Phu Tho accelerates digitalization, creating a "boost" from Resolution 57.

In implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, Phu Tho province is accelerating the process of building a digital government and digital economy, creating clear changes and rising to the leading group nationwide in innovation, digital transformation, and science and technology development.

Resolution 57 – A guiding principle for digital transformation

In line with the spirit of Resolution 57, the Standing Committee of the Phu Tho Provincial Party Committee has issued many programs and action plans to concretize the goal of having the digital economy contribute 30% to GRDP by 2030, with synchronously developed digital infrastructure, making Phu Tho one of the developed localities in the country.

From July 1st, 2025, Phu Tho will operate under a two-tiered government model, creating a strong shift in organizational structure and governance methods. Resolution 57 is identified as the "guiding principle," providing comprehensive direction for the reform process.

According to the Resolution 57 Monitoring Information System (https://nq57.vn), by October 23, 2025, Phu Tho will be among the localities that have completed 100% of their targets on time, leading the country in terms of task completion. The overall task completion rate for provincial and commune-level units reached 97.9% (Party Block 98.7%; People's Council 99.5%; People's Committee 98.2%; Fatherland Front 98.3%).

Specifically for the People's Committee sector, all criteria groups ranked highly: Foundation achieved 99.4% (1st nationwide), Institutions 97.7% (4th), Implementation 98.8% (4th), and Data 98.9% (6th). These figures demonstrate the province's innovative thinking and strong determination to act in putting the resolution into practice.

Phu Tho province has now implemented a document management, operational, and work file system in 100% of its departments, agencies, and commune/ward People's Committees; and it is fully interconnected with ministries and agencies through the National Document Interconnection System.

According to the National Public Service Portal's index for serving citizens and businesses, in September 2025, Phu Tho province achieved 80.12 points, ranking 5th out of 34 provinces and cities. The entire province has 92 communes and wards and 4 departments and agencies rated as Excellent.

The technical infrastructure serving online public services is assessed to be among the leading in the country, maintaining a "Green" status from July 2025. To date, the province provides 885 fully online public service procedures (42%) and 1,183 partially online procedures (55%); the rate of digitized documents has reached 83.2%, and the reuse of digitized data has reached over 80%.

Phu Tho province's implementation of Project 06 is considered a highlight. The entire province has issued 2.56 million electronic identification accounts, of which more than 2.43 million have been activated. The land database, containing over 781,000 land parcels across 148 communes and wards, has been digitized and operates continuously 24/7, effectively serving the search and management process.

Increase investment in science and technology.

To generate resources for implementing tasks, Phu Tho province allocates 1.2-1.4% of its total local budget to science and technology; of which development investment capital accounts for 25-30%. This resource helps all levels and sectors proactively implement programs and projects in a synchronized and systematic manner.

According to Chairman of the Provincial People's Committee Tran Duy Dong, "Developing science, technology, innovation, and digital transformation is a new, difficult, but groundbreaking task. All levels and sectors must consider this a key political task, a driving force to improve the efficiency of state management, serving the people and businesses."

He requested that the heads of the units directly supervise and take responsibility for the progress, coordinating with the Department of Science and Technology to select specific tasks, prioritizing projects that have a direct impact on the people.

In 2026, Phu Tho will focus on key projects such as upgrading the Data Center; strengthening digital equipment and infrastructure; and improving the operational efficiency of the Public Administrative Service Center and the Application and Innovation Center.
