Commenting on the draft documents for the 14th National Congress of the Party, Senior Lieutenant Hoang Khac Hieu, a typical young Vietnamese figure and a young figure of the entire army in 2024 (working at Viettel Enterprise Solutions Corporation), expressed his agreement with and high appreciation for the spirit and vision of the draft documents. He noted that these documents clearly demonstrate strategic thinking, a harmonious combination of theory and practice, and the blend of national aspirations and the strength of the times.
From the perspective of a young person working in the fields of technology and digital transformation, directly involved in realizing the Party's major policies through concrete actions and products, this young engineer has put forward many heartfelt proposals, contributing to enriching practical solutions aimed at the rapid, sustainable, and innovative development of the country.

Developing science , technology, and innovation.
Lieutenant Hoang Khac Hieu stated that the world is currently entering an unprecedented period of transformation in human history. The strength of nations is no longer measured solely by natural resources, but by their creative capacity, ability to master technology, and the capacity to organize society based on data. In this context, science, technology, and innovation are not only the driving force of development but also the foundation of independence, self-reliance, and national strength.
Vietnam has made significant progress. In 2024, the digital economy is estimated to reach 18.3% of GDP, with a growth rate maintained above 20% annually; the rate of online public services reached 45%; and digital infrastructure covers the entire country. In particular, the spirit of innovation has become a social consciousness, driving reform and development. From pioneering state-owned enterprises such as Viettel, VNPT, and EVN to the young startup community, digital transformation is gradually moving from "display" to "practical use," from "ideas" to "increased productivity."
"However, if we only consider digital transformation as an administrative program, we will only be touching on the surface. Digital transformation must be seen as a revolution in the way we lead, manage, and serve the people, in which technology is the tool, people are at the center, data is the foundation, and social trust is the prerequisite," Lieutenant Hoang Khac Hieu emphasized.
Building multi-layered digital infrastructure
According to Lieutenant Hoang Khac Hieu, the draft document clearly states the infrastructure development orientation: "Develop a synchronous and modern infrastructure, focusing on digital infrastructure, data infrastructure, and energy infrastructure." This is a completely correct orientation, both in line with global development trends and closely aligned with domestic realities. From the experience of Viettel, one of the pioneering units in the high-tech industry, we can learn a lesson: National digital infrastructure needs to be planned and operated in five layers: connectivity, computing, data, security, and a shared platform.
At the connectivity layer, rational frequency band planning is necessary, especially effectively utilizing the 700 MHz band to provide deep and wide coverage, ensuring that "no one is left behind" in the digital space. At the computing and data layer, the establishment of the first National Data Center in Hoa Lac is a significant step forward. However, to optimize performance, a "pairing" mechanism between central computing and edge computing is needed, a model that Viettel is implementing to process real-time data for applications in healthcare, transportation, education, and defense.
At the security level, we need to shift from a "reactive" mindset to a "proactive prevention" one. "Security by design" must become a mandatory criterion in all digitalization projects. And at the shared platform level, priority should be given to open standards, unified programming interfaces, integrated electronic identification, and ensuring "one-time declaration, lifetime use."
"These lessons are not only relevant to the telecommunications sector, but also offer suggestions for designing and operating the State's data infrastructure and public service infrastructure in the coming period," Lieutenant Hoang Khac Hieu shared.
Innovation and creativity: The shortest path to self-reliance.
According to Lieutenant Hoang Khac Hieu, a nation is only truly strong when it possesses creative capacity. In the new era, innovation is the highest form of patriotism. The nation's history has proven that when the country faces challenges, Vietnamese youth are always the vanguard force, daring to think, daring to act, and daring to innovate. Today, the new "front" for young people is science and technology, research labs, microchip production lines, cyberspace, and artificial intelligence projects bearing the Vietnamese mark.
