Committee, the General Secretary's guiding opinions and new documents of the Politburo. These are:

Resolutely do not introduce or include in the list of candidates those who show signs of political opportunism, ambition for power; have local, conservative, stagnant thoughts; are being investigated, inspected, audited, or examined when there are signs of violations ; heads of agencies, organizations, and units where corruption, waste, negativity, and disunity cases and incidents occur. Cadres who have committed violations or have been disciplined during the 2021-2026 term; cadres whose relatives have violated the law shall comply with Conclusion No. 165-KL/TW, dated June 7, 2025 of the Politburo on the orientation of implementing personnel work for cadres who have committed violations, shortcomings, or have been disciplined; cadres whose relatives have violated the law.

In cases of violation of political standards, follow the Politburo's Regulations on a number of issues on internal political protection of the Party. Resolutely do not let unworthy people, those who seek positions and power to run for the National Assembly and People's Councils at all levels, pass through.

Pay attention to and introduce leading experts in science, technology, innovation, digital transformation, high-tech industry; reputable and good lawyers with deep understanding of international law; excellent businessmen, dedicated to the revolutionary cause of the Party and People.

Regarding the standards and conditions for candidates for full-time National Assembly deputies, in addition to the general standards, candidates for full-time National Assembly deputies must meet the following standards and conditions: Pay attention to people with basic training in law, with high professional qualifications in science, technology, finance - banking, digital economy, circular economy, energy conversion, digital transformation...

Candidates for full-time National Assembly deputies at the Central level must meet one of the following conditions: Having experienced and successfully completed tasks in positions of department head and equivalent, department director and equivalent or higher, and have been planned to be full-time National Assembly deputies; if not yet planned to be full-time National Assembly deputies, they must be planned to hold positions of deputy minister and equivalent or higher.

If belonging to a people's armed forces unit, one must have experienced and successfully completed the tasks of a department head or equivalent position, commander of a provincial military command, director of a provincial public security department or equivalent or higher, or have the rank of colonel or higher.

For candidates for National Assembly deputies working full-time in localities: Must hold the position of department director or equivalent or higher, be a member of the provincial Party Executive Committee, have a plan for one of the following positions: Member of the Standing Committee of the Provincial Party Committee, City Party Committee, Deputy Head of the National Assembly Delegation, Vice Chairman of the People's Council, Vice Chairman of the Provincial or City People's Committee or equivalent or higher; have the ability to contribute to the activities of the National Assembly.

For some areas where it is necessary to structure full-time National Assembly deputies but there are no department head or equivalent personnel meeting the requirements, it is possible to consider some cases of deputy department heads or equivalent, but they must ensure the requirements of having experienced and completed their tasks well for 3 years or more, having in-depth expertise in one or several sectors or fields, having development prospects and having been planned as full-time National Assembly deputies. The National Assembly Party Committee selects and coordinates with competent agencies to consider, decide and introduce candidates for election as deputies.

At the same time, Instruction 36 - HD/BTCTW also stipulates the standards and conditions for candidacy as full-time People's Council delegates (at both provincial and commune levels).

For the commune level, “currently there are some difficulties and problems regarding the standards for recommending Vice Chairmen of the People’s Council, Heads of Committees, and Deputy Heads of specialized Committees of the People’s Council, such as the lack of standards on political theory and state management qualifications…”. Pointing out the above reality, the Deputy Head of the Standing Committee of the Central Organization Committee emphasized that this time, the Politburo has a policy to resolve the above difficulties.

In the immediate future, allow the deployment and arrangement of cadres with capacity, experience, and ability to meet the job requirements but still lack standards on political theory level, state management level, and planned positions to run for the position of Vice Chairman of the People's Council, Head of the Committee, and Deputy Head of the specialized Committee of the People's Council at the commune level to ensure the correct approved number; at the same time, urgently conduct training and improve standards on political theory level, state management level, and planned positions according to regulations.

For personnel expected to be assigned as concurrently the head of the People's Council at the commune level, they must have the capacity, qualifications, health and time to meet the job requirements, as considered and decided by the competent authority in charge of personnel management.

Promote democracy and properly implement the principle of democratic centralism in personnel introduction.

Notably, candidates for full-time National Assembly deputies for the 16th term and full-time People's Council deputies for the 2026-2031 term must be concluded by a competent health authority to be in good health within a period of no more than 6 months up to March 2026. The Central Organizing Committee guides and determines medical facilities for health examinations for officials in central agencies. The Provincial and City Party Committees' Organizing Committees guide and determine medical facilities for health examinations for officials in localities.

At the same time, the Deputy Head of the Central Organizing Committee also clarified the regulations on the number of deputy heads of the National Assembly agencies; Heads and Deputy Heads of the 16th National Assembly delegations and key leadership personnel of People's Councils and People's Committees at all levels for the 2026-2031 term.

In the process of preparing personnel, the Standing Deputy Head of the Central Organizing Committee emphasized that it is necessary to promote democracy and properly implement the principle of democratic centralism in introducing candidates for full-time National Assembly deputies and full-time People's Council deputies.

Accordingly, the introduction of candidates for full-time National Assembly deputies for personnel who are Party members, cadres, civil servants, public employees and workers in state-owned enterprises must comply with Party regulations and State laws.

For non-Party members, the Vietnam Fatherland Front Committees at all levels are responsible for presiding over and coordinating with relevant authorities to review and report to the Standing Committee of the competent Party Committee (where the person resides, works or runs for election) to draw specific conclusions on political standards and be responsible for their conclusions.

It is worth noting that for outstanding intellectuals working in the political system, there must be a conclusion on political standards from competent authorities. For business people not working in the political system, there must be a conclusion or comments and assessments from relevant competent authorities.

For each leadership position of the National Assembly agencies, leaders of People's Councils and People's Committees at all levels, the competent Party committee and organization shall only nominate one candidate according to the principle of democratic centralism.

For party members who run for full-time positions, they must meet the standards and conditions prescribed by the Law on Organization of the National Assembly and the Law on Organization of Local Government, and must comply with relevant Party regulations; at the same time, they must be approved by the Party Committee or Party organization with authority to manage party members.

Specifically: For party members who do not hold positions in Party, State, or socio-political organizations, if they run for full-time National Assembly deputies or full-time People's Council deputies, they must report to and receive approval from the Party cell where the party member is active. For party members who are holding positions in Party, State, socio-political organizations, public service units, state-owned enterprises, or have retired, if they run for full-time National Assembly deputies or full-time People's Council deputies, they must report to and receive approval from the competent authority in charge of cadre management and the immediate superior Party Committee of the Party cell where the party member is active.

Regarding implementation, the Deputy Head of the Central Organizing Committee noted: Party committees and organizations at all levels are responsible for leading and directing the personnel work of National Assembly and People's Council deputies at all levels to ensure standards, quantity, and structure in accordance with regulations; Provincial and municipal Party committees, if deemed necessary, can issue specific implementation instructions in their localities to ensure compliance with Party and State regulations.
