According to established standards, an exemplary and model vehicle crew must be a collective with firm political ideology, good moral character, and a clean and healthy lifestyle; excel in all assigned tasks; maintain strong unity, strict discipline, and absolute safety; and live a cultured, compassionate, and loyal life.
Based on these specific standards, the model has become a comprehensive training environment for Youth Union members. Each tank crew is not only a close-knit group within the platoon, but also a strong Youth Union cell, a nucleus of unity, creativity, and responsibility within the unit, the most vibrant educational environment where Youth Union members hone their willpower, attitude, and conduct; where they develop "organizational skills, an iron spirit, and a warm heart."
The "Exemplary Tank Crew" movement has truly become a vivid measure of the courage, intelligence, solidarity, and culture of the young people of the Armored Corps, contributing to clarifying the motto: "Wherever there are Youth Union members, there is initiative, innovation, and aspiration to excel."
Entering a new phase, the entire army continues to strengthen its regularization efforts, cultivate discipline, and improve overall quality and combat strength. In this context, the demands placed on the work of the Youth Union and the youth movement are increasingly high.
To further enhance the effectiveness of youth models and initiatives in building a strong Youth Union organization, in the coming period, it is necessary to continue to thoroughly understand the resolutions and directives of the Party, the Central Military Commission, and the General Political Department on youth work in the Army. It is crucial to clearly define that building a strong Youth Union organization is an important content contributing to building a clean and strong Party committee and a comprehensively strong, exemplary, and outstanding unit. The direct leadership and guidance of Party committees, political commissars, and commanders at all levels over Youth Union activities and youth movements should be promoted; and outstanding collectives and individuals should be promptly encouraged, commended, and their achievements replicated.
It is essential to vigorously innovate the content and methods of Youth Union activities towards practicality and creativity, promote digital transformation in Youth Union work, and closely coordinate activities in the field with activities in cyberspace to create synergy and spread positive values.
Replicate successful models, innovative and effective practices, and exemplary advanced examples with high dissemination potential, such as the "Exemplary and Outstanding Vehicle Crew" model, the "Proactive Youth Union Branch 3" model, and the "Creative Youth" model. Build a team of Youth Union officials at all levels who are strong in political conviction, highly skilled in their profession, proficient in their skills, approachable, and responsible to Youth Union members; effectively carry out the training, planning, and utilization of young officials; and have appropriate mechanisms and policies to motivate and encourage them.

X -strike to execute international mission
The Resolution of the 13th National Congress of the Party, the Resolution of the 12th Congress of the Party Committee of the Vietnam People's Army, and Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation all emphasize the requirement to proactively and actively integrate internationally in defense; and enhance the position and prestige of the Vietnam People's Army in the international arena.
This serves as both a strategic direction and an important practical training environment for young people in the military, who directly represent the image of Vietnam and its people to friends around the world.

One of the outstanding highlights in the performance of international duties in the recent period is the strong growth of young military personnel in participating in United Nations peacekeeping forces.
From 2022 to 2025, Vietnam deployed over 800 officers and personnel, mostly young military personnel, to serve in South Sudan, the Central African Republic, and the Abyei Region. At these missions, many young officers held key positions in the mission's staff, operations, training, patrol, and security assessment departments.
Officers and Youth Union members in the Level 2 Field Hospital unit have examined and treated thousands of United Nations personnel and local residents; handling many complex cases under limited equipment conditions. The Vietnamese Engineering Corps has repaired and opened hundreds of kilometers of roads, built temporary bridges, water wells, schools, and other essential facilities, helping people stabilize their lives.
Youth models such as the "Art Group," the "Blue Beret Teacher Group," and the "Vietnamese Culture Propaganda Group" have become deeply ingrained, effective, and cultural hallmarks of Vietnam within the Mission. A key highlight is that the youth in these units have expanded these models, turning them into community-building activities and strengthening international solidarity among officers from different countries.
In addition, youth union branches actively organize and participate in sports, cultural and artistic exchange activities, charitable work, and community education; provide health consultations for local people, support environmental protection; and build an image of friendly, responsible, and humane soldiers of the Vietnam People's Army.
In particular, the Vietnamese United Nations peacekeeping engineering team in Abyei, with its core members being the youth union members, is directly undertaking the initiative and task of building a smart camp – a new, exemplary model that the Mission leadership is aiming for to contribute to improving management efficiency, ensuring security and safety, saving manpower, and optimizing living conditions for peacekeeping forces. This is one of the initiatives that clearly demonstrates the innovative thinking, technological application capabilities, and remarkable maturity of the Vietnamese peacekeeping forces, especially the younger generation, in this new era.
Many young officers, after returning from the Mission, directly participated in international tasks such as humanitarian aid and disaster relief in Türkiye and Myanmar, further affirming the courage, maturity, and professional demeanor of young military personnel in the most challenging areas.
To build upon the achievements made by the youth of the entire armed forces, the youth of the Vietnamese peacekeeping force propose several solutions, focusing on building political fortitude, revolutionary ideals, ethics, and work style for officers and members; promoting a pioneering role and high responsibility when carrying out international missions; improving professional skills, foreign language proficiency, digital skills, and the ability to work in a multilateral environment; and strengthening practical training and specialized exercises so that each young soldier is capable of completing missions in all conditions and locations.
It is necessary to strongly inspire and promote the spirit of dedication, initiative, and unwavering commitment to overcoming hardships and dangers; to be ready to undertake difficult and new tasks, worthy of being the vanguard force of the Army in the era of deep international integration.

