On the afternoon of November 15, at the National Assembly House, the Committee for Culture and Social Affairs held a preliminary review session of the draft Resolution of the National Assembly approving the investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035. Member of the Party Central Committee, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh chaired the session.
Attending were Party Central Committee member, Minister of Education and Training Nguyen Kim Son; representatives of the Nationalities Council and Committees of the National Assembly.

Improve the quality of education; expand learning opportunities
According to the Government's Submission on the Decision on investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035, the Program is built to realize the Party's policies, the State's laws, strategies, planning, and socio-economic development plans of the country in general and of the education sector in particular.
The program is chaired by the Ministry of Education and Training, beneficiaries include public preschool, general education, university and vocational education institutions (excluding schools: T78, T80 Friendship, Viet Bac Highland High School, University Preparatory School and boarding and semi-boarding schools for ethnic minorities invested in the National Target Program for socio-economic development in ethnic minority and mountainous areas); children, pupils, students, learners, teachers and education managers in educational institutions; relevant organizations and individuals of state management agencies on education.

The program is implemented nationwide, for 10 years, divided into 2 phases: 2026 - 2030 and 2031 - 2035, aiming to standardize and comprehensively modernize the education and training system, creating a fundamental and strong shift in the quality of education and training; expanding learning opportunities for all people, ensuring fairness in access to education, the right to lifelong learning; increasingly better meeting the needs of human resources, especially high-quality human resources, for the country's rapid and sustainable development in the context of globalization, science - technology, innovation and digital transformation.
The total resources mobilized to implement the Program for the 2026 - 2035 period are estimated at about VND 580,133 billion, including: central budget capital, local budget capital, counterpart capital of vocational education and higher education institutions, and other legally mobilized capital.
The program includes 5 component projects: Project 1: Ensuring facilities and equipment to meet the requirements for implementing preschool and general education programs; Project 2: Modernizing vocational education to increase the scale and improve the quality of skilled human resources;
Project 3: Strengthening facilities for higher education institutions; investing in upgrading and modernizing key higher education institutions to be on par with the region and the world, with the capacity to train high-quality human resources, make breakthroughs in science and technology development, innovation, and digital transformation.
Project 4: Developing a team of teachers, educational institution managers, educational managers and learners in the context of digital transformation, international integration and comprehensive innovation in education and training; Project 5: Inspection, monitoring, evaluation, training, and coaching to organize the implementation of the Program.
Clearly identify solutions to mobilize social resources
The Standing Committee of the Committee for Culture and Society agrees with the necessity of investing in the Program based on the Government's Report, stating that investing in the Program at the present time fully meets the political, legal, scientific and practical bases; continuing to affirm the Party's viewpoints and policies, and the State's policies on education and training development.

The Standing Committee basically agreed with the name and beneficiary groups of the Program; proposed the scale, scope, and location of the Program implementation in accordance with the objectives set out in Resolution 71.
However, it is recommended that the drafting agency review and determine the total investment level, capital structure, investment phases and priority order corresponding to the Program's objectives, ensuring focused, focused and effective investment.

Regarding the proposal of component projects of the Program, the Standing Committee requests the drafting agency to review and ensure compliance with the principles prescribed by the Law on Public Investment.
The Standing Committee basically agrees with the groups of solutions to implement the Program proposed by the Government and requests the drafting agency to consider solutions on institutional improvement, specifying tasks, roadmaps, and implementation progress, and including them in the annual Law and Ordinance Development Program of the National Assembly and the Government as a basis for implementation.

In addition, solutions for resource mobilization need to be more clearly defined, especially local resources, with the distinction of several different local groups; specify solutions for mobilizing socialized resources; research to clearly define a number of contents and tasks to focus on prioritizing the attraction of social resources.
Appreciating the Ministry of Education and Training for urgently and seriously preparing the documents, Chairman of the Committee for Culture and Society Nguyen Dac Vinh basically agreed on the general goals of the Program and affirmed two major goals: improving quality and ensuring equity in education.
Director Nguyen Dac Vinh emphasized that specific goals for preschool and general education include: enough classrooms and classrooms that meet the standards set by the Ministry of Education and Training; minimum equipment as required by the Ministry; all schools must be solid... In addition, attention should be paid to: training teachers from human resources studying abroad to supplement the teaching force in the professions within the next 5-10 years; having specific policies to attract investment in education and training...
From the comments at the Meeting, Chairman Nguyen Dac Vinh requested the Drafting Committee to urgently study, absorb, and complete the Program and draft Resolution with the highest quality.
