Vietnam enters the group of upper middle-income countries

10 outstanding achievements in socio -economic development

The Permanent Deputy Prime Minister said that during the past term, the Government and the Prime Minister seriously grasped and issued 116 programs and action plans to effectively implement the Constitution, laws, resolutions and conclusions of the Party and the National Assembly .

The Prime Minister and Deputy Prime Ministers have made more than 400 working trips to localities and bases to inspect and guide the implementation of the Constitution and laws, grasp the practical situation, and promptly remove difficulties and obstacles.

Along with tightening discipline and order, promoting the responsibility of leaders, the Government promotes decentralization and delegation of power according to the motto "locality decides, locality acts, locality takes responsibility", associated with appropriate resource allocation and strengthening inspection, supervision and control of power; contributing to creating initiative and flexibility for localities, unblocking and liberating resources for development.

Regarding policy and law making, the Government and the Prime Minister have innovated their thinking in law making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection"; proactively and actively proposing many draft laws with open and creative mechanisms and policies, contributing to perfecting the socialist rule-of-law state and socialist-oriented market economic institutions, promptly removing "bottlenecks" and "knots" in mechanisms.

According to comrade Nguyen Hoa Binh, the Government has organized 45 specialized meetings on law-making; submitted to the National Assembly for promulgation a Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and enforcement; passed 180 laws, ordinances, and resolutions, the most ever; issued 1,400 resolutions and 820 decrees.

The Government, the Prime Minister, ministries and ministerial-level agencies have issued nearly 3,600 legal documents under their authority. Implementing strategic breakthroughs, the Government has continuously improved institutions, forming a comprehensive and synchronous legal basis for national governance and development.

The Permanent Deputy Prime Minister emphasized 10 outstanding achievements in socio-economic development, culture, environment, national defense, security, and foreign affairs in the 2021-2025 period. Notably, the macro-economy is stable, with high growth; monetary policy is proactive, flexible, timely, and effective, coordinated synchronously and harmoniously with a reasonable, focused, and key expansionary fiscal policy...

Thanks to that, despite facing instability, epidemics, and natural disasters, the economy still grows at a high rate, each year higher than the previous year, bringing the economic scale from 346 billion USD (37th in the world) to 510 billion USD (32nd in the world). Per capita income increased from 3,552 USD to about 5,000 USD, bringing Vietnam into the group of upper middle-income countries. This is a bright spot highly appreciated by the international community.

Faced with the severe Covid-19 pandemic situation, the Government has focused on directing the mobilization of resources and successfully implementing the vaccine diplomacy strategy. Although not a vaccine-producing country, Vietnam has vaccinated its entire population free of charge and effectively protected the lives and health of its people, which has been highly appreciated by the world.

During its term, the Government spent VND1.1 trillion on social security, accounting for about 17% of the total state budget expenditure. Of which, over 334,000 temporary and dilapidated houses were eliminated, completing the target 5 years and 4 months ahead of schedule. At the same time, the Government approved the Project and accelerated the construction of social housing.

Implementing the policy of the Central Committee and the Politburo, the Government and the Prime Minister have focused on directing the drastic implementation of the reorganization of the political system, the organization of the Government in a streamlined and scientific manner, ending the historical mission of the district level, and organizing two-level local governments in a streamlined, strong, effective, efficient and effective manner. Up to now, the government apparatus from the Central to the grassroots level has gradually become orderly, serving the people better and better, and has been highly appreciated by the people.

Focus on effectively implementing 12 key contents

Deputy Prime Minister Nguyen Hoa Binh said that in the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner. In order to contribute to realizing the two strategic goals (by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income following socialist orientation), the Government and the Prime Minister continue to direct the overcoming of limitations and shortcomings and the successful implementation of all set goals, targets and tasks, focusing on 12 key contents.

The Government continues to improve the organization, streamline the apparatus, and two-level local government; at the same time, focus on perfecting institutions and laws, mobilizing all resources, creating new driving forces for development; promote administrative reform, control, cut, simplify administrative procedures and improve the quality of providing online public services to people and businesses.

The Government promotes high growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major economic balances; promoting industrialization, modernization, economic restructuring, breakthroughs in science and technology development, innovation, and digital transformation.

Along with that is the development of synchronous and modern infrastructure, effective exploitation of new development space, taking urban areas as the driving force for regional development and promoting new rural construction; building a modern national education system on par with the region and the world, focusing on developing high-quality human resources.

On the other hand, the Government focuses on developing cultural and social fields, ensuring social security; constantly improving people's material and spiritual life and health; effectively managing and using resources; protecting the environment, proactively responding to climate change, preventing and mitigating natural disasters.

At the same time, the Government resolutely and persistently fights against corruption and negativity, practices thrift and combats waste; further promotes public reception and settlement of complaints and denunciations.
