At the workshop, representatives from the science and technology departments of localities such as Quang Ninh, Lam Dong, Can Tho, Khanh Hoa, etc., presented papers on topics related to successful experiences from local support policies in promoting innovative startups; building an innovative startup ecosystem and innovation in the economic development roadmap for the localities; and policies supporting innovative startups.

At the workshop, Mr. Vo Hoang Khai, Deputy Director of the Department of Science and Technology of Dong Nai province, presented a paper entitled "The role of the state in creating an innovation ecosystem, implemented policies and practical results achieved by Dong Nai".
Accordingly, in recent years, Dong Nai province has implemented many strategic policies and solutions to build an innovation ecosystem. The province has focused on science, technology, innovation, and digital transformation as its breakthrough tasks. It has established and operated the Dong Nai Provincial Science and Technology Development Fund, organized events and activities to connect, promote exchange, commercialization, and fundraising for startups, notably Techfest Dong Nai 2025 with the theme "Innovation Runway - Dong Nai Takes Off". In addition, the province prioritizes planning and investing in innovation infrastructure, high technology, and digital transformation; training, capacity building, and developing human resources for innovation.

Regarding the achievements in the field of innovation, according to Mr. Vo Hoang Khai, Dong Nai province has significantly improved its Local Innovation Index (PII). In 2025, according to the assessment of the Ministry of Science and Technology, Dong Nai's PII score reached 44.92, ranking 12th out of 34 provinces and cities nationwide. The composition of innovative businesses and start-ups in the province is increasingly diverse and developing; the network linking the state - schools - businesses - investors has been established and expanded.
