Preliminary review of the National Target Program on health care, population and development for the 2026 - 2035 period

On the afternoon of November 15, at the National Assembly House, the Standing Committee of the Culture and Social Affairs Committee held a preliminary review session of the draft Resolution of the National Assembly approving the investment policy of the National Target Program on health care, population and development for the period 2026 - 2035. Member of the Party Central Committee, Chairman of the Culture and Social Affairs Committee Nguyen Dac Vinh chaired the meeting.

Attending the meeting were Party Central Committee member, Minister of Health Dao Hong Lan; representatives of the Nationalities Council and Committees of the National Assembly.

Improve people's health , proactively adapt to population aging

According to the Government's Submission, the National Target Program on Health Care, Population and Development for the 2026 - 2035 period, chaired by the Ministry of Health , will be implemented in provinces/cities nationwide, prioritizing disadvantaged areas, mountainous areas, border areas, and islands.

The beneficiaries of the Program are all Vietnamese people, with priority given to the following: people living in difficult areas, mountainous areas, border areas, and islands; the disadvantaged; mothers and children; adolescents; couples and individuals of childbearing age; people with revolutionary contributions; the elderly; migrants and workers in industrial zones.

The program will be implemented over 10 years, divided into 2 phases: 2026 - 2030 and 2031 - 2035, with the total capital for the entire 2026 - 2035 period estimated at 125,478 billion VND, including: central budget capital, local budget capital and other legally mobilized capital.

The program aims to improve people's physical and mental health, stature, longevity and quality of life; ensure that all people are managed and provided with quality primary health care; people proactively take care of themselves and improve their health; limit diseases, prevent diseases early, remotely, right at the grassroots level; solve priority population issues, proactively adapt to aging, improve population quality; strengthen care for vulnerable groups, contributing to building a healthy and prosperous Vietnam in the new era.

Accordingly, the Program is divided into 5 component projects: Project 1: Improving the capacity of the grassroots health network; Project 2: Improving the effectiveness of the disease prevention system and health promotion; Project 3: Population and development; Project 4: Improving the quality of social care for the disadvantaged; Project 5: Health communication, management, monitoring and supervision of Program implementation.

Strengthening grassroots health capacity

Preliminary review of the Government's Report, the Standing Committee of the Culture and Social Affairs Committee agreed on the necessity of developing a Program to implement the Party's Resolutions on health care, population and development; in line with the 10-year socio -economic development strategy 2021 - 2030 for health care, population, and development of the social security system.

The Program profile meets the requirements of Article 19 of the Law on Public Investment, which stipulates the conditions for deciding on the investment policy of the Program. The Program focuses on solving urgent issues requiring national public investment: primary health care, preventive medicine, population and development, and care for vulnerable groups.

The Standing Committee requested the Drafting Committee to review, adjust and arrange projects and sub-projects to ensure connectivity and consistency with the general and specific goals of the Program and sub-projects.

Appreciating the Ministry of Health's prompt and serious preparation of documents, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh emphasized that, regarding people's health care, on September 9, 2025, the Politburo issued Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen care, protection and improvement of people's health; regarding population and development issues, the Politburo issued Conclusion No. 149-KL/TW dated April 10, 2025 on promoting the implementation of Resolution No. 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation. The national target program on health care, population and development for the 2026 - 2035 period needs to closely follow Resolution No. 72-NQ/TW and Conclusion No. 149-KL/TW, focusing on two major groups of issues.

Regarding health care, the focus is on improving the grassroots health network and improving the effectiveness of the disease prevention and health promotion system; in addition, there is population and development content, adapting to the aging population and aging population.

Chairman Nguyen Dac Vinh requested the Drafting Committee to try to complete the Program to ensure the best quality. For each project and sub-project, including total investment and specific content, it is necessary to review the general and specific objectives to ensure they are reasonable, ensuring they are consistent with the spirit of the Resolution and Conclusion of the Politburo, and have solutions to achieve these objectives.

At the meeting, delegates highly appreciated the development of the National Target Program on health care, population and development for the period 2026 - 2035; and acknowledged the efforts of the Ministry of Health in completing the Program dossier in a short time.

However, many opinions also said that some contents in the projects are still overlapping; the goals and targets are set specifically, but the implementation solutions are not clear; attention needs to be paid to balancing the implementation capital sources. Delegates suggested adding implementation solutions, especially capital mobilization solutions. In addition, the Program focuses on strengthening research on medical technology, paying attention to children in special circumstances, as well as the mental health of the people...

Minister of Health Dao Hong Lan thanked the delegates for their comments to improve the content of the Program. The drafting committee will take into account all comments and review the proposed content, objectives and solutions to ensure feasibility.
