Also attending were the Deputy Prime Ministers, the leadership of the Government Office , and the departments, bureaus, and units under the Government Office.

Reports and opinions at the meeting unanimously assessed that, in the context of complex and unpredictable global and regional developments, the volume of tasks and work under the authority of the Government and the Prime Minister is increasing annually and throughout the period of 2021-2025; each year is more than the previous one. Furthermore, 2025 is the final year of the term, therefore, the volume of tasks and work for the Government, the Prime Minister, ministries, agencies, and localities is very large.
According to monitoring by the Government Office, from the beginning of the year to October 20, 2025, the Government and the Prime Minister assigned 9,831 tasks to ministries, agencies, and localities, including 1,173 key tasks. To date, ministries, agencies, and localities have completed 7,892 tasks (80.3%), 1,602 (approximately 16.47%) tasks are within the deadline, and 319 tasks are overdue or uncompleted (3.23%).
In accordance with the work program of the Politburo and the Secretariat, and the conclusions of key leaders, the Party Committee of the Government and the Party Committees of Ministries and agencies under the Government were assigned 148 projects to be submitted to the Politburo and the Secretariat (including 91 supplementary and newly arising projects); to date, 120 projects have been submitted, and 28 projects are being urgently finalized and will be submitted in November and December to ensure timely progress.
Implementing the conclusions of the key leadership meetings, the Government Office issued nearly 80 documents conveying the Prime Minister's opinions, assigning tasks to ministries, localities, and directing and urging the handling of work. Basically, the tasks mentioned in the key leadership's conclusions have been included in the projects and reports submitted to the Politburo and the Secretariat, as well as tasks assigned by the Government and the Prime Minister, and have been largely completed. At the 10th session of the 15th National Assembly, the Government submitted 120 dossiers and documents to the National Assembly.
Regarding the implementation of the Government's work program, the Prime Minister, ministries, agencies, and localities are required to submit 507 projects to the Government and the Prime Minister (an increase of 73 projects compared to 2024). Of these, 449 projects have been submitted, leaving 58 projects yet to be submitted, a decrease of 5.2% compared to the same period in 2024.
In nearly 10 months, the Government and the Prime Minister issued 331 legal documents (275 decrees, 12 resolutions, and 44 regulatory decisions) and 640 directives and instructions (416 resolutions, 31 instructions, and 193 telegrams), and 2,330 reports and submissions.
The Government Office issued 765 notices of directives and conclusions from the Standing Committee of the Government, the Prime Minister, and the Deputy Prime Ministers (a 14.5% increase compared to the same period last year). The Prime Minister and Deputy Prime Ministers chaired more than 1,900 conferences, meetings, working sessions, and trips to localities and grassroots levels, nearly double the number compared to the same period last year.
The agencies facilitated the implementation of 58 activities for key and senior leaders (twice the number from the previous year).
Overall, despite having to handle a large volume of tasks and work over the past 10 months, with high determination and great effort, the Government, the Prime Minister, all levels, sectors, and localities have directed and managed decisively, synchronously, effectively, with a focus on key areas, and achieved outstanding results.
However, in carrying out their tasks, some ministries, agencies, and localities are still behind schedule, and some documents, projects, and reports do not meet quality standards... The reasons for the above limitations are both objective and subjective, including many important tasks that are complex in nature and require completion within a short period of time.
In his concluding remarks, Prime Minister Pham Minh Chinh assessed that, overall, the tasks for the following year were more numerous than the previous year, but the results achieved were even better than the previous year, which is highly commendable. The members of the Government have made tremendous efforts, working day and night to fulfill their assigned tasks.
Clearly stating that the time remaining until the end of the year is short, the workload is heavy, the demands are high, deadlines must be met, and quality must be improved, the Prime Minister emphasized the need for very high determination, great effort, decisive and effective action, with a focus on key areas, completing each task thoroughly, and assigning tasks with "six clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear output.
Ministries, ministerial-level agencies, government agencies, and localities must seriously and promptly implement assigned tasks, ensuring quality; and uphold the responsibility of Ministers, heads of agencies, and Chairmen of People's Committees of provinces and cities.
The Prime Minister requested a review of all tasks in order of priority, especially the development and completion of projects to be submitted to the Politburo and the Secretariat, as well as laws, resolutions, and documents to be submitted to the National Assembly at the 10th session - the final session of the 15th term; focusing leadership and direction, and assigning specific responsibilities to government leaders and ministers to ensure completion.
The Prime Minister specifically assigned the Deputy Prime Ministers to directly supervise and the agencies in charge of implementing important and urgent tasks that require focused attention, including handling outstanding and protracted projects; promoting growth, stabilizing the macroeconomy, controlling inflation, and ensuring major economic balances; issuing construction bonds and finalizing standards and regulations to promote the Lao Cai – Hanoi – Hai Phong railway project; assigning Government members to inspect and urge the disbursement of public investment; reviewing the operation of local governments at two levels; organizing the 11th National Emulation Congress; and preparing for and serving the 14th National Congress of the Party…
The Prime Minister also emphasized the need to strictly adhere to working regulations, ensuring administrative discipline and order; reducing and simplifying administrative procedures; closely following the work program and the actual situation; and both issuing high-quality documents and organizing their effective implementation.
The Prime Minister instructed the Government Office to coordinate with the Government Party Committee Office and relevant agencies to develop a set of criteria for evaluating officials based on the concretization of Regulation No. 366-QĐ/TW of the Politburo on reviewing, evaluating, and classifying the quality of collectives and individuals in the political system.
