
Visiting Thai Binh commune in early November 2025, we were impressed by the well-built houses and the vast forests covering the hills. This is clear evidence of the changes in the lives of the local people. According to information from the leaders of the Thai Binh Commune People's Committee, the commune currently has 27 villages, 2,070 households with 8,129 inhabitants. In recent years, to support people in developing the economy and achieving sustainable poverty reduction, the commune's Party committee and government have focused on exploiting the potential and strengths of developing the hill and forest economy.
Mr. Dang Dinh Duc, Chairman of the People's Committee of Thai Binh commune, said: Identifying sustainable poverty reduction as a key task, the People's Committee of the commune has issued many guiding documents and organized their implementation. Accordingly, leveraging the potential and advantages of developing the hill and forest economy, the People's Committee of the commune has focused on disseminating information, mobilizing support, and assisting people in developing forestry such as planting pine and acacia trees; while maintaining and developing the area of tea and medicinal plants; and effectively developing livestock farming and service business models.
According to the 2025 poverty review results, Thai Binh commune still has 40 poor households, accounting for 1.9%, a decrease of 11.25% compared to 2020. This is one of the communes with a low poverty rate in the province. |
To equip local people with the knowledge to apply to practical production, the People's Committee of the commune annually collaborates with relevant agencies and units to organize training courses on transferring scientific and technical knowledge and vocational training in livestock farming and crop cultivation. In addition, the commune's Party Committee and government have directed associations and organizations to receive entrusted loan capital from the Dinh Lap Branch of the Social Policy Bank to help people access capital for production investment. To date, the total outstanding loan balance for these programs in the commune is 107.3 billion VND, with 1,127 loan applications. Poor and near-poor households in the commune use the capital to invest in planting and caring for forests and developing effective production models.
Mr. Hoang Quoc Viet, from Thong Nhat A village, is one of the exemplary households that borrowed preferential loans from the bank to escape poverty. Mr. Viet shared: "Previously, my family was classified as a poor household with difficult economic conditions. In 2017, I was given the opportunity to borrow 100 million VND from the Dinh Lap branch of the Vietnam Bank for Social Policies to invest in planting and caring for forests and fruit trees. Thanks to this loan, my family planted 2 hectares of acacia trees and over 300 pomelo and Vinh orange trees, and also had capital to hire people to care for 8 hectares of pine forest that had been planted previously. In 2024, harvesting acacia trees and fruit trees helped my family earn nearly 400 million VND. In addition, since the beginning of this year, the pine trees in my family's plantation have started yielding resin. Currently, my family has escaped poverty."
Besides providing preferential loan conditions, the Party Committee and the local government of Thai Binh commune also leverage resources from national target programs to support people in developing production. Specifically, under the National Target Program for socio-economic development in ethnic minority and mountainous areas, 184 poor households in the commune received support totaling 6 billion VND; and 39 poor households received support totaling 1.7 billion VND from the National Target Program for sustainable poverty reduction. Accordingly, these households received support in the form of machinery and agricultural tools; seedlings and fertilizers for reforestation; and breeding cattle and goats. Currently, the livestock and crop farming models of the people are developing well.
Thanks to the attention and support of the Party Committee and the government, along with the proactive efforts of the people, currently 80% of households in the commune are developing forest-based economic activities, covering nearly 16,000 hectares. In addition, people are also developing tea plantations (216 hectares); medicinal plants under the forest canopy such as golden flower tea and ginseng (16.5 hectares); and livestock and poultry farming… The effective exploitation of the commune's strengths in economic development has significantly contributed to reducing the poverty rate over the years. According to the 2025 poverty household survey results, the entire commune has only 40 poor households, accounting for 1.9%, a decrease of 11.25% compared to 2020.
Thanks to the tireless efforts of the Party committee, the government, and the unity of the people, Thai Binh commune has been steadily progressing on its path to development. From a commune facing many difficulties, Thai Binh today has made significant strides, with improved living standards, a stable economy, and a vibrant rural landscape. These achievements serve as an important foundation for the commune to continue striving towards comprehensive and sustainable development in the future.
