Speaking at the opening of the Conference, Deputy Secretary of the National Assembly Party Committee, Permanent Vice Chairman of the National Assembly Do Van Chien stated that the 13th National Congress of the Party has identified the work of preventing and combating corruption, waste and negativity as a particularly important task in the work of Party building and rectification, building and consolidating a clean and strong political system, consolidating the great national unity bloc; resolutely and persistently fighting to prevent and repel corruption and waste with high political determination, taking stronger, more thorough and effective actions.
Deputy Secretary of the National Assembly Party Committee, Permanent Vice Chairman of the National Assembly Do Van Chien said that, implementing the Resolution of the Party Congress, during the past term, the work of fighting against corruption, waste and negativity continued to be promoted and made breakthroughs, achieving many important and comprehensive results, creating a strong movement, an irreversible trend, leaving many good marks, having positive effects, spreading strongly throughout society, receiving the sympathy, response and high appreciation from cadres, party members and people, and being recognized by the international community.
The highlight of this work is the addition of the content of preventing and combating waste, which has affirmed the high determination of the Party, the political system and the whole society in the fight against corruption, waste and negativity.
Standing Deputy Secretary of the National Assembly Party Committee Do Van Chien stated,
To fully and comprehensively assess the work of preventing and combating corruption, waste and negativity of the National Assembly Party Committee, based on the plan of the Central Steering Committee on preventing and combating corruption, waste and negativity, the National Assembly Party Committee issued Plan No. 46 dated August 1, 2025 to implement the summary contents requested by the Steering Committee.
In the process of summarizing the work of preventing and combating corruption, waste and negativity, the Party Committee of the National Assembly has directed and conducted summarization from the Party cell level up in accordance with the spirit of the Steering Committee. Based on the reports of 11 Party Committees under the Party Committee of the National Assembly, the Party Committee of the National Assembly has drafted the Summary Report and organized today's conference.
"This is a conference of utmost importance for the work of fighting corruption, waste, negativity and building and rectifying the Party; it is an opportunity for us to recognize and correctly evaluate the results achieved, clearly identify the shortcomings, limitations and causes, draw valuable lessons, and unify solutions to effectively organize the implementation of goals, viewpoints and tasks of preventing and combating corruption, waste and negativity in the upcoming term of the 14th Party Congress."

Accordingly, during the 13th Party Congress term, the work of preventing and combating corruption, waste and negativity of the National Assembly, National Assembly agencies, the National Assembly Office and the State Audit Office has had clear changes, achieving many positive results.
Specifically, the legal system in all fields, especially in socio-economic management, is increasingly being improved, contributing to creating an important legal corridor for the work of preventing and combating corruption, waste and negativity.
The National Assembly's work of supervising and deciding on important national issues has contributed to gradually curbing corruption in many areas.
In the activities of the National Assembly, National Assembly agencies, the National Assembly Office, and the State Audit Office, the work of preventing corruption, waste, and negativity continues to receive attention and focus.
Agencies have implemented publicity and transparency in their operations in each field such as staff organization, use of state budget and assets, public procurement and basic construction, etc.
Regimes, norms and standards under the authority of the National Assembly agencies, the National Assembly Office and the State Audit Office have been carefully developed, amended and supplemented to suit the reality. The declaration and disclosure of assets and income, administrative reform, innovation in management technology and payment methods have been seriously implemented. The good implementation of these preventive measures has contributed significantly to the prevention of corruption, waste and negativity.
However, Member of the Standing Committee of the National Assembly Party Committee Hoang Thanh Tung also pointed out that in the work of preventing and combating corruption, waste and negativity in the National Assembly Party Committee, there are still some limitations, difficulties and problems such as:
The implementation of measures to prevent corruption, waste, and negativity in the agencies of the National Assembly, the Office of the National Assembly, and the State Audit Office has achieved positive results, but the effectiveness in some aspects is still limited; it has not fully responded to the requirements of the fight against corruption, waste, and negativity.
Institutional improvement has not yet fully met the high demands of practice; a number of laws, ordinances and resolutions have not been amended and supplemented in a timely manner to remove bottlenecks, difficulties and obstacles, and to free up resources to meet the requirements of socio-economic development. There are still a number of regulations that are not synchronous and unified, and the cost of complying with the law is still high.
Monitoring activities and public petitions have not kept up with practical requirements. Some issues that have arisen and caused public outrage have not been monitored in a timely manner; the selection of monitoring methods in some cases is not suitable to the monitoring content. Although attention has been paid to the monitoring and urging of the implementation of resolutions, conclusions and recommendations after monitoring, it has not been done regularly, leading to low monitoring effectiveness in some cases.
Focus on leadership to perfect institutions and supervise the prevention and fight against corruption, waste and negativity.
Regarding the key tasks in the coming time, Member of the Standing Committee of the National Assembly Party Committee Hoang Thanh Tung stated: The National Assembly Party Committee will continue to innovate methods, strengthen the Party's leadership in the work of building and perfecting institutions and supervising the work of preventing and combating corruption, waste, negativity, and socio-economic management, especially the inspection and supervision by Party committees at all levels of the institutionalization of the Party's policies and guidelines into laws.
Innovate the National Assembly's working methods, enhance debate, criticism and supervision to thereby improve the effectiveness of the work of preventing and combating corruption, waste and negativity.
Further enhance the role of the Nationalities Council and the National Assembly Committees in performing the task of examining draft laws, ordinances and resolutions. Promote the active role of Council and Committee members, and mobilize the participation of experts and scientists in examination activities to improve the scientific content and criticality of examination reports. If necessary, conduct sociological surveys, collect opinions from people, businesses and affected subjects to clarify the policies of draft laws, assess policy impacts, especially on issues with different opinions.
Improve the quality and effectiveness of supervision activities, focus on supervising major and urgent issues in economic and social life related to preventing and combating corruption, waste and negativity; focus on supervising the implementation of conclusions and recommendations after supervision. Strengthen the synchronous implementation of supervision forms such as supervision of legal documents, thematic supervision, questioning, explanation activities associated with mid-term confidence votes, etc. Innovate the content and methods of organizing supervision activities to ensure the effectiveness and efficiency of supervision and truly be an important channel for the National Assembly to evaluate the effectiveness of the state apparatus as well as evaluate the effectiveness of policies and laws on preventing and combating corruption, waste and negativity in order to make timely adjustments and amendments to meet practical requirements.
Focus on leading Party committees at all levels, affiliated Party organizations, agencies of the National Assembly, the National Assembly Office, and the State Audit Office to thoroughly grasp and promptly direct the implementation of resolutions, directives, and conclusions of the Party; promote policy communication, disseminate and educate the State's laws on preventing and combating corruption, waste, and negativity.
Continue to lead the promotion of administrative reform in the agencies of the National Assembly and the supporting apparatus; strongly apply digital technology in the activities of the National Assembly, the agencies of the National Assembly, the Office of the National Assembly and the State Audit Office, and connect with other agencies in the political system at the central and local levels.
Strengthen inspection and examination of responsibility for performing public duties; rectify discipline and administrative discipline; strictly handle cadres, civil servants and public employees who violate the law on preventing and combating corruption, waste and negativity.
Strengthen the role of mass organizations in supervising the implementation of public duties to prevent and promptly detect corruption; promote the active role of press and media agencies; continue to expand international cooperation activities on anti-corruption to absorb good and appropriate experiences from the world to improve the effectiveness of anti-corruption, waste and negativity work.
Continue to lead and direct the State Audit Office to effectively implement audit work and annual audit plans, focusing on improving audit quality, actively contributing to the fight against corruption, waste and negativity.
