Prime Minister: Vietnam's economy maintains growth rate among the highest in the world

At the opening session of the 15th National Assembly's 10th session, Politburo member and Prime Minister Pham Minh Chinh presented a report on the implementation results of the socio-economic development plan for 2025 and the 5-year period 2021-2025; and the projected socio-economic development plan for 2026.

The Prime Minister said that in the context of many difficulties and challenges, the results achieved in 2025 and the 2021-2025 period are worthy of respect and pride; each year is better than the previous year, this term is better than the previous term in most areas, and is highly appreciated by the people and the international community.

Of which, 22/26 main socio-economic targets will be achieved and exceeded, approximately 2/26 targets will be achieved, of which all social and social security targets will be exceeded. In 2024 and 2025, all 15/15 socio-economic targets will be achieved and exceeded, of which 8 will be outstanding results.

Notably, the successful control and effective overcoming of the Covid-19 pandemic with the spirit of "Putting people's health and lives first and foremost" has been recognized and highly appreciated by the international community.

Vietnam's economy has affirmed its resilience to external shocks, maintaining a growth rate among the highest in the world, with GDP in 2025 expected to increase by over 8%; the average growth rate in the 2021-2025 period is 6.3%, higher than the previous term (6.2%).

The Prime Minister emphasized that three strategic breakthroughs were implemented resolutely and effectively, opening up space and creating development: the work of building and enforcing laws was innovated in both thinking and working methods; many "bottlenecks" were promptly removed; administrative procedures were resolutely reformed by cutting and simplifying nearly 4,300 business regulations, administrative procedures and citizen papers.

The infrastructure system has developed dramatically with many large-scale, modern projects that are connected, widespread and shaping the future. By the end of 2025, it is expected to complete 3,245km of expressway (exceeding the target of 3,000km) and 1,711km of coastal road (exceeding the target of 1,700km); basically complete the first phase of Long Thanh International Airport with 4F standards in Vietnam; put into operation belt routes, urban railways, seaports, airports, etc.

Science and technology, innovation and digital transformation have been vigorously implemented, achieving important initial results. Many backlogged projects that have lasted for many years have been resolutely handled, achieving positive results, contributing to the liberation of resources for development.

The cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved. Policies for people with meritorious services, social security and poverty reduction have been comprehensively implemented and achieved many outstanding results with the spirit of "leaving no one behind".

In addition to the very basic results achieved, our country still has some limitations and difficulties: the pressure to stabilize the macro economy is still great; the arrangement and streamlining of the apparatus and organization of two-level local governments is difficult, implemented on a large scale, in a short time, with high requirements, so some places are still confused and not synchronized.

“More efforts are needed to deal with the backlog of projects and real estate projects that have been delayed for a long time. The lives of a segment of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, and islands. Environmental pollution, traffic congestion, flooding, subsidence, and landslides in large cities and mountainous areas have not been effectively dealt with,” said the Prime Minister.

By 2026, GDP growth is expected to reach 10% or more.

Regarding the tasks from now until the end of 2025, the Prime Minister emphasized the need to focus on promoting growth of over 8% associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; promptly and effectively responding to external shocks, while focusing on removing difficulties and obstacles for long-standing backlog projects; striving to disburse 100% of public investment plans.

In particular, preparations are being made to start construction and inaugurate a series of large-scale, key projects on December 19, 2025, such as the Lao Cai - Hanoi - Hai Phong Railway Component I Project, and two major sports centers in Hanoi and Ho Chi Minh City.

Along with that, it is necessary to continue reviewing and effectively deploying the two-level local government; doing a good job of social security, especially during the Lunar New Year; mobilizing all resources to promptly overcome the consequences of natural disasters, storms and floods; maintaining social order and safety; improving the effectiveness of foreign affairs and international integration.

