Commenting on the draft documents of the 14th National Party Congress, Senior Lieutenant Hoang Khac Hieu, Outstanding Young Vietnamese Face, Young Military Face 2024 (working at Viettel Enterprise Solutions Corporation), expressed his agreement and appreciation for the spirit and vision of the draft document. This is a document that clearly demonstrates strategic thinking, a harmonious combination of theory and practice, between national aspirations and the strength of the times.
From the perspective of a young person working in the field of technology and digital transformation, directly participating in realizing the Party's major policies through specific actions and products, the young engineer has made many enthusiastic proposals, contributing to enriching practical solutions, towards the goal of rapid, sustainable and creative development of the country.

Development of science , technology, innovation
Senior Lieutenant Hoang Khac Hieu said that the world is currently entering an unprecedented period of transformation in human history. The strength of nations is no longer measured by natural resources, but by creativity, technological mastery and the ability to organize society based on data. In that context, science, technology and innovation are not only the driving force for development but also the foundation of independence, autonomy and national strength.
Vietnam has made important strides. In 2024, the digital economy is estimated to reach 18.3% of GDP, with a growth rate of over 20% per year; the rate of online public services will reach 45%; digital infrastructure will cover the whole country. In particular, the spirit of innovation has become a social consciousness, a driving force for reform and development. From pioneering state-owned enterprises such as Viettel, VNPT, EVN to the young startup community, digital transformation is gradually moving from "display" to "real use", from "idea" to "increasing productivity".
“However, if we only consider digital transformation as an administrative program, we will only stop at the surface. Digital transformation must be seen as a revolution in leadership, governance and service to the people, in which technology is the tool, people are the center, data is the foundation and social trust is the prerequisite,” Senior Lieutenant Hoang Khac Hieu emphasized.
Building multi-layered digital infrastructure
According to Senior Lieutenant Hoang Khac Hieu, in the draft document, the infrastructure development orientation is clearly stated: "Synchronous and modern development of infrastructure, focusing on digital infrastructure, data infrastructure and energy infrastructure". This is a completely correct orientation, both in line with global development trends and closely following domestic reality. From the implementation experience of Viettel, one of the pioneers in the field of high-tech industry, we can draw a lesson: National digital infrastructure needs to be planned and operated in 5 layers, including: Connection, computing, data, security and shared platform.
At the connection layer, it is necessary to plan the frequency band reasonably, especially effectively utilizing the 700 MHZ band to cover deeply and widely, ensuring that "no one is left behind" in the digital space. At the computing and data layer, the establishment of the No. 1 National Data Center in Hoa Lac is an important step forward. However, to optimize performance, it is necessary to have a "pairing" mechanism between central computing and edge computing, a model that Viettel is deploying, to help process real-time data for medical, traffic, education, and defense applications.
At the security layer, it is necessary to shift from “reactive” thinking to “proactive prevention”. “Security by design” must become a mandatory criterion in all digital projects. And at the shared platform layer, it is necessary to prioritize open standards, unified programming interfaces, and integrated electronic identification, ensuring “one declaration, lifetime use”.
“These lessons are not only true for the telecommunications sector, but also suggestions for designing and operating data infrastructure and public service infrastructure of the State in the coming period,” Senior Lieutenant Hoang Khac Hieu shared.
Innovation and creativity: The shortest path to self-reliance
According to Senior Lieutenant Hoang Khac Hieu, a nation is only truly strong when it has the ability to innovate. In the new era, innovation is the highest form of patriotism. National history has proven: When the country faces challenges, Vietnamese youth are always the vanguard, daring to think, daring to do, daring to break through. Today, the new “front” of youth is science, technology, research labs, microchip production lines, cyberspace, and artificial intelligence projects bearing the Vietnamese mark.
With the spirit of “self-reliance for self-strengthening”, Viettel has mastered the entire 5G core network system, broadcasting equipment, network security and is participating in the global value chain. This is not only the achievement of a business but also a symbol of the creativity and technological mastery of Vietnamese people in the digital age.
“From that reality, I propose three strategic directions: First, taking technology enterprises and intellectual youth as the center of the innovation ecosystem, there needs to be a flexible ordering, testing, and public procurement mechanism to encourage innovation in the private sector, startups, students, and research institutes. Second, educational innovation linked to digital capacity, not only teaching skills, but also teaching creative thinking, analytical skills, data ethics, making digital skills and information security mandatory content in schools. Third, developing digital human resources as a “new productive force”, considering training, fostering, and promoting young technology talents as strategic investments. Each enterprise and each agency should become a “digital school” where young people can study, work, and be creative,” proposed engineer Hoang Khac Hieu.
Senior Lieutenant Hoang Khac Hieu emphasized that digital transformation is not only a process of technology, but also a process of institutional reform, administrative innovation and improving the capacity to serve the people. From practice, Viettel can be considered a model of implementation: strict piloting, spreading discipline, transparent measurement.
In which, all products and services are “measured, counted, and made public” in real time. All decisions are based on “digital dashboard” data instead of intuition. And all activities have safety, greenness, and energy-saving criteria built into the design. That is the spirit of “Digital transformation goes hand in hand with transformation of leadership and management thinking”, a new requirement that our Party has identified in the new context.
“When the State, businesses and people share data and act together on a transparent basis, we will form a data government, a trustworthy digital society, and a creative economy based on Vietnamese knowledge,” said engineer Hoang Khac Hieu.
Vietnamese youth - the source of national innovation energy
Today’s Vietnamese youth grew up in a time of peace and deep integration, and carry a special mission: to become the generation that creates the digital future of the Fatherland. If in the past, young people held guns to protect the borders, now, young people hold technological devices, algorithms, and initiatives to protect and develop national digital sovereignty…
“I believe that when every young person considers creativity as a way of life, learning as an action, and dedication as a goal, our country will not only catch up but also be able to surpass in a number of strategic areas in the future. That is how the young generation implements Uncle Ho's teaching: 'Where there is a need, there are young people, where there is difficulty, there are young people'. Viettel youth in particular and Vietnamese youth in general are committed to taking the lead in scientific research, digital transformation, protecting cyberspace sovereignty, and building an independent and autonomous digital economy. We understand that: Developing technology is not only to create material value, but also to serve people, to make people happy, to make the Fatherland strong', Senior Lieutenant Hoang Khac Hieu affirmed.
To successfully implement the orientations identified in the draft documents of the 14th National Congress, Mr. Hoang Khac Hieu proposed a number of solutions such as: Issuing a National Strategy on digital human resource development and innovation, linked to each industry and locality, with specific measurement indicators; establishing a "Vietnam Youth Innovation Fund", creating an investment mechanism, incubating ideas of union members, students, and young scientists. At the same time, building a global network of young experts, connecting Vietnamese intelligence at home and abroad, serving key national science and technology projects; piloting more sandbox mechanisms (controlled experiments) in new fields such as artificial intelligence, open data, and cybersecurity, to encourage responsible innovation.
“Science, technology, innovation and digital transformation are not only development tasks, but also the inevitable path to realizing the aspiration of a strong and happy Vietnam. On that path, Vietnamese youth are the pioneering force, dedicated, creative, serving the Fatherland with intelligence and action. As Prime Minister Pham Minh Chinh once said: 'Digital transformation is not the story of any single industry, but a revolution of the entire people, in which youth are the vanguard force'. Vietnamese youth are determined to turn aspirations into technology, intelligence into strength, faith into action, contributing with the Party, State and people to build an independent, self-reliant, prosperous and happy Vietnam,” Senior Lieutenant Hoang Khac Hieu emphasized.
