The 1st Congress of the Vietnam Fatherland Front (VFF) in Ho Chi Minh City, term 2025 - 2030, took place successfully after two days of working with democracy, responsibility and high unity. This is the first congress after the process of merging the boundaries of three localities including Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong.

Thereby, strengthening the great national solidarity bloc in the context of multi-center urban development, unprecedented population size and administrative space.

The congress introduced 146 members and elected Chairman Nguyen Phuoc Loc and 14 Vice Chairmen of the Vietnam Fatherland Front Committee of Ho Chi Minh City for the 2025-2030 term. This is the core force that will shoulder the task of implementing the Party's guidelines and the State's policies, while promoting the solidarity of the city's more than 14 million people.

Looking back at the past term, the Fatherland Front system at all levels has proactively propagated and mobilized people to participate in patriotic emulation movements, associated with events of historical significance to the country and the city. The campaigns "All people unite to build a cultural life", "Vietnamese people prioritize using Vietnamese goods", the movement to care for the disadvantaged... continued to be widely deployed, affirming the core role of the Fatherland Front in representing and protecting the legitimate and legal rights and interests of the people.

In the context of the Central, Central Highlands and Northern mountainous provinces continuously suffering from recent natural disasters, the Vietnam Fatherland Front Committee of Ho Chi Minh City has called for and organized timely relief, demonstrating the spirit of "the city's people joining hands to support their compatriots affected by storms and floods". This is a vivid demonstration of the humanistic and sentimental values ​​- a characteristic that has created the identity of the City named after Uncle Ho for many decades.

At the same time, the Vietnam Fatherland Front Committee of Ho Chi Minh City also promotes foreign information work, conveying the Party and State's policies on people's diplomacy to the overseas Vietnamese community and international friends.

In the new term, the Vietnam Fatherland Front of Ho Chi Minh City has set a consistent goal: promoting intelligence, enhancing responsibility, maintaining consensus, comprehensively innovating and excellently completing political tasks. The focus is on synchronously implementing solutions and creativity in organizing movements, building an increasingly strong and sustainable great solidarity bloc.

The Congress for the 2025-2030 term sets out 6 action programs, 1 breakthrough, 2 focuses, 3 key points. Of which, the 6 action programs include: promoting propaganda, mobilizing, gathering people, consolidating social consensus; representing, protecting the legitimate and legal rights and interests of the people; mobilizing people to compete in labor, creativity, and participation in socio-economic development; expanding social supervision and criticism; strengthening people-to-people diplomacy; Innovating content and methods of operation towards digitalization.

One breakthrough is to build a "Digital Front" associated with the "Digital Education for All" movement, an open-minded program that creates a foundation for the Front to connect more deeply with each citizen in the digital age.

The two focuses include practicing democracy at the grassroots level and concretizing the motto "People know, people discuss, people do, people check, people supervise, people benefit".

The three key points include: Building a civilized, modern, humane, green - clean - beautiful city; enhancing the role in implementing policies for people with meritorious services, social security and social protection; building a united, humane, self-governing and safe residential area.

This is the strategic framework for a term of strong innovation, focusing on digital transformation to improve the quality of service to the people.

One of the highlights is building the "Digital Literacy" movement to eliminate technological illiteracy, narrow the digital gap and bring digital knowledge to every household, inspired by President Ho Chi Minh's "Digital Literacy" movement in 1945.

In just a short time, the movement has been strongly deployed and organized in wards, communes, residential areas, and businesses - where people can learn and apply immediately. 51 training classes were organized and trained in digital skills with more than 10,000 officials, civil servants, and people participating.

As a result, over 64% of applications were submitted online and over 80% were paid online, nearly 67% of applications were digitized along with the results of the settlement. This is not only an increase in the public administration index, but also a manifestation of the transformation in the digital capacity of the community.

In many wards such as Thuan An, Hoa Loi, Phu Loi, the model of "going to every alley, knocking on every door" of the Community Digital Technology Team has created the spirit of "those who know guide those who don't know", arousing the culture of knowledge sharing and narrowing the generation gap.

Despite initial positive results, the movement still faces many challenges such as fear of online fraud, especially among the elderly. Some online public services are still complicated and not user-friendly for vulnerable groups. The Community Digital Technology Group does not have an official mechanism and is mainly voluntary, making it difficult to maintain and expand in the long term.

These problems need to be resolved synchronously, so that the movement becomes a sustainable foundation for the digitization of Front work.

In order for digital transformation to spread widely to every residential area, the prerequisite is to strengthen the coordination between the Digital Transformation Center and the Vietnam Fatherland Front Committee of Ho Chi Minh City. This is not only an organizational requirement, but also a key solution to ensure that all people have the opportunity to access, learn and apply digital technology in their lives.

The Digital Transformation Center needs to play a leading role in terms of technology: managing infrastructure, operating digital platforms and standardizing learning materials to popularize digital skills for the community. Timely and continuous professional support will help localities have the conditions to implement synchronously, avoiding fragmentation and patchwork.

On the other hand, the Vietnam Fatherland Front Committee of Ho Chi Minh City plays the role of a bridge between technology and the community. The Front system in wards, communes, residential groups, and special zones will coordinate with the government and socio-political organizations to organize classes, tutorials, and practical training on digital skills. This is the channel to bring digital knowledge closer to the people, especially groups that are easily left behind such as the elderly, manual laborers, or information-poor households.

At the same time, the Front also undertakes the task of mobilizing, explaining, and directly supporting the community to build trust in digital transformation. The close connection between organizations helps create an environment that encourages people to proactively learn and boldly apply technology to production, business, and life.

Only when these two forces coordinate smoothly and act in unison, can digital transformation truly become a driving force for sustainable development, stemming from the real needs of people and spreading value to every family and every neighborhood.

Ho Chi Minh City also launched the Ho Chi Minh City digital social security application. This will be a tool to help manage social security beneficiaries transparently and scientifically, while connecting social resources.

The application integrates many functions such as updating beneficiary data across the area; connecting donors with people in need of support; publicizing all information on receiving and allocating resources; quickly receiving information on natural disasters and epidemics to activate emergency support; monitoring results after support, helping people escape poverty sustainably.

In the next phase, the application will be integrated into Ho Chi Minh City Digital Citizen, helping people access social security services more conveniently and centrally.

The 1st Congress of the Vietnam Fatherland Front in Ho Chi Minh City is a milestone that opens a new phase: a phase in which digital transformation is not only a tool, but also a driving force for the Front to promote its core role, strengthen trust, improve service quality, and expand social consensus.

With the “Digital Front”, “Digital Education for the People” and the application of Digital Social Security, Ho Chi Minh City is building an interactive ecosystem between the government - social organizations - people, in a transparent, effective, modern and humane direction.

Unleashing digital resources, spreading solidarity, and improving social security efficiency is also the way the Ho Chi Minh City Front contributes to building a civilized, modern, and compassionate multi-centered megacity, where every citizen can enjoy the fruits of development in the spirit of "leaving no one behind".
