On September 10, information from the State Treasury said that the Director of the State Treasury issued urgent dispatch No. 12/CD-KBNN requesting regions to urgently coordinate with commune-level units, ensuring that 100% of units complete opening accounts and paying salaries before September 15.
The directive aims to address difficulties and obstacles in the process of reorganizing the administrative apparatus and operating the two-tiered local government model.
According to statistics as of September 9 on salary payment, out of a total of 55,965 commune-level units expected to transact with the State Treasury, there are still 475 units (accounting for 0.85%) that have not opened accounts at the State Treasury and up to 1,225 units (accounting for 2.33%) have not yet made salary payments, directly affecting the lives of thousands of cadres, civil servants and public employees.
To completely resolve the above situation and ensure the committed deadline, the Director of the State Treasury requires the Directors of the State Treasury in the regions to strictly implement the instructions on speeding up the progress of opening accounts and paying salaries. The functional departments and transaction offices under the State Treasury need to proactively coordinate closely with commune-level units to support, guide and pay salaries in a timely manner. The goal is to ensure that 100% of units complete opening accounts and paying salaries at the State Treasury before September 15, 2025.
Regarding the handling of special cases, the dispatch clearly states that for units that have not yet been allocated budget estimates or have not appointed account holders or chief accountants, the regional State Treasury must coordinate with the local Department of Finance. Both sides will jointly report to the provincial People's Committee for guidance on resolving the issue definitively, ensuring that no cases are delayed due to administrative procedures or personnel shortages.
The directive also requests that the State Treasury branches in each region report fully and promptly on the registration and use of accounts and salary payments by commune-level units according to the guidelines (in Official Letter No. 9156/KBNN-CSPC dated August 5, 2025). This reporting aims to compile, evaluate, and report to the Ministry of Finance , ensuring transparency and efficiency in public financial management.
