Building an aviation safety culture to elevate status and contribute to spreading Vietnamese culture to the world

According to Minister Nguyen Van Hung, building an aviation safety culture not only helps raise the position of Vietnamese aviation but also contributes to spreading the image and culture of Vietnam to the world.

On October 22, the National Assembly discussed in groups the Draft Law on Vietnam Civil Aviation (amended) and the Draft Law on Public Employees (amended).

Attending the discussion session at Group 12 were Party Central Committee members: Vice Chairman of the National Assembly Tran Quang Phuong; Vice Chairman of the National Assembly Le Minh Hoan; Minister of Culture, Sports and Tourism Nguyen Van Hung; Secretary of the Dong Thap Provincial Party Committee Ngo Chi Cuong; and National Assembly deputies of Dong Thap and Quang Ngai provinces.

Commenting on the draft Law on Civil Aviation of Vietnam (amended), Minister of Culture, Sports and Tourism Nguyen Van Hung said that the drafting agency has worked very carefully, promptly approaching new viewpoints of the Party and State to focus on amending the Law on Civil Aviation of Vietnam. The amendment of the law is to better serve the service provision, facilitate travel, thereby contributing to the socio -economic development of the country.

Agreeing with many new points in the draft law, Minister Nguyen Van Hung discussed some additional contents.

Firstly, on the relationship between aviation safety and aviation security. Although aviation safety has been clearly mentioned in the draft law, the Minister expressed concern about separating aviation safety from aviation security.

In fact, to ensure aviation safety, aviation security must be ensured, which is a mandatory factor. Therefore, the Minister believes that it is necessary to study and recalculate this content to ensure consistency and closeness to reality, avoiding contradictions and overlaps in operation, because the highest goal is to ensure safety for each flight.

Second, regarding the concept of "Aviation safety culture". Minister Nguyen Van Hung said that the draft law has a new point which is to include a separate article on "Aviation safety culture".

However, according to the Minister, the draft law is designing this content mainly focusing on behavior and propaganda work. The Minister believes that this is not enough and needs to be recalculated. If fully and deeply understood, aviation safety culture must include values, beliefs, attitudes and behaviors, in which the consistent principle is "safety first".

From the principle of "safety first" will shape the right values, beliefs, attitudes and behaviors. That is the awareness of safety (When there is correct awareness, there will be correct behavior); Responsibilities of aviation agencies and of those participating in aviation activities; Responsibility for providing and exchanging information and the spirit of continuous improvement and updating...

"It is these factors that create value, helping to raise the position of Vietnamese aviation not only domestically but also spreading the image and culture of Vietnam to the world," the Minister said.

At the discussion session, Comments on the draft Law on Civil Aviation of Vietnam (amended), Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated the Government for seriously accepting the conclusions of the National Assembly Standing Committee, including in Article 3 of the Law on Civil Aviation the provisions on principles for developing a low-altitude economy (operating at an altitude of 1,000m or less), including many fields, including not only transportation but also widely applied in agriculture, industry and logistics. The Vice Chairman of the National Assembly added that in logistics in some places, this "economy" has become a three-dimensional transport system (on land, at sea, in the air), solving the problem of urban congestion and separation between regions.

The Vice Chairman of the National Assembly added that many countries such as South Korea, Russia, the US and China are developing this field very strongly. Currently, the Law on People's Air Defense has a chapter on the management of unmanned aircraft and ultra-light aircraft. When commenting on this content, the Standing Committee of the National Assembly assigned the Government to study and include major policies to develop aviation at altitudes of 1,000 m or less using digital technology with ultra-light aircraft and unmanned aircraft, which can solve many problems.

This is a new issue, so if not managed well, it can create conflicts in planning, especially planning of airport systems and landing/takeoff areas. "This is a very new field. The Government accepts and stipulates the principles in Article 3 of the draft Law as appropriate, then assigns the Government to stipulate the development strategy," Vice Chairman of the National Assembly Tran Quang Phuong emphasized.

The Vice Chairman of the National Assembly also said that the understanding of dual-use (of means or infrastructure) in the draft law is not complete, the provisions in the law are not clear, only focusing on the "dual-use out" clause (for national defense and security) but lacking the "dual-use in" clause. Regarding this, according to the Vice Chairman of the National Assembly, at the national level, it should be assigned to the Government to specify details according to its authority.

Analyzing the example of using civil airports for emergency transport by military or security aircraft to areas affected by storms and floods and for search and rescue, Vice Chairman of the National Assembly Tran Quang Phuong said that dual use does not only apply to national defense or security but also includes non-traditional security emergencies such as natural disasters, storms and floods, emergencies, medical emergencies, disasters, etc. Currently, there is a Civil Defense Steering Committee headed by the Prime Minister, so the Government should be assigned to regulate in detail the dual use at the national level (dual use in and dual use out), instead of assigning it to the Minister of Public Security and the Minister of National Defense.
