Flexible mechanisms are needed to encourage the elderly to contribute to society.
Speaking at the workshop, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council Nguyen Xuan Thang stated that Vietnam's population is aging and is one of the fastest aging countries in the world .

The theme of the workshop raises very timely and important questions for the country's breakthrough development. How to promote the role of the elderly in the new era? What do we need to do to turn challenges into opportunities, so that the elderly can continue to work, contribute and contribute to the country's development process? Answering these questions is the strategic orientation for the elderly in Vietnam to truly become an important social resource that continues to contribute to deciding the future of the country.
The Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council also stated that the Party and State always pay attention to those with meritorious services, revolutionary veterans and the elderly. Recently, at the conference to disseminate Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, General Secretary To Lam emphasized that "children are very important but the elderly are no less important" and suggested solutions to "fight loneliness" for the elderly. These are basic strategic orientations that need to be discussed, clarified and concretized with practical measures and policies.

The Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council believes that developing a silver economy is a correct policy proposal that needs to be implemented and promoted soon. To develop a silver economy in Vietnam, it is necessary to renew thinking and have a correct understanding of the role of the elderly so as not to waste this valuable resource in the country's development. It is necessary to innovate the method of caring for the elderly in a comprehensive direction; constantly improve the quality of life of the elderly with a system of necessary utility services.
There needs to be a new definition of the elderly workforce in the process of rapid and sustainable development of the country; clarify that in the silver economy, the elderly are the main subjects and are also identified as an integral part of the social labor force. There needs to be a flexible mechanism to encourage the elderly to participate in contributing to society on a voluntary basis; there needs to be a mechanism to mobilize the private sector, creative start-up enterprises, and attract foreign investment in developing the silver economy.

Need to build a national strategy on silver economy
Speaking at the workshop, Vice Chairman of the National Assembly Le Minh Hoan said that the concept of "silver economy" can be approached from many angles, in which silver economy is not only economic activities, products and services designed to meet the needs of the elderly, but the elderly can also be considered a human resource, a subject that continues to contribute to society.
The Vice Chairman of the National Assembly also said that the biggest challenge and difficulty facing our country in developing the silver economy in the new era is the East Asian cultural mindset and concept of the elderly; we need to be one step ahead in propaganda work to change perceptions of the elderly.

The Vice Chairman of the National Assembly said that the aging population in Vietnam poses many challenges to the health care and social security system, but also opens up a large market for consumption needs, health care, and support services for the elderly. The aging population opens up new social resources, a "golden" generation of production experience, management, and professional knowledge, which can activate the "knowledge treasure" of tens of millions of people with experience in production, management, and cultural and social creation. That is the basis for the formation and development of a silver economy.
Silver economy is an overview of economic activities associated with the elderly population, including production, distribution, consumption of goods and services for the elderly, while exploiting the labor potential, knowledge, and experience of the elderly to create value for the new socio-economic space. Emphasizing this, the Vice Chairman of the National Assembly also stated that in the silver economy, the elderly are both beneficiaries and active and proactive contributors.

The Vice Chairman of the National Assembly emphasized that the silver economy is not only limited to social security and health care, but also encompasses many areas, closely connecting the entire ecosystem: from smart housing, elderly-friendly tourism, to diverse cultural and educational products, helping the elderly find new meaning and goals in life. In some countries, community centers are designed as multi-generational spaces, where the elderly and young people learn, play, and create together.
Vietnam can learn and apply: develop intergenerational clubs to help each other, encourage the elderly to start small businesses, practice traditional occupations, mentor young businesses, access digital technology, practice new skills. To turn potential into reality, a clear and multi-layered implementation roadmap is needed.

Raising the issue, the Vice Chairman of the National Assembly also suggested that it is necessary to build a national strategy on silver economy, include it in the socio-economic development strategy and population action program, pay attention to the need for products and services friendly to the elderly, and create job opportunities for the elderly.

It is necessary to develop the market and service infrastructure, encourage businesses to produce products suitable for the elderly from nutrition, health care, support equipment to building community care centers, resort tourism, cultural and sports areas for the elderly.

Exploiting knowledge and labor resources, designing part-time job programs, consulting and advising retirees, establishing a network of "knowledge clubs" and "senior clubs" for the elderly to share experiences and guide the younger generation in starting a business, connecting multiple generations in educational programs, preserving culture and developing the community.

In addition, it is necessary to inform, communicate and change social awareness about active and creative elderly people, create awards and titles to honor elderly people who start businesses and contribute to the community, and at the same time encourage families and communities to respect and create conditions for the elderly to continue to contribute.

At the workshop, delegates exchanged, discussed and clarified basic issues of general theory as a basis for full understanding of the silver economy in Vietnam; assessed the role of the elderly in socio-economic development over 40 years of national renovation, drew valuable experiences that need to be inherited and promoted so that the elderly can continue to be an important force and resource to build new pillars and driving forces for the development of the silver economy in Vietnam in the new era.
