(Dan Tri) - Prime Minister Pham Minh Chinh said that the 2026 budget will allocate VND95,000 billion to develop science, technology, innovation and digital transformation.

Spend about 95,000 billion VND of the budget on science and technology

At the meeting of the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 on November 15, the Prime Minister assigned the State Bank of Vietnam and joint stock commercial banks to resolutely and effectively implement the VND 500,000 billion credit program to promote the development of strategic infrastructure and digital technology . The State Bank reviewed the conditions, criteria and controlled the cash flow to go in the right direction.

To ensure funding from the budget and investment sources, the Ministry of Finance and the Ministry of Science and Technology propose appropriate financial mechanisms, allocating and arranging sufficient capital.

Priority areas are national data centers, data floors, national key laboratories, research centers, strategic technology development projects and key databases...

The Prime Minister stated that to achieve strategic goals, we have set a growth target of 8% or more in 2025, and 10% or more in 2026 and the following years.

To promote high and continuous growth for many years, we must renew old growth drivers (investment, consumption, export) and effectively exploit new growth drivers (digital economy, green economy, circular economy, sharing economy, semiconductor chips, artificial intelligence, Internet of Things, quantum, biology, underground space, marine space, space, etc.).

In addition, promoting industrialization, modernization, restructuring the economy, and establishing a new growth model. Economic restructuring must also rely on science and technology, innovation, and digital transformation.

Emphasizing the important role of science and technology, innovation, digital transformation, and databases, the Prime Minister said the Politburo has issued seven important resolutions and is preparing to issue other resolutions on the state economy, foreign investment, and cultural development.

In particular, the Politburo issued Resolution 57 on science and technology development and innovation and it was widely implemented. Many positive results were achieved in terms of institutions, mechanisms, policies and implementation organization.

Drastically cut down on unnecessary paperwork

However, to complete the goals of science and technology development, innovation, national digital transformation, administrative reform and Project 06, there is still much work to be done.

Therefore, the head of the Government requested an assessment of the work that has been done and the assigned tasks; clarification of the results achieved, as well as the existing problems, difficulties, and obstacles; identification of the existing problems, limitations, weaknesses, obstacles, barriers, and bottlenecks; and proposal of tasks and solutions.

The contents that need to be focused on analyzing include evaluating the results of task performance associated with evaluating cadres, individualizing responsibilities; building databases; building digital citizens; reforming, cutting down, simplifying administrative procedures, decentralizing, and delegating powers; sharing good experiences, valuable lessons, and creative ways of doing things.

Leadership and direction must be proactive, timely, flexible and effective; ministers and heads of sectors must pay close attention, especially in building databases; promote the reduction of administrative procedures, reuse data to reduce the number of documents and papers, creating convenience for people and businesses.

The Ministry of Science and Technology was assigned to soon submit a project to support the development of digital technology enterprises to expand globally; a project to invest in capacity for public research and development organizations. Along with urging network operators to cover 5G nationwide, the Ministry removed obstacles related to the Starlink project so that it could be deployed in 2026, striving to reach 500,000 subscribers.

The Ministry of Construction and localities were assigned to develop smart urban projects in six centrally-run cities and smart border gate models to combat smuggling and trade fraud.

The Prime Minister assigned the Ministry of Education and Training to build lifelong learning records, integrated with the database for managing diplomas and certificates; digitize all diplomas and certificates in the first quarter of 2026. Electronic health records nationwide will be built and linked between hospitals.

The Prime Minister emphasized the need to enhance knowledge and skills training for people, and at the same time, unnecessary procedures that people still have to do "must be boldly and decisively cut".

How to apply science and technology to implement ESG for different types of businesses, including small and medium enterprises (SMEs), is also part of the content shared at the workshop "Implementing ESG with science and technology - From data to action" organized by Dan Tri newspaper at 1:30 p.m. on November 26, in Hanoi.
