On October 13, the 1st Government Party Congress, term 2025 - 2030, officially opened with the participation and direction of General Secretary To Lam .

Unprecedented tenure

Prime Minister Pham Minh Chinh's speech at the opening session of the congress called this a term with many issues "unprecedented and beyond forecast".

The political report of the Government Party Committee presented by Permanent Deputy Prime Minister Nguyen Hoa Binh proved this when it pointed out that the 2020-2025 term had achieved quite comprehensively with 24/26 targets, especially completing all social targets.

In the difficult context, the Government has strongly innovated its thinking, promoted decentralization, focused on removing bottlenecks, and freed up resources. Many policies have been built and amended to perfect the institution with a large number of draft laws and resolutions issued, the largest ever.

Investing in a synchronous infrastructure system opens up new development space. By the end of 2025, 3,200km of expressways and 1,700km of coastal roads will be basically completed, Long Thanh International Airport will be basically completed, and many backlogged and weak projects will be removed...

Along with economic development, Deputy Prime Minister Nguyen Hoa Binh said that cultural and human development, social progress and equity, and social security have made remarkable progress; people's lives continue to improve. National defense and security have been consolidated and enhanced; social order and safety have been ensured.

However, the Government's report also acknowledged the challenges and limitations such as the pressure on macroeconomic management is still high in the context of increasing risks, low labor productivity; the quality of human resources does not meet requirements; and the growth quality in some areas is not high.

The lives of a segment of the population are still difficult; cybercrime in some areas is still complicated; air pollution, traffic congestion, and flooding in big cities have not been effectively addressed...

The Resolution of the Government Party Congress for the 2025 - 2030 term demonstrates the aspiration, will and determination to "Build a clean and strong Government Party; unite, be exemplary in leading science and technology, innovation, digital transformation; accelerate breakthroughs, develop the country quickly and sustainably in the era of rising to wealth, prosperity, civilization and happiness".

Focus on improving the leadership capacity and fighting strength of Party committees, Party organizations and Party members; consolidating and building solidarity. Resolutely pursuing the goal of stabilizing the macro economy, controlling inflation, ensuring major balances; promoting average GDP growth of 10% or more per year.

Continue to improve institutions and laws; develop a synchronous and modern infrastructure system and high-quality human resources. Strongly promote industrialization and modernization, restructure the economy, establish a new growth model, develop breakthroughs in science and technology, innovation and digital transformation.

Mobilizing all resources to break through

In that context, the Government sets the goal of maintaining a peaceful and stable environment; rapid and sustainable economic development; striving to become a developing country with modern industry, high average income, with a GDP size among the top 30 economies in the world and third in ASEAN by 2030.

Recognizing that the coming period will have more challenges than opportunities and advantages, Prime Minister Pham Minh Chinh said that reality requires building a clean, strong, united, exemplary Government Party organization that takes the lead in science and technology, innovation, and digital transformation; and mobilizing all resources to accelerate breakthroughs.

Talking about solutions to unlock resources, Minister of Finance Nguyen Van Thang emphasized that he will continue to perfect the legal system, minimize administrative procedures associated with promoting digital transformation, creating a favorable and open investment and business environment.

Promote the private economy to strive to have 2 million businesses operating in the economy by 2030, 50 state-owned enterprises in the group of 500 enterprises with the largest revenue in ASEAN and 1 to 3 enterprises in the group of 500 in the world. The level of technological capacity for innovation and digital transformation is among the top 3 countries in ASEAN and the top 5 in Asia.

Putting science and technology as the foundation

Agreeing with the idea of ​​making science and technology the foundation for rapid and sustainable growth, Minister of Science and Technology Nguyen Manh Hung said that over the past 5 years of his term, a number of great achievements have been made in science and technology, innovation and digital transformation, with significant changes in international rankings, laying the foundation in institutions and infrastructure so that in the next 5 years it will be transformed into economic growth.

