Issuing the List of Key Digital Technology Products and Services

On November 14, 2025, the Minister of Science and Technology signed and issued Circular No. 31/2025/TT-BKHCN stipulating the List of Key Digital Technology Products and Services. The Circular applies to agencies, organizations, businesses, and individuals participating in or related to the production of key digital technology products and the provision of key digital technology services.

According to the list attached to the Circular, the 10 key groups of digital technology products and services include:

1. Artificial intelligence, digital twins, virtual reality/augmented reality: Vietnamese big language models; Virtual assistants; Specialized artificial intelligence; Analytical artificial intelligence; Digital twins; Metaverse; Smart devices processing AI at the edge; Smart cameras, AI cameras and software for analyzing, processing and managing data obtained from cameras; Software and digital platforms for developing products using artificial intelligence (AI) and big data analytics.

2. Cloud computing, quantum computing, big data: Cloud computing system equipment and software; Cloud computing services; Quantum computing services, quantum communication; Large-scale data centers.

3. Blockchain (A software product using blockchain technology; a traceability system; a blockchain network infrastructure.)

4. Next-generation mobile networks (5G/6G): 5G/6G and later generations radio access network equipment and solutions; 5G/6G and later generations core network equipment and solutions; High-speed IP transmission equipment and solutions; 5G/6G and later generations smartphones; Optical fibers, fiber optic cables, and transmission and connection equipment for optical communication.

5. Robotics and Automation: Autonomous mobile robots; Industrial robots; Software and digital platforms for the development, control, and operation of robots.

6. Semiconductor chips: Specialized chips, AI chips, IoT chips.

7. Aerospace: Low-orbit remote sensing and telecommunications satellites; Satellite ground stations and control; Unmanned aerial vehicles (UAVs); Software and digital platforms for the development, control, and operation of satellites and UAVs.

8. Network security: Electronic identification and authentication devices and software platforms; Network security products: end-user security products; network layer security products; application layer security products; data protection products; Firewall solutions, intrusion detection and prevention; Security solutions for critical infrastructure and national databases.

9. National digital platforms, shared digital platforms: Digital platforms included in the List and implementation plan of national digital platforms and shared digital platforms for sectors, fields, and regions issued under Decision No. 2618/QD-BKHCN dated September 11, 2025, of the Minister of Science and Technology and subsequent supplementary and amending decisions to this Decision.

10. IoT: IoT devices, software, and platforms.

A drone researched and manufactured in Vietnam was showcased at the Vietnam International Digital Week 2025.

The Circular stipulates that investment projects for research and development and production of key information technology products, as prescribed in Circular No. 19/2021/TT-BTTTT, will continue to enjoy preferential policies and priority investment in research and development and production until the end of the project term. When Circular No. 31/2025/TT-BKHCN comes into effect, Circular No. 19/2021/TT-BTTTT will cease to be effective, except as stipulated in Article 3 of this Circular.

Agencies, organizations, businesses, and individuals specified in this Circular are solely responsible for the accuracy and truthfulness of the information on digital technology products and services used to identify them as key digital technology products and services as stipulated in this Circular.

Circular No. 31/2025/TT-BKHCN takes effect from January 1, 2026.