With the spirit of "self-reliance for self-strengthening," Viettel has mastered the entire 5G core network system, broadcasting equipment, network security, and is participating in the global value chain. This is not just an achievement of a business, but a symbol of the creative capacity and technological prowess of Vietnamese people in the digital age.
“Based on that experience, I propose three strategic directions: Firstly, placing technology companies and young intellectuals at the center of the innovation ecosystem requires flexible mechanisms for ordering, testing, and public procurement to encourage innovation in the private sector, startups, students, and research institutions. Secondly, reforming education to be linked to digital competencies, not only teaching usage skills but also creative thinking, analytical skills, and data ethics, making digital skills and information security mandatory in schools. Thirdly, developing a digital workforce – a “new productive force” – means considering the training, nurturing, and utilization of young technology talents as a strategic investment. Every enterprise and every agency should become a “digital school,” where young people learn, work, and innovate,” proposed engineer Hoang Khac Hieu.
Lieutenant Hoang Khac Hieu emphasized that digital transformation is not just a process of technologization, but also a process of institutional reform, governance innovation, and enhancing the capacity to serve the people. From practical experience, Viettel can be considered a model for implementation: rigorous pilot programs, widespread discipline, and transparent measurement.
In this model, all products and services are "measured, counted, and publicly displayed" in real time. Every decision is based on data from a "digital dashboard" instead of intuition. And every activity incorporates safety, green, and energy-saving criteria right from the design stage. This is the spirit of "Digital transformation goes hand in hand with the transformation of leadership and management thinking," a new requirement identified by our Party in the new context.
"When the State, businesses, and citizens share data and act together on a transparent platform, we will form a data government, a trustworthy digital society, and an innovative, knowledge-based economy in Vietnam," engineer Hoang Khac Hieu stated.
Vietnamese youth - the source of national innovation energy.
Today's Vietnamese youth are growing up in a time of peace and deep integration into the global community, carrying a special mission: to become the generation that will shape the nation's digital future. While in the past, young people took up arms to defend the borders, today, they wield technology, algorithms, and innovations to protect and develop national digital sovereignty…
“I believe that when every young person considers creativity as their purpose in life, learning as their action, and dedication as their goal, our country will not only catch up but also surpass others in several strategic areas in the future. That is how the younger generation fulfills President Ho Chi Minh's teaching: 'Wherever youth are needed, youth will be there; whatever is difficult, youth will overcome it.' The youth of Viettel in particular and Vietnamese youth in general are committed to leading in scientific research, digital transformation, protecting cyberspace sovereignty, and building an independent and self-reliant digital economy. We understand that: Technological development is not only to create material value, but also to serve people, to make the people happy, and to make the nation strong,” affirmed Lieutenant Hoang Khac Hieu.
To successfully implement the directions outlined in the draft document of the 14th National Congress, Mr. Hoang Khac Hieu proposed several solutions, including: promulgating a national strategy on the development of digital human resources and innovation, linked to each industry and locality, with specific measurable indicators; establishing a "Vietnam Youth Innovation Fund," creating a mechanism for investing in and nurturing ideas from youth union members, students, and young scientists. Simultaneously, building a global network of young experts, connecting Vietnamese intelligence domestically and internationally, to serve key national science and technology projects; and piloting more sandbox mechanisms in new fields such as artificial intelligence, open data, and cybersecurity to encourage responsible innovation.
“Science, technology, innovation, and digital transformation are not just development tasks, but the inevitable path to realizing the aspiration of a strong and happy Vietnam. On that path, Vietnamese youth are the pioneering force, committed, creative, and serving the Fatherland with their intellect and actions. As Prime Minister Pham Minh Chinh once said: 'Digital transformation is not just a story for one sector, but a revolution of the entire people, in which youth are the vanguard force.' Vietnamese youth are determined to transform aspirations into technology, intellect into strength, and belief into action, contributing together with the Party, the State, and the people to building an independent, self-reliant, prosperous, and happy Vietnam,” Lieutenant Hoang Khac Hieu emphasized.
