The conference was attended by Comrade Nguyen Thanh Tam, Member of the Central Committee of the Party, Deputy Head of the Central Organization Department; Comrade Ngo Chi Cuong, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap province; and Comrade Nguyen Ho Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ca Mau province.
At the ceremony, the Central Organizing Committee announced the Secretariat's decisions regarding Comrade Pham Thanh Ngai's resignation from the Executive Committee and Standing Committee, and his relinquishment of the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term; and his transfer and appointment as Deputy Secretary of the Dong Thap Provincial Party Committee for the 2025-2030 term.
Speaking at the conference, Comrade Nguyen Thanh Tam emphasized that Comrade Pham Thanh Ngai is a well-trained cadre with a Bachelor of Law degree, a Master of Economic Law degree, and advanced political theory qualifications; he has risen through the ranks from the grassroots level and has held many positions in various units: Cadre of the District Party Committee Office; Chief of Office, Vice Chairman of the People's Committee of Tran Van Thoi District; Deputy Chief of Office, Chief of Office of the Provincial Party Committee; Provincial Party Committee member, Secretary of the Nam Can District Party Committee; Member of the Standing Committee of the Provincial Party Committee, Secretary of the Ca Mau City Party Committee; Standing Deputy Secretary of the Provincial Party Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau Province.
After the merger of Ca Mau and Bac Lieu provinces into Ca Mau province, he held the position of Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ca Mau province.
Comrade Pham Thanh Ngai is a capable and experienced cadre in Party building and State management; he is responsible, closely involved with the grassroots, decisive in his work, and capable of uniting and fostering solidarity within the leadership team. In all his positions, he has always successfully completed his assigned tasks, making significant contributions to the overall achievements and results of the locality, agency, and unit.
Comrade Nguyen Thanh Tam requested that the Executive Committee, the Standing Committee, and leaders at all levels and in all sectors throughout Dong Thap province continue to promote the spirit of solidarity, unity, sharing, and support for Comrade Pham Thanh Ngai in his new position, and together with the leadership team, successfully implement and complete the assigned political tasks.
In his acceptance speech, Comrade Pham Thanh Ngai, Deputy Secretary of the Dong Thap Provincial Party Committee, shared: “I deeply understand that the assigned task is both an honor and a source of pride, as well as a great responsibility in a completely new area, especially after the merger. Dong Thap province has a large development space and many potential strengths to build an ecological agriculture and a modern rural area.”
Therefore, I will do my utmost, together with the leadership team, to guide and manage according to the motto: Comprehensive - Focused - Connected - Breakthrough for sustainable development; striving to build Dong Thap province by 2030 into a rapidly developing industrial province, a pioneer in building ecological agriculture, modern rural areas, and smart farmers, belonging to the group of leading developed localities in the Mekong Delta region, as set forth in the Resolution of the First Congress of the Dong Thap Provincial Party Committee, term 2025-2030.”
Later that same day, the Dong Thap Provincial People's Council, 10th term, 2021-2026, held its 5th session to carry out the procedure for dismissing and electing additional officials to positions elected by the Provincial People's Council.
Accordingly, the Dong Thap Provincial People's Council voted to approve the dismissal of Mr. Tran Tri Quang from the position of Chairman of the Dong Thap Provincial People's Committee for the 2021-2026 term (he has been transferred and appointed to the position of Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term).
At the same time, the Dong Thap Provincial People's Council, 10th term, 2021-2026, proceeded to elect Mr. Pham Thanh Ngai as Chairman of the Dong Thap Provincial People's Committee for the 2021-2026 term.
Result: 95 out of 110 delegates present agreed that Comrade Pham Thanh Ngai should hold the position of Chairman of the People's Committee of Dong Thap province for the term 2021-2026.
