Issuing the List of key digital technology products and services

Ban hành Danh mục sản phẩm, dịch vụ công nghệ số trọng điểm - Ảnh 1. — Demonstrating Make in Vietnam technology at Vietnam International Digital Week 2025.

According to the List attached to the Circular, 10 key groups of digital technology products and services include:

1. Artificial intelligence, digital twins, virtual reality/augmented reality: Vietnamese language model; Virtual assistant; Specialized artificial intelligence; Analytical artificial intelligence; Digital Twin; Metaverse; Smart devices processing AI at the edge; Smart cameras, AI cameras and software for analyzing, processing and managing data collected from cameras; Software, digital platforms for developing products applying artificial intelligence (AI) and analyzing big data (Big Data).

2. Cloud computing, quantum, big data: Cloud computing system equipment and software; Cloud computing services; Quantum computing services, quantum communication; Large-scale data centers.

3. Blockchain: Software products applying blockchain technology; Traceability system; Blockchain network infrastructure.

4. Next-generation mobile networks (5G/6G): 5G/6G and later-generation radio access network equipment and solutions; 5G/6G and later-generation core network equipment and solutions; High-speed IP transmission equipment and solutions; 5G/6G and later-generation smart mobile phones; Optical fibers, optical cables and transmission and connection equipment in optical information.

5. Robots and automation: Autonomous mobile robots; Industrial robots; Software, digital platforms for robot development, control and operation.

6. Semiconductor chips: Specialized chips, AI chips, IoT chips.

7. Aviation and space: Low-altitude remote sensing and telecommunication satellites; Ground stations and satellite control; Unmanned aerial vehicles; Software and digital platforms for the development, control and operation of satellites and unmanned aerial vehicles.

8. Network safety and security: Electronic identification and authentication platform equipment and software; Network information security products: security products for terminal devices; network layer security products; application layer security products; data protection products; Firewall solutions, intrusion detection and prevention; Security solutions for critical infrastructure and national databases.

9. National digital platforms, shared digital platforms: Digital platforms in the List and implementation plan of national digital platforms, shared digital platforms of industries, fields, and regions issued under Decision No. 2618/QD-BKHCN dated September 11, 2025 of the Minister of Science and Technology and decisions supplementing and amending this Decision.

10. IoT: IoT devices, software, platforms.

The Circular stipulates that investment projects in research - development and production of key information technology products as prescribed in Circular No. 19/2021/TT-BTTTT continue to enjoy preferential policies and priority for investment in research - development and production until the end of the project's term. When Circular No. 31/2025/TT-BKHCN takes effect, Circular No. 19/2021/TT-BTTTT will expire, except for the case specified in Article 3 hereof.

Agencies, organizations, enterprises and individuals specified in this Circular are solely responsible for the accuracy and truthfulness of information on digital technology products and services identified as key digital technology products and services specified in this Circular.

Circular No. 31/2025/TT-BKHCN takes effect from January 1, 2026.