The core force in carrying out training, combat readiness, and national defense tasks.
The youth of the entire army have studied, thoroughly understood, and effectively implemented the Party's military and national defense viewpoints and guidelines, as well as the resolutions and directives of the Central Military Commission and the Ministry of National Defense. They have clearly demonstrated firm political resolve, a high sense of responsibility, and unwavering determination in carrying out training, combat readiness, and national defense tasks. This is the fundamental element ensuring that all actions of the army's youth always align with the Party's direction and effectively serve the political tasks of their units.
These results not only affirm the core and pioneering role of the Youth Union in carrying out training and combat readiness tasks, but also make an important contribution to improving the overall quality, level, and combat capabilities of the Army.

To promote the dynamism, creativity, and responsibility of young people in the Army in training, combat readiness, and national defense, in addition to general solutions, the youth of the Armed Forces of Military Region 9 propose several key measures for the period 2025-2030.
Accordingly, we must strongly promote the pioneering, creative, and daring spirit of young people in carrying out training and combat readiness tasks. We must focus on educating and training young people to truly be the vanguard force on the training ground, enthusiastically training, actively studying, proactively researching, and innovating to improve training quality. We must effectively implement the "Three Pioneers for Victory" movement, with "excellent training - strict discipline" as the central focus; "creativity - digital transformation" as the driving force; and "courage - morality" as the foundation, fostering the ideals and qualities of the Ho Chi Minh's soldiers.
It is necessary to promote the youth innovation movement and effectively participate in the Youth Innovation Award. Youth Union organizations at all levels should periodically organize "Youth Innovation Day within the Unit" to create a forum for exchange and sharing of experiences, thereby providing advice and suggestions to help the unit successfully complete its breakthrough tasks in improving the quality of training and combat readiness.

Undeterred by hardship and danger in disaster prevention, control, rescue, and relief efforts.
With the spirit of "Pioneering in successfully accomplishing difficult, arduous, dangerous, and unexpected tasks," with youthful energy and courage, carrying the command of their hearts, young soldiers have not shied away from danger and sacrifice, promptly arriving at critical locations to share, help, and protect the lives and property of the people, and contributing to minimizing damage caused by natural disasters.
Military Region 3 is situated in an area with diverse terrain, encompassing mountainous, hilly, plain, and island regions, with a dense network of rivers and streams. The occurrence of rainstorms, typhoons, floods, landslides, fires, and forest fires is becoming increasingly complex and frequent.
The youth of the armed forces in Military Region 3 have effectively implemented the "four on-the-spot" principle, actively participating in training exercises to thoroughly practice emergency evacuation plans for people and property in various simulated situations such as: strong storms, whirlwinds, rising sea levels causing landslides, house and building collapses, shipwrecks requiring emergency response...

