
On November 15, the People's Committee of Dong Nai province announced that the Aqua City project of Novaland Group in Long Hung commune with an area of over 1,000 hectares has officially had all legal problems resolved.
Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that Novaland Group has made great efforts and is receptive in accompanying Dong Nai province to complete the legal procedures of the Aqua City project, bringing the project back on track.
The Chairman of Dong Nai Provincial People's Committee emphasized that Aqua City is one of the key projects with special significance in the province's urban development strategy, expected to contribute to shaping the appearance of a modern riverside urban chain, promoting the development of infrastructure - economy - society - tourism - services.
The local government will continue to accompany and create favorable conditions for enterprises to implement projects effectively and in accordance with regulations, aiming to improve the quality of life for people, becoming a highlight of sustainable development of the locality. Provincial leaders also expect enterprises to continue to develop strongly, expand investment, and implement more large-scale, high-quality projects in Dong Nai.

Novaland Group General Director Duong Van Bac said that thanks to the close direction of the Government and the maximum support from the leaders of the Provincial Party Committee, the People's Committee of Dong Nai province, and local departments, branches and sectors, the Aqua City project has overcome the difficult period.
At the end of June 2025, the authorities approved local adjustments to the 1/500 detailed planning for the component projects, marking the completion of the removal of all legal obstacles of the project. This is a major turning point to help the project restart comprehensively.
A representative of Novaland Group added that Dong Nai is one of the pioneering localities in realizing Resolution 68-NQ/TW of the Central Government on private economic development, clearly demonstrating the spirit of "listening - solving - acting - achieving results".
This is clearly shown in the directions to remove obstacles for the project over the past 3 years, bringing the project back on track, creating new momentum for the real estate market and local socio-economic development.

Up to now, banks and financial institutions have disbursed and committed to provide more than 18,000 billion VND to help investors have cash flow to continue implementing the project. More than 1,000 townhouses and villas have been handed over to customers; nearly 2,400 real estates in the project have been allowed to sign sales contracts.
Along with that, Aqua City has put into operation many key utility projects, bringing new vitality to the entire urban area such as: Citigym Lifestyle Center, Aqua Marina square - marina complex, Nova Mall, Security Center and clubhouse system...

In the coming time, Novaland will focus all its efforts to bring the project to completion as planned. Specifically, it is expected that the entire Aqua City urban area will be completed in 2026, and at the same time hand over pink books to more than 700 residents and customers. In 2027, it will continue to hand over a total of about 9,200 products to customers.
With the above roadmap, in the period of 2025-2028, Aqua City will contribute about 23,000 billion VND to the State budget, contributing to promoting the socio-economic growth of Dong Nai province.
Aqua City project has a scale of more than 1,000 hectares, surrounded by 32km of natural river, 70% of the area is for green space, infrastructure and internal utilities. The project is located on Huong Lo 2 axis, directly connecting National Highway 51 and Ho Chi Minh City - Long Thanh - Dau Giay Expressway and benefits from a series of key infrastructure projects such as Dong Nai 2 Bridge, Bien Hoa - Vung Tau Expressway, Suoi Tien - Long Thanh metro line, as well as outstanding development momentum from Long Thanh International Airport. This is a large real estate project being built along the Dong Nai River.
