The plan aims to raise awareness among leaders, officials, civil servants, public employees, the business community and people about the role of science and technology and digital transformation in socio-economic development. Training programs will contribute to popularizing digital knowledge and skills; promoting the application of technology in management, production, business and life. Along with that, the province also aims to promote potential and advantages in research and application of artificial intelligence (AI), towards building a core force in AI and forming a network to share knowledge and skills to use AI safely and effectively.
According to the 2025-2030 plan, Phu Tho aims to comprehensively improve the quality of human resources to serve the development of science and technology, innovation and digital transformation. Specifically, 100% of leaders, civil servants and public employees in state agencies; employees in enterprises, cooperatives and educational institutions will be trained in knowledge of science and technology, digital transformation and information security. The entire team of information technology and digital transformation specialists will be trained in depth and have their capacity periodically assessed.
The province also strives to have 80% of working-age people proficient in using online public services and essential digital services by 2030; at the same time, forming a core team of experts in science and technology, innovation and digital transformation in various sectors and fields. In addition, the province will build and operate an online training ecosystem to serve the training of digital transformation, science and technology and innovation.

To strive to complete the set goals in the period of 2025 - 2030, the People's Committee of Phu Tho province assigned the Department of Science and Technology to preside over and coordinate with departments, branches, sectors and localities to regularly and annually carry out the following tasks:
Firstly , training and guidance on implementing Resolution No. 57-NQ/TW and deploying the Mass Open Online Learning Platform MOOCs in Phu Tho province
Focus on raising awareness, responsibility and political determination of cadres, civil servants, public employees, business community and people in organizing the implementation of Resolution No. 57-NQ/TW. Analyze the role of human resource development in science, technology, innovation and digital transformation for the sustainable development of the province and the country. Guide the development of programs and action plans at the provincial, departmental, local and unit levels; integrate with strategies, planning and socio-economic development plans. Share experiences and good models from localities and central agencies in the process of implementing the Resolution. Deploy the Mass Open Online Learning Platform MOOCs in Phu Tho province so that departments, branches and sectors can proactively organize training and coaching on specialized contents.
Second, training and coaching on digital transformation, digital technology, and digital skills in state management
Training on digital transformation and digital technology for leaders, managers, and staff working in digital transformation advisory in state agencies from provincial to communal levels. Training on digital transformation and digital skills for officials, civil servants, public employees, and workers working in agencies from provincial to communal levels. Raising awareness, professional capacity, equipping skills to build strategies, roadmaps, and implement digital transformation plans.
Training in management and operation skills in the digital environment, safe use of information systems, data security, digital signatures and electronic administrative communication. Training in exploiting platforms and systems serving state management, applying digital technology, Big Data, AI, IoT, Blockchain and new technologies in analysis, forecasting and decision making. Thereby, contributing to improving the efficiency of management and operation and promoting the digital transformation process in state administrative agencies.
Third, foster knowledge and skills in using artificial intelligence (AI) for officials, civil servants, public employees and workers.
Equip basic knowledge of AI, platform technologies and development trends. Orientation of research, development and application of AI in state agencies and sectors (education, healthcare, agriculture, trade, tourism, etc.). Skills in exploiting and applying AI in work: using AI tools to analyze big data, support decision-making, policy-making, forecasting and monitoring. Applying AI in word processing, document digitization, file classification; applying virtual assistants, chatbots in providing online public services and supporting people. Practicing skills in using generative AI tools in document editing, reporting, lecture design, communication and administrative activities. Fostering knowledge of AI ethics, data security, information security and legal compliance when applying AI in state agencies.
Fourth, training and guidance on science management and technology application
Training knowledge for the team of science and technology managers, organizations and individuals performing science and technology tasks at the provincial and grassroots levels to grasp the content in the process of science and technology tasks from the time of proposal, order, implementation to the end of the task, the process of determining assets and valuing assets according to current new documents to ensure legality. Training necessary knowledge and skills on implementing science and technology activities, innovation and digital transformation for science and technology organizations, science and technology enterprises, organizations, individuals and enterprises in the province. Introducing high-tech applications in industrial and agricultural production: automation in production management, biotechnology, new materials; technology transfer process; technical standards and digital quality management. Learning from experience in implementing smart factories, high-tech agricultural zones, etc.
Fifth, training and guidance on initiatives, innovation, creative startups, and intellectual property
Training on knowledge and skills in idea generation, writing and implementing initiatives; innovation activities, creative startups; registration for protection, management and development of intellectual property; application activities and ensuring radiation and nuclear safety for organizations, individuals and businesses. Fostering knowledge on innovation management: developing a culture of innovation, internal startups, mobilizing resources for research and development activities; new business models; methods of implementing creative ideas; policies to support innovation, intellectual property and commercialization of research results.
Sixth, training in network information security, training in skills on information security in the network environment, safety in electronic transactions
Training from basic to advanced on network information security for IT specialists, network information security at departments, branches, sectors and localities. Training skills, building documents on information security in the network environment, safety in electronic transactions for officials, civil servants, people and businesses. Raising awareness of digital transformation associated with ensuring information security; training skills to identify and handle risks of cyber attacks, security risks for officials, civil servants, businesses and people; building a safe digital environment for the whole province.
Seventh, training and development of science and technology, innovation and digital transformation by industry/field
For the education sector: Building a digital education ecosystem, digital skills for education; promoting STEM education, integrating technology into teaching (electronic lectures, online learning, open learning materials); smart school management, teaching and learning management system on digital platforms. Applying AI in education, popularizing AI knowledge for teachers and students. Ensuring information security in schools (digital security for students and parents).
For the healthcare sector: Application of electronic medical records, digital health records; deployment of smart hospital models, telemedicine; medical data management; application of AI in diagnosis, treatment support; data security and medical network security.
For the commercial sector: Provide knowledge on e-commerce transaction processes, digital marketing, digital supply chain management, electronic payments; guide businesses in applying online sales platforms, e-commerce floors; ensure data security and transaction security. Help businesses, cooperatives, and business households effectively apply digital technology in business, expand markets, improve competitiveness and contribute to the development of the province's digital economy.
For the tourism sector: Introduce the role of digital transformation in developing smart tourism; apply digital technology (VR/AR, digital maps, virtual tour guides) in promoting, promoting and managing tourism; build a smart tourism operating system; use AI to analyze tourist behavior, personalize experiences; develop digital tourism products and ensure information security in transactions and payments.
For other sectors and fields: Training and coaching on science and technology development, innovation and digital transformation according to the characteristics of each sector and field such as: agriculture, natural resources and environment, construction, transportation, finance - banking, public administration... Focus on applying digital technology, Big Data, AI, IoT, Blockchain and new technologies to improve the efficiency of management, operation, production - business and provision of public services.
Eighth, popularizing digital skills for people and the "Popular Digital Literacy" movement
The Provincial People's Committee assigned the Commune People's Committee to coordinate with the Department of Science and Technology, departments, branches and sectors to organize the dissemination of digital skills for people, personalized training and development of digital skills for people through propaganda and guidance on the use of digital services of the government and services in the fields of health, education, commerce, etc. Disseminate basic knowledge about the Internet, digital devices (computers, smartphones); skills in online public service transactions, electronic payments; understanding of personal information security on the Internet; use of digital applications to serve people's lives (health, education, digital banking, etc.). Organize "Digital Literacy" classes to support the elderly, people in rural areas, and poor households who do not have access to information technology./.
