Accelerate dike repair in Thanh Ha area.

The Thanh Ha Area Investment and Construction Project Management Board (Hai Phong) is focusing on the construction and completion of renovation and repair of many key dike sections with a sense of urgency and determination.

Simultaneous deployment

In 2025, the Thanh Ha Area Investment and Construction Project Management Board (the Management Board) will be the investor and will simultaneously implement three major projects: repairing and upgrading the left bank dike of the Mia River section K0+000 – K1+632; repairing and upgrading the right bank dike of the Gua River section K0+000 – K1+650; and repairing and upgrading the left bank dike of the Thai Binh River section K56+987 – K59+765. These are all important dike sections that play a crucial role in protecting production and residents in floodplain areas that are heavily affected by annual storms and heavy rains.

The Mía left embankment project received investment approval on February 19, 2025, with a total budget of VND 16.81 billion, including items such as embankment surface reinforcement, retaining wall construction, widening of the embankment cross-section, and planting grass to prevent erosion. Along this embankment, numerous landslides and seepage points had appeared after Typhoon Yagi in 2024, causing concern among local residents every rainy season. Therefore, as soon as the approval was granted, the Management Board quickly coordinated with relevant units to complete procedures, select contractors, and commence construction.

The right bank dike of the Gùa River is one of the sections of dikes that serves both flood control and as an important transportation route, with a total investment of nearly 23.4 billion VND. The project, implemented in the 2025-2026 period, aims to ensure dike safety while meeting the needs for transporting agricultural products in the Thanh Hà area, which has many large lychee-growing regions.

After the repair and reinforcement of the dikes are completed, it will facilitate easier travel and production for local people and provide more sustainable protection for the dikes.

Specifically, the left embankment of Thai Binh province, part of the level 4 embankment system, has a total investment of over 28.7 billion VND after adjustments, with the majority of the funding coming from the central government budget. This embankment had previously shown many weaknesses after the heavy rains in 2024 and needs thorough treatment to prevent the risk of seepage, landslides, and erosion.

The simultaneous implementation of all three major projects within a short period, coupled with continuous adjustments to funding and procedures, placed significant pressure on the Management Board. However, through proactive and expeditious action and close coordination with relevant departments and agencies, the Management Board significantly shortened the appraisal time, preventing changes in documentation from affecting the on-site progress.
Mr. Bui Anh Tuan, Deputy Director of the Thanh Ha Area Investment and Construction Project Management Board, directly in charge of the projects, said: "Ensuring smooth procedures and timely progress on the construction site is the effort of the entire team and all members of the board. In addition, the construction teams are always working continuously under the close supervision of the members."

The Thanh Ha area has 7 dike lines with a total length of over 66 km. After the completion of the renovation and repair of these 3 dike lines, the entire dike system in the Thanh Ha area has been concreted, creating favorable conditions for flood control, transportation, and production.

Strengthen supervision

After the commencement of construction, the Project Management Board quickly reorganized the project management team, added personnel, and reinforced technical staff to closely monitor the site. Construction contractors were required to develop detailed schedules, implement daily reporting, work overtime, and mobilize sufficient equipment and manpower. Many stages required continuous construction to ensure quality, especially pouring concrete for the embankment surface, foundation treatment, and retaining wall construction.

Upon completion, the embankments will have a surface width of 5-6 meters, allowing two vehicles to easily pass each other. The embankment surface is reinforced with concrete according to technical standards, the shoulders on both sides are firmly compacted, and retaining walls are built at culverts to prevent erosion. Grass is planted uniformly on the embankment slopes to retain soil and limit landslides after heavy rains. Notably, many strategically placed passing points are in place to facilitate traffic during peak agricultural harvesting seasons.

Beyond being just basic infrastructure projects, dike construction in the Thanh Ha area holds significant importance for the socio -economic development of the locality, especially for the communes of Thanh Ha and Ha Dong. This is a predominantly agricultural area with large areas of cultivated land located in the riverside and low-lying areas, making the dike system crucial for livelihoods and production. When the dikes are strengthened, the locality's ability to withstand natural disasters is enhanced, giving people greater peace of mind in their farming, particularly in areas specializing in lychee and other fruit crops.

The upgraded dike system will also significantly contribute to improving rural transportation infrastructure. Mr. Pham Van Tran from Ha Dong commune said: “Many dikes were originally main roads serving the transportation of agricultural products, facilitating traffic flow and contributing to increasing the value of agricultural products in the locality. We are very happy that these dikes have now been invested in and are cleaner.”

By December 12th, over 95% of the work on the three renovated and repaired dikes had been completed. Mr. Le Quy Chuong, Director of the Thanh Ha Area Investment and Construction Project Management Board, stated that with a high sense of responsibility, the investor and the construction unit are coordinating smoothly to complete the remaining tasks. “These are all projects scheduled for the 2025-2026 period, but the unit is determined to complete them before December 31st, ensuring the highest quality to not only meet the progress target but also create sustainable structures that will serve the people for a long time,” Mr. Chuong said.
