
On the morning of October 22, National Assembly deputies (NADs) listened to presentations and examination reports on three drafts: Law on amending and supplementing a number of articles of the Law on Education , Law on Higher Education (amended), Law on Vocational Education (amended). In the afternoon of the same day, NADs discussed this content in groups.
Speaking at the group discussion session, Deputy Nguyen Tri Thuc (HCMC), Deputy Minister of Health, was concerned about the issue of medical training. According to him, patients are the most important “book” for medical students, so the training process has its own characteristics. Meanwhile, the draft Law on Higher Education (amended) has almost no specific regulations for this industry.
Deputy Nguyen Tri Thuc said that the medical industry has specific characteristics that have not been considered or regulated in this draft law. “The force of primary and secondary specialists and resident doctors accounts for two-thirds of the post-graduate workforce in the medical industry. They are the elite main force that makes great contributions to the industry, but their degrees have not been recognized in the national education diploma system,” said Deputy Nguyen Tri Thuc.
The regulation in the draft on the Minister of Education and Training approving training programs for health sectors was also considered unreasonable by Deputy Nguyen Tri Thuc. “Doctors who want to be good at their profession must practice regularly, considering patients as the biggest book of their life. If they spend all day reading books without clinical knowledge, it will be very difficult. Every medical university must have a hospital for practice, and even have to cooperate with a number of hospitals. The standard medical training program is also regulated by the Minister of Education and Training. I do not know how to approve it,” the Deputy frankly stated his opinion.

At the Ho Chi Minh City delegation, delegates Pham Khanh Phong Lan and Phan Van Mai expressed their agreement with delegate Nguyen Tri Thuc. Delegate Pham Khanh Phong Lan added that there is currently a boom in medical schools, but due to the specific nature of this field, it is necessary to clarify the conditions for opening schools, not only in terms of permanent teaching staff, but also in terms of facilities and practice.
Delegate Phan Van Mai also commented: "The training of 3 "teachers" (teachers, doctors, lawyers or colloquially known as "argumentative" teachers) should not be managed in the same administrative manner. It is recommended that the law drafting committee pay attention to the specific characteristics of each sector." The delegate also suggested adding more mechanisms that are "open enough, strong enough, and easy to implement" to implement the policy of socializing education and training more effectively in the direction of delegating more power with accountability.

The issue of textbooks is also of concern to many delegates. Delegate Nguyen Anh Tri ( Hanoi ) agrees to use a set of textbooks, "but if we apply them from the 2025-2026 school year, will we be in time and ensure quality? We must carefully calculate." According to the delegate, if we reuse the current textbooks, we need to be careful, "because there are many errors", and textbooks with errors are taboo.
Delegate Nguyen Tuan Thinh (Hanoi) also agreed with Delegate Nguyen Anh Tri's opinion, saying, "If we do it from next school year, it might be too hasty." Even if local educational materials are compiled by local authorities, doing it from next year will also be very rushed.
Regarding the implementation of free textbooks, Deputy Nguyen Tuan Thinh proposed printing textbooks and distributing them to schools. The schools would then lend them to students for free and return them after they have finished studying. This would ensure that waste is avoided and textbooks need to be printed multiple times.

Delegate Pham Khanh Phong Lan expressed concern: when the argument for changing from one set to many sets of textbooks sounded very reasonable, now changing from many sets to using a common set, there are also many arguments... "Like the previous generation and myself, I see that using one set of textbooks has many benefits, conveniences and also ensures the quality of teaching and learning", Delegate Pham Khanh Phong Lan shared.
The delegate also mentioned Korea's experience in translating the entire Japanese general science textbooks for use, so choosing good books on natural sciences from developed countries is also a very worthwhile approach.

Speaking at the meeting, regarding the use of a unified set of textbooks nationwide, Minister of Education and Training Nguyen Kim Son affirmed that it will be in time from the next school year. The Ministry is developing a project and will ask for the General Secretary's opinion, and submit it to the Prime Minister for approval in November.
