In November 2025, the Ministry of Education and Training will present a plan for 'one set of textbooks'.

Sharing at the meeting on the afternoon of October 22 when giving opinions on three draft laws in the field of education and training, some National Assembly Deputies were concerned about the progress of implementing 'a set of textbooks' for common use from the 2026-2027 school year.

On the afternoon of October 22, continuing the program of the 10th Session of the 15th National Assembly, National Assembly Deputies discussed in groups about 3 draft laws in the field of education and training: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).

Here, Professor Nguyen Anh Tri, National Assembly Delegation of Hanoi City said: The regulation of a common set of textbooks for the 2026-2027 school year demonstrates consistency in the spirit of Resolution 71 on breakthrough development of education and training. Delegates are concerned about which set of textbooks the Ministry of Education and Training (MOET) will use. Is the requirement to have it immediately for the 2026-2027 school year too urgent, and will the MOET be able to implement it in time?

Raising this issue, Professor Nguyen Anh Tri stated: “Why are these things not always stipulated by the Drafting Committee of the Education Law project? It is known that the Law amending and supplementing a number of articles of the Education Law is expected to be passed at the end of this Session. If so, this will be the basis for the Ministry to implement. This also helps voters and people understand the achievements of the education sector as well as the difficulties.

Agreeing with this view, Delegate Nguyen Tuan Thinh, National Assembly Delegation of Hanoi City expressed concern about the time to implement a common set of textbooks, "because it is too urgent". This is a challenge for the education sector. Article 32 of the draft revised Law on Education stipulates that the State ensures the provision of textbooks for students. Accordingly, we can carry out this task by providing textbooks to schools and schools will lend them to students to use during the school year.

Responding to this issue, Minister of Education and Training Nguyen Kim Son emphasized that the Ministry of Education and Training is developing a project, including a plan, and will seek the General Secretary's opinion, submit it to the Prime Minister for approval, and try to have a plan as soon as possible by November.

It is known that 3 Law projects in the field of Education and Training received much attention from delegates as well as voters. These are: supplementing vocational training equivalent to high school; vocational training in connection with university; specific occupations, fields of arts, physical education and sports...; Proposal to study the model of vocational high schools integrating general education programs; Diplomas and certificates in the national system on the basis of inheriting current regulations; Principles and mechanisms for securing data of electronic diplomas and digital diplomas in education; Investment budget in education; Ensuring the assessment of the quality of university education...
