
Evacuate promptly when water levels rise.
Thuan An ward is a coastal area, with many low-lying areas frequently affected by rising sea levels and storms. According to observations by a Vietnam News Agency (VNA) reporter at the Thuan An beach on the afternoon of October 22nd, strong winds were blowing in from the sea. The sea was rough, with towering waves crashing against the shore. Rising water levels flooded residential areas, inundating many roads and homes.
In response to this situation, the Thuan An ward authorities have devised a plan and promptly deployed forces to evacuate residents in vulnerable areas at risk of life-threatening danger; and urged boats and ships to seek shelter. Mr. Tran Dinh Phong, Chairman of the Thuan An Ward People's Committee, said that in response to Typhoon No. 12, the locality has urgently implemented storm prevention plans. Currently, the ward has evacuated 25 households with 100 people from low-lying areas to safe locations. In areas where water levels are high and flooding is occurring, functional units have also disseminated information urging people to move to safe places; and simultaneously posted warning signs indicating high water levels and prohibiting people from passing through these areas.
Located in a vulnerable area frequently affected by natural disasters, the officers and soldiers of Thuan An Border Gate Border Guard Station are a crucial force actively involved in supporting local people by reinforcing their houses, urging boats to seek safe shelter from storms, and coordinating with local authorities to implement storm prevention and control plans.
Lieutenant Colonel Luu Xuan Nghiem, Political Officer of Thuan An Border Gate Border Guard Station, said that in order to support people affected by Typhoon No. 12, officers and soldiers deployed forces to vulnerable areas, implemented the "four on-the-spot" principle, and worked with local authorities to relocate many households in dangerous areas to safe locations; at the same time, they called on all vessels and fishermen to return to shore safely. In addition, the unit also assigned many soldiers to assist in moving people's property to avoid flooding.
Expressing his gratitude for the support from the authorities, Mr. Phan Van Sau, a resident of Thuan An ward, shared that his family lives near the sea and is directly exposed to strong winds and high waves. Their house is frequently flooded. Thanks to the timely assistance of the authorities, their house was reinforced and their belongings were moved. Therefore, he felt reassured and sought refuge in a safe place.
Prepare the highest-level options.
On the afternoon of October 22nd, Mr. Nguyen Dinh Trung, Secretary of the Hue City Party Committee, inspected Thuan An ward and other vulnerable areas regarding the response to Typhoon No. 12. During the inspection, the Secretary of the Hue City Party Committee requested local forces to proactively monitor forecasts and developments of rain, floods, and strong winds at sea, and to promptly direct and implement response measures according to the "four on-the-spot" principle, within their assigned tasks and authority; to avoid being caught off guard or unprepared, and to minimize damage to people's and state property; and to inspect, review, and withdraw all forces from areas at risk of flash floods and landslides to ensure safety.

On the same day, numerous delegations from Hue City, led by city leaders, inspected the response to Typhoon No. 12 and the resulting floods in vulnerable coastal areas, low-lying areas along the Tam Giang - Cau Hai lagoon system, mountainous regions, and roads at risk of landslides. At each location inspected, Hue City leaders issued decisive directives, requiring all forces and localities to closely monitor their areas, absolutely avoiding complacency, and preparing the highest level of response plans to protect the lives and property of the people.
Forecasts indicate that, due to the influence of the circulation of Typhoon No. 12 and a cold front combined with an easterly wind disturbance, from October 22nd to 24th, Hue City will experience heavy to very heavy rain; total rainfall is expected to be between 250 and 500mm, with some areas exceeding 600mm. Warnings are issued that from October 23rd to 28th, the peak flood level on the Bo River at Phu Oc station may exceed alarm level 3 by 0.3-0.5m; the flood level on the Huong River at Kim Long may exceed alarm level 3 by 0.2-0.3m; there is a high risk of flooding in low-lying areas along the riverbanks and urban areas. Coastal areas of the city may experience storm surges of 0.4-0.8m. All vessels operating in and off the coast of Hue city are at high risk of being affected by storms, strong winds, large waves, and storm surges, which can cause damage or sink them, including large cargo ships.
Hue City has 15 communes and wards at risk of strong winds and storms, including: Phong Dinh, Phong Phu, Dan Dien, Phong Quang, Quang Dien, Thuan An, Hoa Chau, Duong No, My Thuong, Phu Ho, Phu Vang, Phu Vinh, Vinh Loc, Phu Loc, and Chan May-Lang Co. The city also has 14 communes and wards at high risk of flash floods and landslides, including communes from A Luoi 1 to A Luoi 5, Phong Dien, Long Quang, Khe Tre, Nam Dong, Chan May-Lang Co, Binh Dien, Huong Thuy, Loc An, and Phu Loc. There is a serious risk of flooding in nearly 30 communes and wards of Hue City due to heavy rainfall.