Therefore, with Vietnam's science and technology foundation going hand in hand with innovation and in the context of digital transformation, Resolution 57 of the Politburo on science and technology will be a declaration on the transition to a new development phase, Mr. Hung proposed that the State needs to have a very strong policy to support output for strategic products, through government procurement and 10-20% of the science and technology fund. There is a mechanism for State support vouchers granted to technology innovation enterprises as well as a mechanism for assigning and ordering enterprises to make shared digital platforms.

According to Minister of Education and Training Nguyen Kim Son, the technological powers have all issued new strategies on the development of education, science, technology and human resources. Therefore, our country is facing the requirement of rapid and sustainable development, realizing two 100-year goals, it is necessary to have a new generation of Vietnamese people, global citizens with enough courage, intelligence and health to create the future.

Which sectors will be prioritized for development?

Priority is given to industries and fields with competitive advantages, high-quality financial service centers such as financial centers, logistics transportation centers, and free trade zones.

The agricultural sector structure prioritizes green agriculture and circular agriculture.

Developing smart, synchronous infrastructure, promoting advantages of transportation methods, minimizing logistics costs, completing many large construction projects such as high-speed railways, metro lines, seaports, and completing synchronous energy and nuclear power infrastructure.

Right from the beginning of the term, the National Assembly and the Government coordinated to build a legislative program with many programs and contents. First of all, it was to quickly handle urgent issues, such as when the COVID-19 epidemic broke out, the National Assembly accompanied the Government to remove institutional "bottlenecks", issued many special powers to respond to the epidemic, passed the 360,000 billion VND support package and laws.

Next is the innovation of the legislative process when the National Assembly and Government agencies coordinate right from the stage of proposing and drafting the draft law. The implementation process ensures transparency and responsibility, actively soliciting opinions from the people and experts, helping the legal system to be closer to reality and promptly overcome shortcomings.

Never in history have social security policies been implemented on such a large, comprehensive and timely scale as in the 2020 - 2025 period.

In the midst of the COVID-19 pandemic, when the economy was almost "frozen" and tens of millions of people lost their jobs, the Government immediately issued unprecedented support packages worth hundreds of thousands of billions of VND to more than 56 million people and millions of affected businesses.

In each support package, each preferential loan, each tax exemption, reduction, deferral policy or housing rental support for workers is the sincere sharing of a Government that understands and acts for the people.

This has helped Vietnam recover quickly after the pandemic, with the employment rate increasing again to more than 52 million workers by 2024 - an impressive number in the region.

Not stopping at “emergency relief”, the Government also laid the foundation for a more sustainable social security system through three National Target Programs - sustainable poverty reduction, new rural construction, and development of ethnic minority and mountainous areas.

These programs not only have social significance but also demonstrate a comprehensive development vision, combining economy and culture, infrastructure and people. People in disadvantaged areas are not only “given fishing rods”, but also “learned how to fish” - through production models, cooperatives, community tourism, vocational training and livelihood transformation associated with green economy and digital economy.

One of the key highlights of this term is the shift in policy thinking from “subsidies” to “guaranteeing opportunities”. The government not only cares for those in need, but also creates conditions for all people to rise up on their own.

It is clear that in the past term, although the difficult context outweighed the favorable ones - from the COVID-19 pandemic, global political fluctuations, energy crisis, storms and floods, natural disasters... it is clear that the Government Party Committee has led and directed very resolutely, completing the socio-economic development goals and tasks for the 2021 - 2025 period.

In the new term, the Party Committee of the Government has proposed many important solutions, especially to achieve the double-digit growth target. Therefore, it is necessary to be determined and resolute in implementation. In particular, the State Bank must closely monitor to best manage the USD/VND exchange rate to maintain macro balance, thereby attracting more foreign investors, more stable import and export and positively impacting the growth rate of the economy. Moreover, the Government needs to have more fiscal policies to continue supporting domestic enterprises to make breakthroughs.

In addition, with the desire for double-digit economic growth in the next term, it is necessary to contract growth to localities. This requires each locality to have a breakthrough in thinking, change the way of thinking, change the way of doing, create resources and mobilize all local capabilities and potentials for socio-economic development.