The Prime Minister also highlighted the general goals and key indicators for socio-economic development in 2026. The key indicators include 15 socio-economic development indicators, in which GDP growth strives to reach 10% or more; GDP per capita reaches 5,400 - 5,500 USD; average CPI increases by about 4.5%; average social labor productivity increases by about 8%; the poverty rate according to multidimensional poverty standards decreases by about 1-1.5%...

The Prime Minister also emphasized 10 main groups of tasks and solutions that need to be implemented in 2026. These are to continue to prioritize promoting growth in association with maintaining macroeconomic stability, controlling inflation, ensuring major balances; controlling public debt and state budget deficit within prescribed limits. Promoting industrialization, modernization, and restructuring the economy; resolutely implementing the Politburo's decisions in important and key areas.

Along with that, we focus on building and perfecting a synchronous development institution; continuing to perfect the organization of the state administrative apparatus; focusing on handling long-standing backlog projects; enhancing the proactiveness, autonomy, and development creation of localities; ensuring the synchronous and effective operation of two-level local governments. In particular, we focus on completely removing obstacles for long-standing backlog projects, especially large-scale real estate, renewable energy, industrial, commercial, and service projects...

The Prime Minister requested to focus on investing in building strategic infrastructure projects, speeding up the implementation of the Lao Cai - Hanoi - Hai Phong railway line, railway lines connecting with China, urban railway lines between Hanoi and Ho Chi Minh City; striving to start construction of the North - South high-speed railway; investing in developing the expressway system connecting regions and with neighboring countries.

At the same time, deploy Long Thanh International Airport Phase 2, traffic routes connecting Tan Son Nhat Airport; ensure the construction progress of Gia Binh International Airport, expansion projects of Phu Quoc, Chu Lai, Phu Cat, Ca Mau, Tho Chu International Airports; international transit seaports of Can Gio, Lien Chieu and Hon Khoai Port.

Along with that, ensuring the progress of the Ninh Thuan 1 and 2 Nuclear Power Plant projects. Accelerating the deployment of 5G infrastructure, satellite internet and data centers; striving to start construction of a semiconductor chip manufacturing plant. Investing in infrastructure adapting to climate change, culture, sports, education, and healthcare.

“We need breakthrough mechanisms and policies to effectively exploit marine space, outer space, and underground space in the spirit of “reaching out” to the ocean, “going deep” into the earth, and “flying high” into space,” the Prime Minister emphasized.

The Prime Minister affirmed that the past term was a journey of strong will, steadfastness, creative intelligence; a journey of faith, aspiration and spirit of overcoming difficulties for the country and the people. In the midst of countless difficulties and challenges, under the leadership of the Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by the General Secretary, we have turned danger into opportunity; turned thinking into resources; turned challenges into motivation; valued time, mobilized strength from the people, achieved very valuable and proud achievements, leaving a deep mark in the process of national development and maturity in all aspects.

“Entering a new phase, with the strength of great solidarity, self-reliance, national pride, aspiration to rise up and the movement of innovation, building a digital government, digital society, and digital citizens, we will definitely successfully complete the very heavy but extremely glorious tasks assigned by the Party, State, and people,” the Prime Minister emphasized.

At the opening session, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Report on the verification of the results of the implementation of the socio-economic development plan for 2025 and the five-year period 2021-2025; and the projected socio-economic development plan for 2026. In addition to the achievements, our country's socio-economic situation still faces a number of difficulties and challenges, such as: The growth target is under a lot of pressure; growth quality is still limited; macroeconomic stability has many potential risks; three strategic breakthroughs have not created a breakthrough change...

Comrade Phan Van Mai said that the Committee basically agreed with the major orientations, general goals, targets and 11 groups of tasks and main solutions according to the Government's Report. To focus on some key and core issues to be implemented in 2026, the Committee emphasized 8 groups of tasks and main solutions.

At the same time, it is recommended that National Assembly deputies focus on discussing four groups of contents, including assessing advantages, difficulties, limitations, causes and lessons learned in the process of implementing the National Assembly's resolutions on the Socio-Economic Development Plan for 2025 and the five-year period 2021-2025.
