Minister of Home Affairs Pham Thi Thanh Tra commented that during the past term, the revolution of arranging, organizing the apparatus and rearranging administrative units at all levels, and building a 2-level local government model was a particularly important milestone.

Under the leadership of the Central Committee, the Politburo and the direction of General Secretary To Lam, the Government Party Committee has directed synchronously, resolutely, thoroughly, synchronously and comprehensively the restructuring of the apparatus in the State administrative system, including the restructuring of ministries, ministerial-level agencies, government agencies and administrative units at all levels.
The Minister of Home Affairs emphasized that this is not simply a matter of streamlining, but is actually the biggest revolution in the history of organizational apparatus. That revolution not only reorganizes the institutions and space for socio -economic development, promotes national and local governance, but also creates a new development model with strategic and long-term vision, so that the country can take off and enter a new era.
“We have been very successful in the organizational revolution. The political system and the two-level local government model operating over the past three months have shown smoothness, without interruption, ensuring connectivity and unity,” the Minister shared, adding that there are also unavoidable difficulties.
Because the country's administrative system has existed for 80 years, now that it is undergoing a comprehensive restructuring, there will certainly be difficulties and problems. Therefore, Minister Pham Thi Thanh Tra affirmed that focusing on improving the quality and efficiency of the apparatus after the restructuring is considered by the Party and Government as a key task in the coming period.
Streamlining and restructuring, improving the quality of staff
To streamline the apparatus, operate effectively, efficiently, and effectively, and be able to create development and serve the people better, the Minister of Home Affairs mentioned 6 basic tasks and solutions.
The first and most important task, according to the Minister, is to perfect the system of policies and institutions in all fields to unleash resources. Along with that is to continue perfecting the organization and staffing.
The Minister of Home Affairs said that recently the National Assembly passed the Law on Government Organization, the Law on Local Government Organization, the Law on Cadres and Civil Servants, and will soon pass the revised Law on Public Employees.
"Completing related draft laws will create the best legal environment and corridor for smooth operation of two-level local government," Minister Tra stated.

The second task and solution is related to the “decisive factor” which is people, the staff, civil servants and public employees in the apparatus. “We must focus on streamlining, but at the same time, we must have specific measures to restructure according to job positions, improve the quality of the staff to meet the requirements of the State administration and the two-level local government”, according to the Minister.
Leaders of the Ministry of Home Affairs said that units are resolutely completing and classifying administrative units and urban areas to serve as a basis for determining job positions and the number of employees in the apparatus.
The recent results, according to Minister Tra, are only temporary. In the future, we must work on the foundation to ensure both quantity and quality, and restructure the staff to ensure the operation of the apparatus, ensuring effective national and local governance.
The third task is to focus on decentralization, delegation of authority, and assignment of authority. According to the Minister of Home Affairs, the Government has issued 30 decrees, and ministries and branches have 66 circulars to serve the decentralization and assignment of authority. The number of tasks that need to be decentralized, delegated, and assigned authority to the commune level after review is about 900 tasks, according to Minister Pham Thi Thanh Tra.

The fourth task is to strongly reform administrative procedures, reduce and simplify administrative procedures to better serve people and businesses, because the country's goal is to create development and serve the people.

The sixth task, the Minister said, is to focus on infrastructure investment because when rearranging provincial administrative units and building a two-level local government, priority must be given to the socio-economic infrastructure system, including transport infrastructure, digital infrastructure, cultural and social infrastructure, etc.
Along with that, the leader of the Ministry of Home Affairs emphasized that there must be a roadmap to complete headquarters and facilities serving public services so that the team of cadres, civil servants and public employees can perform their tasks more effectively.
