Hanoi strives to increase budget revenue by at least 25% in 2025

Pursuant to the Prime Minister's direction, to contribute to the realization of the city's economic growth target of over 8% for the whole year, the City People's Committee requests departments, branches, sectors, unions and People's Committees of communes and wards to continue to effectively implement key solutions and tasks to promote administrative procedure reform, improve the investment and business environment, enhance competitiveness, remove difficulties for production and business, and develop the economy - society according to the directives of the Central Government and the City.

At the same time, resolutely carry out the work of collecting the state budget, striving to increase the collection for the whole year of 2025 by at least 25% compared to the estimate. Along with that, strengthen the management of state budget collection, prevent revenue loss; expand the collection base, especially from e-commerce, food services, and retail stores.

Units should further promote digital transformation in tax management; expand the deployment of electronic invoices generated from cash registers; resolutely strengthen the prevention and fight against smuggling, trade fraud, transfer pricing, tax evasion, especially business activities on digital platforms and real estate transfers.

The City People's Committee also directed the organization and management of state budget expenditures to be proactive and thoroughly economical, especially in regular expenditures. Drastically accelerate the progress of implementation and disbursement of public investment capital, especially key and important projects of the country and the city. In addition, units proactively cut unnecessary expenditures; invest in construction and purchase of public assets in accordance with regulations, standards and norms; organize reviews and rearrangements of public assets, and handle surplus assets after rearranging the organizational apparatus and administrative units at all levels.

The City People's Committee assigned the Hanoi City Tax Department, the Customs Branch of Region I and the People's Committees of communes and wards to closely monitor and evaluate the market situation and developments to proactively implement solutions to increase budget revenue. Continue to urge and promote revenue from production and business and from land according to the direction of the Prime Minister. Implement state budget expenditures according to the assigned estimates and collection capacity according to decentralization; proactively use budget reserves, budget surpluses and legal local resources to handle tasks of spending on prevention, combat and overcoming consequences of natural disasters, epidemics and other urgent and unexpected spending tasks.

In case the local budget revenue is expected to fall short of the estimate, the People's Committees of communes and wards shall develop a plan to report to the People's Councils at the same level on solutions to handle, review, reduce, and postpone spending tasks that are not really necessary. Absolutely do not let the revenue and expenditure balance in the locality, agency, or budget unit be unbalanced.
