Phu Tho accelerates digitalization, creating a "push" from Resolution 57

Implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Phu Tho province is accelerating the process of building a digital government and digital economy, creating clear changes, rising to the leading group of the country in innovation, digital transformation and science and technology development.

Resolution 57 – A guideline for digital transformation

Implementing the spirit of Resolution 57, the Standing Committee of Phu Tho Provincial Party Committee has issued many programs and action plans to concretize the goal of the digital economy contributing 30% of GRDP by 2030, digital infrastructure developing synchronously, making Phu Tho one of the developed localities in the country.

From July 1, 2025, Phu Tho will operate a two-tier government model, creating a strong shift in organizational structure and operating methods. Resolution 57 is identified as the "compass" and comprehensive orientation for the innovation process.

According to the Resolution 57 Monitoring Information System (https://nq57.vn), by October 23, 2025, Phu Tho was among the local groups that completed 100% of the targets on time, leading the country in terms of task completion rate. The overall task completion rate of the provincial and commune-level blocks reached 97.9% (Party Block 98.7%; People's Council 99.5%; People's Committee 98.2%; Fatherland Front 98.3%).

In the People's Committee sector alone, all criteria groups are ranked high: Platform reached 99.4% (1st nationwide), Institution 97.7% (4th), Implementation organization 98.8% (4th), Data 98.9% (6th). These numbers demonstrate the province's innovative thinking and strong determination to act in bringing the resolution into life.

Phu Tho has now deployed a document management, administration and work record system at 100% of Departments, branches, People's Committees of communes and wards; fully connected with Ministries and branches through the National Document Interconnection Axis.

According to the People and Business Service Index on the National Public Service Portal, in September 2025, Phu Tho scored 80.12 points, ranking 5th out of 34 provinces and cities. The whole province has 92 communes, wards and 4 departments and branches ranked Excellent.

The technical infrastructure for online public services is considered to be among the leading in the country, maintaining the "Green" status from July 2025. To date, the province has provided 885 full-process online public service procedures (42%) and 1,183 partial online procedures (55%); the digitization rate of records reached 83.2%, and the reuse of digitized data reached more than 80%.

The implementation of Project 06 in Phu Tho is considered a bright spot. The whole province has issued 2.56 million electronic identification accounts, of which more than 2.43 million accounts have been activated. The land database with more than 781,000 land plots in 148 communes and wards has been digitized, operating continuously 24/7, effectively serving the lookup and management process.

Increase investment in science and technology

To create resources to implement tasks, Phu Tho province allocates 1.2 - 1.4% of the total local budget expenditure for science and technology; of which development investment capital accounts for 25 - 30%. This resource helps all levels and sectors proactively implement programs and projects in a synchronous and systematic manner.

According to Chairman of the Provincial People's Committee Tran Duy Dong, "Developing science, technology, innovation and digital transformation is a new, difficult but breakthrough task. All levels and sectors must consider this a key political task, a driving force to improve the effectiveness of state management, serving the people and businesses."

He requested heads of units to directly direct and be responsible for progress, coordinate with the Department of Science and Technology to select specific tasks, and prioritize projects that have direct impact on people.

In 2026, Phu Tho will focus on important projects such as upgrading the Data Center; enhancing equipment and digital infrastructure; improving the operational efficiency of the Public Administration Service Center and the Application and Innovation Center.