Contributing to the achievements of the Army's youth, the young people of the Armed Forces of Military Region 3 have always been at the forefront in the fight against natural disasters, storms, and floods, fighting to save lives and bring peace and happiness to the people.
With nearly 300,000 officers and youth union members, and over 10,000 vehicles, the soldiers of Military Region 3 have worked day and night, braving the heart of dozens of storms, tropical depressions, and numerous other incidents and natural disasters, promptly rescuing and relocating tens of thousands of people to safety. These telling figures have further enhanced the image and shone brightly the qualities of Uncle Ho's soldiers, a pillar of peace for the people of the Northeast region of the Fatherland.
It can be affirmed that, in the youth volunteer movement, the soldiers of Military Region 3 fought against natural disasters and fires not with weapons, but with compassion and responsibility, a sacred command stemming from the heart. This is also the highest expression in implementing the movement "Young Army soldiers cultivate virtue, hone skills, be proactive, creative, worthy of being called Ho Chi Minh's soldiers in the new era".
Continuing the achievements already made and to successfully implement the revolutionary action movement set forth by the 11th Congress of the Ho Chi Minh Communist Youth Union of the Army, the youth of the Armed Forces of Military Region 3 wish for the Youth Union at all levels to continue to promote propaganda and education for cadres and Youth Union members on the tasks of disaster prevention and control, search and rescue, identifying this as a "combat mission in peacetime," thereby promoting the pioneering role of cadres and Youth Union members in carrying out the tasks; promptly commending, rewarding, honoring, and replicating exemplary collectives and individuals.
Furthermore, proactively advise the Party committee and unit commanders to coordinate with local authorities to closely monitor weather conditions and vulnerable areas, proactively develop plans and effectively prepare for, respond to, and mitigate the consequences of natural disasters, promptly supplement and standardize plans for mobilizing forces and resources; closely coordinate with other forces and handle emerging situations flexibly and effectively, determined to protect the lives, health, and property of the people.
Organize training courses to improve disaster prevention and response skills for officials and youth union members, and participate in practicing various response plans to enhance the unit's ability to respond to natural disasters.

Pioneering in the development of science and technology, innovation, and digital transformation.
In the context of globalization and the powerful surge of the Fourth Industrial Revolution, promoting the development of science and technology, innovation, and research and application of digital technology is a breakthrough and a spearhead for building a revolutionary, regular, elite, and modern army.
At the meeting with young military personnel on December 18, 2024, General Secretary To Lam gave very specific instructions: In the new revolutionary period, young military personnel must be at the forefront in implementing the Party's policies, actively studying, training, conducting scientific research, and applying scientific and technological achievements to military activities; mastering knowledge and controlling weapons and technical equipment.

Thoroughly implementing the resolutions and directives of the Party, the Central Military Commission, and the Ministry of National Defense, with a focus on Resolution No. 57 of the Politburo and Resolution No. 3488 of the Central Military Commission on breakthroughs in science and technology, innovation, and digital transformation, the thinking, awareness, and responsibility of youth union members towards science and technology have been significantly enhanced.
Many models of learning and scientific research have been implemented systematically; youth union members actively participate in "Digital Literacy for the People," "AI Popularization," and "Digital Soldiers"; the "Young Innovators" movement and the Youth Innovation Award in the Army have been implemented synchronously, comprehensively, and widely.
Every year, young people in the Army contribute thousands of initiatives and technical solutions, many projects at the ministerial and national levels in various fields; these creative works are all linked to the practical tasks of their units, have the potential for development and application in practice to increase work efficiency and save the State budget hundreds of billions of dong.
To realize the pioneering mission of developing science and technology, innovation, and digital transformation, it is necessary to promote education and raise political awareness, ideology, thinking, and creative skills through organizing training courses, workshops, and seminars on digital transformation, science and technology, and artificial intelligence.
Strengthen the application of digital transformation and new technologies throughout the military. Research and develop data platforms and networks for sharing initiatives and technologies; create forums, idea repositories, and exemplary models for units to refer to and learn from; and promote the "Digital Literacy Movement" throughout the military.
In addition, it is necessary to form interdisciplinary, specialized research groups of young people in science and technology; build and develop "Digital Youth Union" models, and organize the Youth Union to apply science and technology to serve the political tasks of the unit and fulfill the functions of a fighting force, a working force, and a production force of the Army.
With the faith, aspirations, and intelligence of the younger generation, along with the attention, guidance, leadership, and direction of the Central Military Commission, the Ministry of National Defense, and the General Political Department; and the guidance of the Central Youth Union; the youth of the Army are determined to uphold "Courage - Pioneering - Breakthrough - Development - Confidence in stepping into the new era," contributing to building a revolutionary, regular, elite, and modern Vietnamese People's Army, and making a worthy contribution to the cause of building and defending the Fatherland.
