Over the years, the province has implemented a comprehensive range of policies and action programs aimed at protecting, caring for, and educating children. All levels of government, sectors, and organizations, along with local authorities, have closely coordinated to effectively implement programs such as: the Action Program for Children, the program to support children in special circumstances, the Quang Ninh Provincial Children's Protection Fund, and countless charitable activities from businesses, social organizations, and benevolent individuals.
In particular, the Association for the Protection of People with Disabilities and Orphans (NKT-TMC) of the province has become a bridge spreading love to thousands of children in remote areas and ethnic minority communities. Each year, thousands of gifts including scholarships, bicycles, warm clothes, and learning equipment are handed directly to the children; many charitable houses are built or renovated, helping orphans and children with disabilities have a safe and stable home.
One particularly touching story is that of Ms. Phùn Si Múi from Ngàn Phe village, Lục Hồn commune . Her husband passed away prematurely due to a serious illness, leaving her to single-handedly raise two young children in a dilapidated mud-walled house that threatened to collapse at any moment. Understanding her hardship, in October 2025, the Provincial Association for the Support of People with Disabilities and Disadvantaged Children mobilized clubs and charitable groups to provide 80 million VND to help her build a new house, expected to be completed in December 2025, offering the mother and her two children a warmer and safer start in life.

Furthermore, the humanitarian movement within the community is spreading. Many individuals and businesses are willing to provide long-term sponsorship for orphans, supporting their education and monthly living expenses. A prime example is the case of two Dao sisters, Dang Thi Diep Anh (15 years old) and Dang Vinh Truong (13 years old), from Dai Van village (Van Don Special Economic Zone). Their mother abandoned them when they were young, and their father passed away in early 2025, leaving the two children to live with their elderly grandmother.
Moved by their plight, the Provincial Association for the Protection of People with Disabilities and Disadvantaged Children connected with Tam Duc Cam Pha Joint Stock Company to provide support of 24 million VND per year (12 million VND per child/year) until they reach 18 years of age. This assistance is not only material but also a great source of encouragement, giving the children the strength to overcome challenges, continue their education, and nurture their dreams.
According to statistics, during the period 2021-2025, the Provincial Association for the Protection of People with Disabilities and Disabilities sponsored 245 orphaned and disabled students with particularly difficult circumstances in ethnic minority and mountainous areas, with a total value of nearly 1.6 billion VND; supported the construction of 105 houses worth 5.8 billion VND; and donated gifts, bicycles, and study corners to more than 5,000 children with a total value of nearly 3 billion VND. These figures not only reflect the collective efforts of the entire society but also serve as proof of the strong spread of human kindness in this heroic mining region.

In addition, youth organizations, women's associations, and the Red Cross regularly organize activities such as visiting, giving gifts, and creating playgrounds for children during holidays and festivals. These simple acts, filled with love, help children feel the warmth of the community, instill faith in life, and inspire them to overcome adversity.
In the coming period, Quang Ninh province will continue to aim at improving the quality of care and education for children, especially vulnerable children in disadvantaged areas. Because caring for children, especially orphans, disabled children, and children from ethnic minority groups, is not only the responsibility of the State, but also a noble moral principle and a source of compassion for the people of Quang Ninh.
Every gift, every notebook, and every word of encouragement sent to the children contributes to nurturing hope, paving the way for their future, helping them confidently grow into useful citizens, and contributing to building a more prosperous, compassionate, and civilized Quang Ninh.
