On the afternoon of November 15, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review the planning project of the Red River landscape avenue axis and the Olympic Sports Urban Area, Hanoi Capital.
The Red River Scenic Avenue Axis is one of the five strategic axes specifically shown in the Capital Master Plan. The project will contribute significantly to Hanoi achieving four major goals: Resolving traffic congestion; minimizing environmental pollution; urban beautification; and resolving flooding in the inner city. When completed, the project will also connect all bridges over the Red River.
Aiming to complete the project by 2030, Hanoi city proposed special mechanisms related to tasks of planning, investment, land, site clearance and resettlement...
For the Olympic Sports Urban Area, Hanoi has approved the planning task of two sub-areas C and D with a total area of more than 8,200 hectares.
Of which, subdivision C has an area of nearly 4,500 hectares, belonging to the administrative boundaries of Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, and Thuong Tin communes. Subdivision D has an area of more than 3,700 hectares, belonging to the administrative boundaries of Thanh Oai, Tam Hung, and Dan Hoa communes.
Both subdivisions are being studied and planned to have functions such as land for sports; residential land; mixed use; public services; schools; trees; technical infrastructure; relic and religious land; security land; national defense land; agricultural production...
Concluding the meeting, Prime Minister Pham Minh Chinh said that the Government Standing Committee agreed with the policy. He emphasized that these are major projects that contribute to building a modern, international-class capital.
According to the head of the Government, any mechanisms and policies that are already in the Capital Law do not need to be re-stated in the Report; any mechanisms that are not yet in place must be proposed by Hanoi, stating the reasons.

Noting that Hanoi review its master plan and zoning, the Prime Minister directed the City to develop a project to effectively exploit the city's water surface, ground space, underground space, and outer space.
Considering other issues such as dykes, minerals, and environmental impact assessment to be issues that need to be completed, the Prime Minister directed Hanoi to make efforts to start these two projects on December 19 to create momentum, force, and spirit to enter a new era.
Next, Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee on submitting to the National Assembly a Resolution on a number of special policies and mechanisms, especially investment in the construction of the North-South high-speed railway.
