
Timely evacuation when water rises
Thuan An Ward is a coastal area with many low-lying areas that are regularly affected by rising sea levels and storms. According to a VNA reporter at the coast of Thuan An Ward on the afternoon of October 22, there was strong wind blowing in from the sea. The sea was rough, with "white-capped" waves crashing into the shore. Rising water flooded residential areas, flooding many roads and houses.
Faced with this situation, the authorities of Thuan An ward have made a plan, quickly deployed forces to evacuate people in vulnerable areas, life-threatening; called on ships and boats to take shelter. Mr. Tran Dinh Phong, Chairman of the People's Committee of Thuan An ward, said that in response to storm No. 12, the locality has urgently implemented storm prevention plans. Currently, the ward has evacuated 25 households with 100 people in low-lying areas to safe places. In areas with high water levels and flooding, functional units have also propagated and called on people to move to safe places; at the same time, posted signs indicating high water levels and not allowing people to pass through.
Located in a vulnerable area, often directly affected by natural disasters, officers and soldiers of Thuan An Border Guard Station are an important force actively participating in supporting people, helping them to reinforce their houses, calling on boats to take shelter from storms safely; at the same time, coordinating with localities to deploy storm prevention and control plans.
Lieutenant Colonel Luu Xuan Nghiem, Political Commissar of Thuan An Border Guard Station, said that in order to support people affected by storm No. 12, officers and soldiers deployed forces to vulnerable areas, implemented "4 on-the-spot" measures, and together with the local authorities, evacuated many households in dangerous areas to safe places; at the same time, called on all vehicles and fishermen to get to shore safely. In addition, the unit also assigned many soldiers to assist in evacuating people's property to avoid flooding.
Grateful for the support from the authorities, Mr. Phan Van Sau, resident of Thuan An ward, shared that his family lives near the sea, directly exposed to strong winds and big waves. The house is often flooded. Thanks to the help and support of the authorities, the house was promptly reinforced and property was moved. Therefore, he felt secure to take shelter in a safe place.
Ready the best options
On the afternoon of October 22, Mr. Nguyen Dinh Trung, Secretary of the Hue City Party Committee, inspected Thuan An ward and vulnerable areas on the response to storm No. 12. At the inspection, the Secretary of the Hue City Party Committee requested local forces to proactively organize close monitoring of forecasts and developments of rain, floods, and strong winds at sea; promptly direct and deploy responses according to the "four on-site" motto according to assigned tasks and authority; not to be passive or surprised, to minimize property damage to people and the state; at the same time, check and withdraw all forces from areas at risk of flash floods and landslides to ensure safety.

On the same day, many working delegations of Hue city led by city leaders inspected the response to storm No. 12 and floods in vulnerable coastal areas, low-lying areas along the Tam Giang - Cau Hai lagoon system, mountainous areas and roads at risk of landslides. At the inspected places, Hue city leaders gave strong instructions, requiring forces and localities to closely follow the area, absolutely not to be subjective or negligent, and to be ready with the highest plans to protect the safety of people's lives and property.
It is forecasted that due to the influence of storm circulation No. 12 and cold air combined with East wind disturbances, from October 22 to 24, Hue city will have heavy to very heavy rain; total rainfall is generally from 250 - 500mm, in some places over 600mm. Warning from October 23 to 28, there is a possibility that the flood peak on Bo river at Phu Oc station is 0.3 - 0.5m higher than alert level 3; Huong river at Kim Long will have flood level higher than alert level 3 by 0.2 - 0.3m; there is a high risk of flooding in low-lying areas along rivers and urban areas. The coastal area of the city will have water levels rising from 0.4 - 0.8m due to the storm. All vessels operating in the sea and offshore areas of Hue city are at high risk of being affected by storms, strong winds, large waves, and rising water that can cause damage or sinking, including large cargo ships.
Hue City has 15 communes and wards at risk of strong storms including: Phong Dinh, Phong Phu, Dan Dien, Phong Quang, Quang Dien, Thuan An, Hoa Chau, Duong No, My Thuong, Phu Ho, Phu Vang, Phu Vinh, Vinh Loc, Phu Loc, Chan May - Lang Co. The city also has 14 communes and wards at high risk of flash floods and landslides including communes from A Luoi 1 to A Luoi 5, Phong Dien, Long Quang, Khe Tre, Nam Dong, Chan May - Lang Co, Binh Dien, Huong Thuy, Loc An, Phu Loc. There is a risk of serious flooding in nearly 30 communes and wards of Hue City due to heavy rain.
