Negotiation time is adjusted earlier
Presenting at the National Conference this morning, November 15, on the topic of the consultation process to select and introduce candidates for the National Assembly and People's Councils at all levels and the organization of conferences to collect voters' opinions, Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha said that this is a very important content in the process of implementing the election work to ensure democracy, consultation, and selection of qualified people to run for the National Assembly and People's Councils at all levels.

Regarding the organization of consultation conferences, the Vice Chairman of the Central Committee of the Vietnam Fatherland Front said that the consultation time was adjusted earlier than in previous terms to ensure consistency with the election date of March 15, 2026. Therefore, the Central and local election organizations, the Vietnam Fatherland Front at all levels, agencies, organizations and units must coordinate closely and proactively prepare conditions to ensure the conference takes place on schedule and in accordance with regulations.
Pointing out some new points in this election, Ms. Nguyen Thi Thu Ha said that for the Standing Committee of the Vietnam Fatherland Front, the composition and number will be different from the previous term. This composition is stipulated in Regulation No. 301-QD/TW dated June 9, 2025 of the Secretariat on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee at the provincial and communal levels. This requires the Fatherland Front at the provincial and communal levels, and the Standing Committees of the Fronts at all levels to base on the charter of the Fatherland Front to review and determine the member organizations of their level after the arrangement and merger, ensuring full compliance with regulations.
For representatives of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level, it is noted that it must include all communes, wards and special zones in the province or city.
Regarding the number of candidates, Ms. Nguyen Thi Thu Ha stated that all three consultation conferences must ensure the necessary direct number of candidates. Specifically, the number of people on the list of candidates for National Assembly deputies in each constituency must be at least 2 people more than the number of elected deputies specified for the constituency. For the list of candidates for People's Council deputies, if the constituency has three deputies, the number of candidates on the list must be at least 2 people more than the number of elected deputies. If the constituency has four or more deputies, the number of people on the list of candidates must be at least 3 people more than the number of elected deputies.

Regarding the organization of candidate introduction conferences at agencies, organizations, and units and conferences to evaluate voters' confidence at the place of residence, the Vice Chairman of the Central Committee of the Vietnam Fatherland Front pointed out a new point that needs to be noted: the composition of the Leadership Board of the agency, organization, or unit is determined according to the regulations and charter of the organization, agency, or unit. In cases where the regulations and charter do not clearly define who the Leadership Board consists of, the head of the agency or unit shall base on the regulations on the structure of the organization or unit to decide on the composition of the Leadership Board.
For the conference of voters at the workplace, the authority to chair and convene this conference is the Board of Directors of the agency or organization that convenes and chairs it. This conference is organized for both candidates and self-nominated candidates. For those working in political and social organizations, the Board of Directors will chair the organization. For candidates working in public service units and economic organizations without a trade union, the collection of opinions will be convened and chaired by the Board of Directors of the unit. Where there is a trade union, the head will coordinate with the Executive Board of the Trade Union to chair the conference.
Organizing voters' conferences both in person and online
Regarding the form of organizing the conference of voters at the workplace, according to Ms. Nguyen Thi Thu Ha, there will be a new point worth noting that in addition to having to organize the conference in person. However, in case of force majeure due to natural disasters or epidemics, it is not possible to organize a conference in person, then organize an online conference, or distribute ballots to collect opinions according to the regulations of the competent authority.

Regarding the conference of the expanded leadership board of agencies, organizations and units to discuss and introduce candidates for the National Assembly and People's Councils at all levels, according to Ms. Nguyen Thi Thu Ha, depending on the type of organization, the composition of the expanded leadership board includes leaders, departments, agencies, units and representatives of affiliated units and a number of other components according to each specific type, and is clearly stipulated in Resolution No. 101 and Resolution No. 102 of the National Assembly Standing Committee.
Also according to the Vice Chairman of the Central Committee of the Vietnam Fatherland Front, the conference of voters at the place of residence is held between the second and third consultative conferences, from February 4 to 8, 2026. The conference is convened and chaired by the Standing Committee of the Vietnam Fatherland Front Committee at the commune level in coordination with the People's Committee at the same level. This time, for both candidates for National Assembly deputies and candidates for People's Council deputies at all levels, the conference of voters at the place of residence is held in the village and residential group.
Regarding the number of voters, for places with less than 100 voters, a general meeting of voters to collect opinions on candidates for the National Assembly and People's Councils at all levels must ensure that the number of voters attending reaches at least 50%. For places with 100 voters or more, a general meeting or a household representative meeting can be held, but at least 55 voters must attend. During this time, verification and responses to issues raised by voters regarding candidates for the National Assembly and People's Councils at all levels must be carried out. This must be completed by February 8, 2026 at the latest.
The conference to collect voters' opinions is the premise for reporting the results to the third consultative conference. In case a candidate does not receive the confidence of more than 50% of the total number of voters attending the conference of voters at their place of residence, he/she will not be included in the list of candidates to be introduced at the third consultative conference. Only in special cases will it be clearly reported for the consultative conference to consider and decide.

From experience from previous elections, the Vice Chairman of the Central Committee of the Vietnam Fatherland Front emphasized that agencies and organizations need to grasp the guiding documents very well and follow them closely to implement them carefully and firmly. There is a lot of work, going through many stages, many processes, many stages that are closely related to each other. Therefore, it is necessary to build a detailed implementation schedule plan to assign daily and weekly tasks to complete. It is necessary to strengthen coordination between election organizations at the central and local levels, agencies and organizations with the Vietnam Fatherland Front Committees at all levels in organizing consultation conferences and conferences to collect voters' opinions.
The Vice Chairman of the Central Committee of the Vietnam Fatherland Front also affirmed that the Vietnam Fatherland Front has implemented many digital transformation solutions to apply in organizing consultation conference processes as well as serving the election work. Up to now, a specialized election page has been built on the Fatherland Front system at all levels; software has been built to receive opinions and recommendations from voters and people and a system of agencies in the Front system and socio-political organizations; a software system to receive voters' opinions 24/7... "All software and content related to digital transformation and digital transformation application in election work under the responsibility of the Vietnam Fatherland Front have been completed and have initially operated smoothly and effectively", Ms. Nguyen Thi Thu Ha affirmed.
