
Strengthening review, inspection and strict handling of violations
On November 11, the Ho Chi Minh City Party Committee held a conference to review the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress. The conference was chaired by Mr. Tran Luu Quang - Secretary of the Ho Chi Minh City Party Committee, Head of the City's Department of Preventing and Combating Corruption, Waste, and Negativity.
Reporting at the conference, Ms. Nguyen Thi My Hang - Head of the City Party Committee's Internal Affairs Committee, Permanent Deputy Head of the Steering Committee for Anti-Corruption, Wastefulness and Negativity - said that since the beginning of 2025, the Steering Committee has focused on reviewing and handling public works and real estate in the process of streamlining the apparatus and administrative units. The statistics were carried out fully and accurately, ensuring the handover, receipt and exploitation of assets in accordance with regulations and effectively, avoiding omissions that cause loss and waste.

The Standing Committee of the City Party Committee inspected 86 Party organizations and 46 Party members, supervised 38 Party organizations and 21 Party members; and disciplined 10 Party organizations and 57 Party members. The City Party Committee's Inspection Committee also inspected 108 Party organizations and 102 Party members, supervised 48 Party organizations and 32 Party members, controlled the assets and income of 190 Party members; and disciplined 19 Party organizations and 181 Party members, and reviewed and learned from 114 Party members.
The city's functional agencies have conducted 1,147 administrative inspections and 25,745 specialized inspections. The City Party Committee's Internal Affairs Committee, along with the prosecution agencies and the regular appraisal council in criminal proceedings, have closely coordinated, overcome limitations, accelerated the progress of appraisal and valuation of cases, contributing to creating a clear change in handling cases. The city has also organized many propaganda activities and thematic conferences on preventing corruption, waste, negativity and judicial reform.

Resolute, fair and creative in implementation
Speaking at the conference, Secretary of the Ho Chi Minh City Party Committee - Tran Luu Quang - emphasized that the work of preventing and combating corruption, waste and negativity must be carried out with a resolute spirit, without negligence, and without "no-go zones". He said that "prevention is better than cure", because many violations only realized after being handled that "the price to pay was too high" and regretted that "if only they had been reminded sooner".
According to the City Party Secretary, waste has much more serious consequences than corruption but has not received much attention in recent times. He cited that Ho Chi Minh City used to have about 13,000 real estate properties that were public assets, after merging with Binh Duong and Ba Ria - Vung Tau, this number increased to about 20,000 public houses and lands. "We are managing assets worth hundreds of billions of USD, this is a very big risk that can lead to violations and loss of officials. In addition, if management is not good, causing loss of state assets, that is also a form of violation, a manifestation of waste".

To improve the effectiveness of preventing and combating corruption, waste and negativity in the coming time, Ho Chi Minh City needs to strengthen coordination between agencies, the entire political system and especially "patiently listen to the people and handle the situation responsibly". The city needs to build its own mechanism and methods based on the decentralization of the Central Government and the legal framework.
"Ho Chi Minh City used to be a shining star of creativity, so why not think about having new ways of behaving and principles to solve institutional problems?", Mr. Quang suggested, at the same time asking localities to be flexible in their approach, reduce formal meetings, promote digital transformation applications, learn from good experiences from other places to apply in practice.

The City Party Secretary affirmed that those who work to prevent and combat corruption, waste, and negativity must be pioneers and set an example. "I promise to direct severe punishment if anyone in our team, those who work in this field, violates. Choosing to do this job means having to commit, having to endure hardship, and even having to suffer losses."
At the conference, the Standing Committee of the City Party Committee awarded certificates of merit to 25 collectives with outstanding achievements in the work of preventing and combating corruption, waste and negativity.
