On the morning of November 15, at the National Conference to disseminate the Politburo 's Directive and deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, Deputy Head of the Central Organizing Committee Hoang Dang Quang presented the Central Organizing Committee's Guidelines on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Regarding the standards for National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term, Mr. Hoang Dang Quang said that candidates for National Assembly deputies and People's Council deputies must ensure the standards prescribed in the Law on Organization of the National Assembly and the Law on Organization of Local Government.

Candidates for National Assembly deputies and People's Council deputies at all levels who are working at Party, State, Vietnam Fatherland Front agencies, socio-political organizations, public service units, and state-owned enterprises must ensure the general standards according to Party regulations and State laws and meet the following standards and conditions: Being exemplary cadres, civil servants, public employees, and workers; having prestige and capacity in implementing and effectively propagating and mobilizing the masses to well implement the Party's policies and guidelines and State laws...

Along with that, there is no opportunism, no ambition for power, no localism, factionalism, corruption, waste, negativity, "group interests"...; no wife, husband, children, or relatives taking advantage of positions and powers for personal gain.

In addition, do not introduce or include in the list of candidates those who show signs of political opportunism, ambition for power; have local, conservative, stagnant thoughts; are being investigated, inspected, audited, or examined when there are signs of violations; heads of agencies, organizations, and units that allow corruption, waste, negativity, and disunity to occur.

Cadres who have committed violations, shortcomings or been disciplined during the 2021-2026 term; cadres whose relatives have violated the law shall comply with Conclusion No. 165-KL/TW dated June 7, 2025 of the Politburo on the orientation of implementing personnel work for cadres who have committed violations, shortcomings or been disciplined; cadres whose relatives have violated the law.

In cases of violation of political standards, follow the Politburo's Regulations on a number of issues related to protecting internal Party politics. Resolutely do not let unworthy people, those who seek positions or power to run for the National Assembly and People's Councils at all levels, pass through.

Focus on introducing leading experts in science, technology, innovation, digital transformation, high-tech industry; good and prestigious lawyers with deep understanding of international law; excellent businessmen with passion for the revolutionary cause of the Party and people.

Regarding the standards and conditions for candidates for full-time People's Council deputies, the Deputy Head of the Central Organizing Committee said that, in addition to meeting the general standards as prescribed, full-time People's Council deputies at the provincial and communal levels must have a university degree or higher and the following specific standards:

At the provincial level: Candidates for the position of full-time Vice Chairman of the People's Council must be a member of the provincial Party Committee or higher (including 1 member who is a member of the standing committee of the provincial Party Committee or city Party Committee), currently holding the position of head of the People's Council or director of a department or equivalent or higher, and be planned for the position of Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the provincial level or equivalent or higher.

Candidates for the position of Head of the People's Council's specialized committee must hold the position of Deputy Head of the People's Council or Deputy Director of a Department or equivalent or higher, and be planned for the position of Head of the People's Council or Director of a Department or equivalent or higher.

Candidates for the position of Deputy Head of the People's Council's specialized committee must hold the position of department head or equivalent or higher and be planned for the position of Deputy Head of the People's Council or Deputy Director of a department or equivalent or higher.

At the commune level: Candidates for the position of full-time Vice Chairman of the People's Council must be a Party Committee member, holding the position of department head or equivalent or higher, and be planned to be Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the commune level (old commune) or equivalent or higher.

Candidates for the position of Head of a specialized committee of the People's Council must hold the position of deputy head of department or equivalent or higher at the commune level. Candidates for the position of Deputy Head of a specialized committee of the People's Council must have held the position of specialist or equivalent for at least 5 years.

In the immediate future, allow the deployment and arrangement of competent, experienced, and capable cadres who lack the standards of political theory, state management, and planned positions to run for the positions of vice chairman of the People's Council, head, and deputy head of the specialized committee of the People's Council at the commune level, ensuring the correct number of approved personnel; at the same time, promptly conduct training and improve the standards of political theory, state management, and planned positions according to regulations.

For personnel expected to be assigned as Head of the People's Council at the commune level concurrently, they must have the capacity, qualifications, health and time to meet the job requirements; this will be considered and decided by the competent authority in charge of personnel management.
