On the afternoon of November 15, at the National Assembly House, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man chaired a conference to review the work of preventing and combating corruption, waste and negativity of the National Assembly Party Committee during the 13th National Party Congress term.
Effectively organize the implementation of goals and tasks of preventing and combating corruption, waste and negativity.
In his opening speech, Politburo member, Standing Deputy Secretary of the National Assembly Party Committee, Standing Vice Chairman of the National Assembly Do Van Chien stated: During the 13th Party Congress term, the National Assembly Party Delegation and the National Assembly Party Committee have always been exemplary, upholding responsibility, making many efforts to lead and direct the National Assembly, the National Assembly Standing Committee, relevant agencies, and National Assembly deputies to perform the task of preventing and combating corruption, waste, and negativity in the activities of making the Constitution, legislating, deciding on important issues of the country, and exercising supreme supervision over all activities of the state apparatus.
In order to fully and comprehensively assess the work of preventing and combating corruption, waste and negativity of the National Assembly Party Committee, based on the plan of the Central Steering Committee on preventing and combating corruption, waste and negativity, the National Assembly Party Committee has issued a Plan to implement the summary contents requested by the Steering Committee. In the process of summarizing the work of preventing and combating corruption, waste and negativity, the National Assembly Party Committee has directed and conducted summarization from the Party cell up in accordance with the spirit of the Steering Committee. Based on the reports of 11 Party Committees under the National Assembly Party Committee, the National Assembly Party Committee has drafted a Summary Report and organized a Conference.

Emphasizing that the Conference is of utmost importance to the fight against corruption, waste, negativity and to Party building and rectification, the Standing Deputy Secretary of the National Assembly Party Committee and Standing Vice Chairman of the National Assembly said that this is an opportunity to recognize and correctly evaluate the results achieved, clearly identify the shortcomings, limitations and causes, draw valuable lessons, and unify solutions to effectively organize the implementation of goals, viewpoints and tasks of preventing and combating corruption, waste and negativity during the 14th Party Congress term.
At the Conference, delegates actively discussed and proposed new and breakthrough policies and solutions to continue effectively implementing the work of preventing and combating corruption, waste and negativity in the coming time, meeting the trust and expectations of cadres, party members and people.
Continue to innovate thinking in law-making
In his speech, emphasizing a number of key tasks in the coming time, National Assembly Chairman Tran Thanh Man suggested continuing to perfect institutions, review and overcome loopholes and inadequacies in legal regulations on preventing and combating corruption, waste and negativity; and perfecting and improving the quality of operations of the Nationalities Council and National Assembly Committees.
In particular, promoting political, ideological, ethical and lifestyle education for cadres, civil servants, public employees and workers, raising awareness and sense of responsibility in the work of preventing and combating corruption, waste and negativity; publicising and making transparent administrative processes and procedures, internal spending regulations, financial management, public assets... to prevent corruption and prevent abuse of power.
At the same time, attach importance to the declaration and verification of assets and income of officials and civil servants, ensuring honesty; publicize and make transparent the process of appointing, promoting and handling officials; promote the role of supervision and criticism of the press and people in the activities of the National Assembly Office; promote the application of information technology in management and operation to limit opportunities for corruption.
Continuing to thoroughly grasp and effectively implement the innovative thinking in law-making work as defined in Resolution 66 of the Politburo, the National Assembly Chairman requested to promote the implementation of decentralization and delegation of power associated with power control and accountability; eliminate the "ask-give" mechanism; change the state management status from "pre-control" to "post-control." The Central Government creates mechanisms and policies, localities decide, localities act, and localities are responsible.
Along with that, strengthen discipline, discipline, thoroughly grasp and strictly implement Regulation 178 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; procedures for law-making, policy-making process according to the provisions of law; ensure that all laws originate from national interests and the legitimate aspirations of the people.
"Urgently develop and submit to the Politburo for consideration and approval the Project on Legislative Orientation for the 16th National Assembly term; pay special attention to reviewing the legal system, especially in areas prone to corruption, waste, and negativity (public assets, state capital in enterprises, public investment, bidding, public procurement, budget, public finance, land, minerals, etc.) to include in the Legislative Program," the National Assembly Chairman noted.
Strengthening the survey and supervision of the promulgation of legal documents, improving the quality and effectiveness of the State Audit, the National Assembly Chairman said that it is necessary to mobilize the coordination and participation of the Vietnam Fatherland Front and socio-political organizations, the monitoring activities of media and press agencies as well as promote the supervisory role of the people. Proposing to thoroughly resolve cases that cause public outrage, projects and works that have been invested and built for many years but are not used or are used ineffectively.

The National Assembly Chairman pointed out that transparency and objectivity are needed when deciding on important issues such as socio-economic development strategies, national budget allocation, key infrastructure projects, social security policies, major policies on international integration, resolutely preventing and eliminating all influence from group interests and all negative impacts from outside; must be extremely impartial and objective for the common interests of the country and the people to make correct and accurate decisions. The ultimate goal of the Party and State is to improve the material and spiritual life of the people.
The National Assembly Chairman also suggested promoting the dissemination of the Party's guidelines and policies and the State's laws on preventing and combating corruption, waste and negativity; training, fostering and improving the professional qualifications and public ethics of cadres, civil servants and consultants; strongly applying science, technology and digital transformation in the management, supervision and monitoring of legislative progress, ensuring a transparent process, contributing to tightening discipline and order and improving the effectiveness of legislative work.
Addressing the National Conference on the implementation of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, which was held on the morning of November 15, the National Assembly Chairman emphasized the need to create transparency, clarity, unity, and continuity from the central to grassroots levels, to prevent negative situations from occurring; and to ensure that the election is conducted democratically, in accordance with the law, safely, and economically.
Reiterating the direction of General Secretary To Lam: every cadre and party member needs to clearly see that the requirements and tasks of national development in the current period are very important, urgent, and pressing; anyone who commits acts of corruption, waste, negativity, hinders innovation, hinders the development of the country at this time, is not only guilty but also has a great fault with the Party, State and people, the National Assembly Chairman requested that all cadres uphold the spirit of responsibility, be exemplary in leading, directing, and implementing tasks and solutions to prevent and combat corruption, waste, and negativity.
The work of preventing and combating corruption, waste and negativity has had clear changes.
According to the Report, during the 13th Party Congress, the work of preventing and combating corruption, waste and negativity of the National Assembly, the agencies of the National Assembly, the Office of the National Assembly and the State Audit Office has had clear changes. The legal system in all fields, especially in socio-economic management, has been increasingly improved. The work of supervising and deciding on important issues of the country has been focused on by the National Assembly, contributing to gradually curbing and preventing corruption, waste and negativity in many fields.
The activities of the National Assembly, its agencies, the National Assembly Office, and the State Audit Office in preventing corruption, waste, and negativity continue to receive attention and focus. The State Audit Office has recommended handling of VND 239,795 billion in finances, including: increasing state budget revenue by VND 20,687 billion, reducing state budget expenditure by VND 86,772 billion; other recommendations of VND 132,336 billion.
However, in addition to the results, the work of preventing and combating corruption, waste and negativity in the Party Committee of the National Assembly still has limitations such as: the completion of legal institutions on preventing and combating corruption, waste and negativity has not fully met practical requirements. Supervisory activities in general, including supervision of the work of preventing and combating corruption, waste and negativity, are still limited and inadequate. Some emerging issues that cause public outrage have not been promptly supervised; the selection of supervision methods in some cases is not appropriate. The monitoring and urging of the implementation of resolutions, conclusions and recommendations has not been regular.../.
