This is the 8th direct ministerial-level negotiation session between the two countries, taking place right before the official technical-level negotiation session which will take place from November 12-14, 2025 in Washington, DC. In an open, frank and constructive atmosphere, the two Ministers exchanged and determined the direction of handling the major remaining issues, and spent time discussing the contents of bilateral trade relations.

At the beginning of the negotiation session, US Trade Representative Jamieson Greer summarized the work that both sides have implemented and highly appreciated the fact that the two countries have agreed on the Joint Statement on the Framework of the Reciprocal, Fair and Balanced Trade Agreement, considering this an important basis for quickly promoting and completing the negotiation process. He also appreciated Vietnam's goodwill, systematic approach and problem-solving to the proposals made by the United States, and acknowledged the efforts and constructive spirit of the Vietnamese Negotiating Delegation. He also responded frankly and quite positively to a number of Vietnam's proposals.


On the Vietnamese side, Minister Nguyen Hong Dien emphasized Vietnam's determination to build a balanced and sustainable economic and trade relationship with the United States and announced many measures that Vietnam has proactively implemented in recent times to promote bilateral trade. The Minister said that the completion of the Reciprocal Trade Agreement will help further strengthen bilateral relations not only in the field of trade but also in many other fields, in line with the Vietnam - United States Comprehensive Strategic Partnership.
On that basis, Minister Nguyen Hong Dien made a number of proposals to help promote the negotiation process. In addition, the Minister also suggested that both sides have a practical and flexible approach for the practical benefits of both sides. These proposals were noted by Chief Trade Representative Jamieson Greer and assigned to the US technical level to study and discuss with the Vietnamese side.
The two Ministers agreed that this negotiation session is very important to resolve outstanding issues in order to soon complete the Reciprocal Trade Agreement, which will benefit both Vietnam and the United States.
