According to the provincial Social Insurance, by the end of September 2025, the total revenue from social insurance, health insurance, and unemployment insurance in the province reached 7,091 billion VND, an increase of 952 billion VND compared to the same period in 2024, reaching 74.43% of the plan assigned by Vietnam Social Insurance. The amount of social insurance debt subject to interest is 227.4 billion VND, accounting for 2.39% of the total revenue in 2025.

Implementing the direction of Vietnam Social Security, the provincial Social Security has deployed many drastic measures to ensure effective debt collection and reduction in the final period of 2025. Therefore, the provincial Social Security has sent notices to 521 units that are late in paying social insurance, health insurance, and unemployment insurance; at the same time, established 11 interdisciplinary working groups to urge debt collection (including 2 groups at the Provincial Social Security Office and 9 groups at social security facilities). The groups have the participation of the Department of Home Affairs, Provincial Police, Provincial Inspectorate, Provincial Labor Federation, etc., chaired by the provincial Social Security.
Along with the urging, the provincial Social Insurance will publicize the identities of units that are late in paying social insurance on mass media as well as not confirm rewards and honors for units that violate social insurance policies. The provincial Social Insurance strives that by the end of 2025, the province's rate of late social insurance debt will be lower than 2.1% compared to the target assigned by Vietnam Social Insurance.
In addition, the provincial Social Insurance simplifies regulations on collection work, maintains weekly online conferences to promptly remove obstacles, and ensure the completion of the proposed collection plan.

Along with the collection work, the provincial Social Insurance focuses on developing the subjects participating in social insurance, unemployment insurance, and health insurance. By the end of September 2025, the whole province had 321,779 people participating in social insurance, an increase of 16,500 people compared to the end of 2024, reaching 93.53% of the plan assigned by Vietnam Social Insurance, accounting for 50.36% of the working-age labor force. Of which, the number of people participating in compulsory social insurance was 275,500 people, reaching 92.93% of the plan; voluntary social insurance was 46,300 people, reaching 97.23% of the plan; unemployment insurance was 264,720 people, reaching 93.3% of the plan; the number of people participating in health insurance reached nearly 1.3 million people, reaching 97.52% of the plan, the health insurance coverage rate reached 95.75% of the province's population.
To achieve the above results, from the beginning of the year, the provincial Social Insurance has assigned the target of developing participants to the grassroots Social Insurance, classified the units by area for review and supervision, and coordinated with the Department of Home Affairs and the People's Committees at the commune level to make a list of permanent militia members participating in Social Insurance according to regulations. The provincial Social Insurance also coordinated with departments and branches to organize propaganda and dialogue with enterprises, assigned staff to closely follow up with units with outstanding debts, and coordinated with the Department of Finance and the Tax Department of Region 3 to update the situation of new, inactive or dissolved enterprises, thereby building a plan to develop participants in compulsory Social Insurance.

According to Deputy Director of the Provincial Social Insurance Nguyen Huy Thong, to complete the targets, from now until the end of 2025, the Provincial Social Insurance will continue to closely coordinate with departments, branches, and sectors to advise the Provincial Party Committee, People's Council, People's Committee, and Steering Committees for implementing social insurance and health insurance policies at all levels in implementing the policy. Specialized departments, branches, and grassroots social insurance coordinate with the People's Committees of communes and wards, organize collection services to review and identify potential subjects, propagate and mobilize participation in voluntary social insurance and family health insurance; assign specific targets to each collection point and each collection staff; and monitor and evaluate implementation results periodically every month and every quarter.
In addition, the provincial Social Insurance strengthens inspection of enterprises that are late in paying, have not participated or have not fully participated, and resolutely and strictly handle violations according to the law.
The provincial Social Insurance continues to promote administrative reforms in the field of social insurance and health insurance; receive and resolve regimes and benefits for participants quickly, promptly and accurately. The Social Insurance Agency also focuses on consulting, supporting, answering promptly, creating the most favorable conditions for people, employees and employers, contributing to enhancing the reputation of the industry, attracting more and more organizations, units and people to participate in social insurance, health insurance and voluntary social insurance.
With synchronous and drastic solutions, the provincial Social Insurance is determined to comprehensively complete the 2025 plan targets, continuing to affirm its core role in implementing social security policies in the area.
