National Assembly Deputy Ha Phuoc Thang suggested that the draft Report should supplement and further evaluate the activities of the Deputy Heads of the specialized delegations of 63 provinces and cities in the past and 34 provinces and cities at present.
The actual activities since the beginning of the term have shown that the Deputy Heads of the specialized delegations have organized many meaningful activities such as activities on the source, surveys of key projects, surveys of units related to law-making work, combining social work and charity, contributing to strengthening the cohesion between the delegations of National Assembly deputies, increasing the effectiveness of law-making work and encouraging National Assembly deputies to work full-time.

Along with that, delegate Ha Phuoc Thang proposed to supplement the assessment of the activities of the Young National Assembly Deputies Group, the Female National Assembly Deputies Group and the Friendship Parliamentarians Groups with other countries. These groups operate actively, richly, effectively and actively support the activities of the National Assembly , especially in foreign relations and thematic activities.
Regarding the relationship between the National Assembly delegations, delegate Ha Phuoc Thang suggested adding content about the National Assembly delegations proactively establishing relationships with the National Assembly delegations of other provinces to learn from experiences, discuss topics, survey key projects and implement policies of gratitude and social work. The delegations have also organized many social work activities such as supporting charity houses; caring for and supporting children in difficult circumstances to enter university (such as the National Assembly Delegation of Ho Chi Minh City). This is an activity that helps National Assembly deputies understand the reality better, get closer to the people, voters, especially the disadvantaged and those in difficult circumstances.
Proposing directions and solutions for the next term, delegate Ha Phuoc Thang suggested that it is necessary to increase the number of full-time National Assembly deputies in the Ethnic Council , the National Assembly Committees and especially in the National Assembly delegations of provinces and cities. Priority should be given to increasing the number of full-time National Assembly deputies in delegations with many delegates such as Ho Chi Minh City, which currently has nearly 50 delegates but only 3 full-time National Assembly deputies.
Along with that, delegate Ha Phuoc Thang also suggested that it is necessary to increase the number of National Assembly deputies representing the business sector, especially businesses and units related to the field of digital transformation and national brands, so that the business sector can participate with the National Assembly in planning and promulgating policies suitable to the reality of private economic development.

National Assembly deputies To Thi Bich Chau, Tran Hoang Ngan and Tran Cong Phan also agreed with National Assembly deputy Ha Phuoc Thang on the need to increase the number of full-time National Assembly deputies in the next term. According to delegate Tran Hoang Ngan, it is necessary to increase the number of full-time National Assembly deputies and review the law drafting process to increase the "advice" role of full-time National Assembly deputies.

National Assembly Deputy Tran Cong Phan said that the National Assembly needs many full-time National Assembly deputies to conduct surveys, practical research, and collect policy and legal issues to serve legislative work, ensuring that after the law is promulgated by the National Assembly, it will "naturally" enter life and have high feasibility.
