Attending the congress were: Phan Nhu Nguyen, Alternate Member of the Central Committee of the Communist Party of Vietnam and Standing Vice Chairman of the Central Committee of the Vietnam Farmers' Association ; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province; Nguyen Tuan Anh, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Agriculture and Environment; Ha Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province; Nguyen Thi Hoang, Member of the Provincial Party Committee and Vice Chairwoman of the Provincial People's Committee; and leaders of various departments, agencies, and localities.

The Congress discussed and approved important contents such as: the Report of the Executive Committee of the Dong Nai Provincial Farmers' Association, 10th term, on the results of the association's work and the farmers' movement in the period 2023-2025, and the goals, directions, and tasks for the 2025-2030 term; the draft resolution of the 1st Congress of the Dong Nai Provincial Farmers' Association, 2025-2030 term; contributions to the draft documents of the 9th National Congress of the Vietnam Farmers' Association , 2026-2031 term, and the amended and supplemented Charter of the Vietnam Farmers' Association.

The Congress announced the following decisions: Appointing the Executive Committee of the Provincial Farmers' Association, term 2025-2030, consisting of 73 members; appointing 14 members to the Standing Committee; appointing Mr. Nguyen Huu Nguyen, Member of the Central Committee of the Vietnam Farmers' Association, Provincial Party Committee Member, and Vice Chairman of the Vietnam Fatherland Front Committee of the province, as Chairman of the Provincial Farmers' Association, and two Vice Chairmen of the Provincial Farmers' Association. The Congress also appointed 19 delegates to attend the 9th National Congress of the Vietnam Farmers' Association, term 2026-2031.

Comrade Phan Nhu Nguyen, Alternate Member of the Central Committee of the Party, Standing Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Association, highly appreciated the proactive efforts of the cadres and members of the Farmers' Association in Dong Nai province. He noted that the association's work and the farmers' movement in the province have achieved many important results, making positive contributions to the socio-economic development of the province in particular and the farmers' movement nationwide in general. The work of consolidating and strengthening the organization and cadres of the association after the merger was carried out promptly, ensuring continuity and stability.

Agreeing with the assessments, forecasts, and objectives, directions, tasks, and solutions for the 2025-2030 term as outlined in the political report presented at the congress, Comrade Phan Nhu Nguyen expressed his hope that the Farmers' Associations at all levels in Dong Nai province would continue to strengthen their organization and build operational mechanisms suitable to the new model. He emphasized the importance of training and developing cadres, especially key cadres at all levels, to ensure they meet the required professional and technical standards.

Farmers' associations at all levels are actively innovating their propaganda and mobilization work among members and farmers, linking it with practical activities and movements to create high consensus among members and farmers. They focus on supporting members and farmers in building cooperative economic models, startups, and innovative initiatives, shifting strongly towards organic agriculture, high-tech agriculture, and production along value chains linked to traceability and e-commerce, expanding consumer markets; guiding farmers in applying production models adapted to climate change and reducing emissions. They also promote the core role of farmers in building new rural areas.

Delivering a guiding speech at the congress, Comrade Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of the province, on behalf of the provincial leadership, highly appreciated and acknowledged the achievements and results of the movements and action programs of the farmers' associations at all levels in the province during the past term.

Comrade Huynh Thi Hang emphasized: One of the key tasks of the province identified for the next five years is the restructuring of agriculture associated with building new rural areas and modern new rural areas. She requested that all levels of farmers' associations continue to thoroughly understand the Party's resolutions on agriculture, farmers, and rural areas; and the important resolutions of the Central Government and the province in the new development phase. The implementation of resolutions on agriculture, farmers, and rural areas should be linked to the province's planning, especially land use planning and planning for the development of high-tech agriculture.

Based on this, the association must be specific in its propaganda and mobilization efforts to encourage the active participation of its members and farmers in the province's socio-economic development process, and to concretize this into action programs. The Farmers' Association must truly be a bridge, helping farmers participate in building and implementing major and important agricultural policies into practice. This will help farmers increase their adaptability during the integration and development phase. The association's organization should be streamlined and restructured to operate effectively and efficiently, in line with the two-tiered local government model.

The Farmers' Association continues to focus on building a team of cadres with good qualities, capabilities, and prestige, who are innovative in their thinking and capable of mobilizing farmers in the context of the digital economy and market economy. Attention is paid to training and developing a team of association cadres at all levels, especially key cadres and leaders of the organization, who possess the necessary qualities, capabilities, and prestige to meet the demands of the new situation.

It is proposed to continue innovating in propaganda work, promoting digital transformation and linkages in production, strongly applying information technology and digital transformation in agricultural production as well as in association activities. Raising members' awareness of safe agricultural production, ecological and organic farming, and high-tech agriculture associated with environmental protection. Promoting the movement of skilled farmers in production and business; focusing on the application of digital technology and agreements in the production, preservation, and consumption of agricultural products, especially aiming for export, bringing high value to agricultural products. All initiatives, innovations, and good models come from practice; therefore, the role of the association is to discover, disseminate, and promote the leading role of farmers in transforming traditional small-scale production into large-scale commodity production.

Given the shrinking area of agricultural land, the adaptability, creativity, and cooperation outlined in the congress's motto need to be concretized at all levels of the association and within the farmers' movement. Focus should be placed on developing effective solutions for cooperative economic models and new-style cooperatives; linking agricultural production with industry, services, and tourism; and concentrating on "Green rural livelihoods - digital agriculture - value chains." Support should be provided to farmers in accessing market information, preferential capital, science and technology, digital transformation, building agricultural product brands, promoting products for export, and encouraging the development of multi-value models. We hope for increasingly effective coordination among departments, agencies, and units in agricultural and rural development.

Farmers' associations at all levels need to understand public opinion and the sentiments of farmers, knowing what they want, need, and are capable of doing; coordinating with authorities at all levels to promptly resolve difficulties and ensure the legitimate rights and interests of farmers. They should promote patriotic emulation movements and emulation movements among farmers and in rural areas; enhance the supervisory and critical role of the association; effectively participate in national target programs and coordinate in proposing policies related to agriculture, farmers, and rural areas; and actively participate in ensuring rural security so that farmers can live and work in a safe environment.
