Vietnam joins the group of upper-middle-income countries.

Continuing the agenda of the tenth session of the 15th National Assembly, on the afternoon of October 20th, Deputy Prime Minister Nguyen Hoa Binh presented the report summarizing the Government's work during the 2021-2026 term.

10 outstanding achievements in socio-economic development

The Deputy Prime Minister stated that, during the past term, the Government and the Prime Minister seriously implemented and issued 116 action programs and plans to effectively organize the implementation of the Constitution, laws, resolutions, and conclusions of the Party and the National Assembly .

The Prime Minister and Deputy Prime Ministers have made more than 400 working trips to localities and grassroots levels to inspect and guide the implementation of the Constitution and laws, to gain a thorough understanding of the practical situation, and to promptly resolve difficulties and obstacles.

Along with tightening discipline and order, and emphasizing the responsibility of leaders, the Government is promoting decentralization and delegation of power according to the motto "local authorities decide, local authorities act, local authorities are responsible," coupled with appropriate resource allocation and enhanced inspection, supervision, and control of power; contributing to creating proactiveness and flexibility for localities, unlocking and releasing resources for development.

Regarding policy and lawmaking, the Government and the Prime Minister have reformed their thinking in lawmaking, shifting from "management" to "development-oriented" thinking, from "pre-approval" to "post-approval"; proactively and actively proposing many draft laws with open and constructive mechanisms and policies, contributing to the perfection of the socialist rule of law and the socialist-oriented market economy, and promptly removing "bottlenecks" and "obstacles" in mechanisms.

According to Comrade Nguyen Hoa Binh, the Government has also organized 45 thematic sessions on lawmaking; submitted to the National Assembly a Resolution on some special mechanisms and policies to create breakthroughs in lawmaking and implementation; passed 180 laws, ordinances, and resolutions, the highest number ever; and issued 1,400 resolutions and 820 decrees.

The Government, the Prime Minister, and ministries and ministerial-level agencies have issued nearly 3,600 legal documents within their authority. Implementing a strategic breakthrough, the Government has continuously improved institutions, forming a comprehensive and synchronized legal framework for the governance and development of the country.

The Deputy Prime Minister highlighted 10 outstanding achievements in socio-economic development, culture, environment, national defense, security, and foreign affairs during the 2021-2025 period. Notably, macroeconomic stability and high growth were achieved; monetary policy was managed proactively, flexibly, promptly, and effectively, coordinating synchronously and harmoniously with a reasonable and focused expansionary fiscal policy…

Thanks to this, despite facing instability, epidemics, and natural disasters, the economy continued to grow at a high rate, with each year surpassing the previous one, increasing the size of the economy from $346 billion (37th in the world) to $510 billion (32nd in the world). Per capita income increased from $3,552 to approximately $5,000, placing Vietnam in the group of upper-middle-income countries. This is a bright spot highly appreciated internationally.

In the face of the severe Covid-19 pandemic, the Government focused on mobilizing resources and successfully implemented a vaccine diplomacy strategy. Although not a vaccine-producing country, Vietnam provided free vaccinations to its entire population, effectively protecting the lives and health of its people, and earning high praise from the world.

During its term, the Government spent 1.1 trillion VND on social welfare, accounting for approximately 17% of the total state budget expenditure. This included the demolition of over 334,000 temporary and dilapidated houses, achieving the target 5 years and 4 months ahead of schedule. Simultaneously, the Government approved and accelerated the construction of social housing projects.

In accordance with the directives of the Central Committee and the Politburo, the Government and the Prime Minister have focused on decisively implementing the restructuring of the political system's organizational apparatus, creating a streamlined and scientific government, ending the historical mission of the district level, and organizing local governments at two levels in a way that is lean, efficient, effective, and effective. To date, the government apparatus from the central to the grassroots level has gradually become more organized, serving the people better and better, and is highly appreciated by the people.

Focus on effectively implementing the 12 key areas.

Deputy Prime Minister Nguyen Hoa Binh stated that, in the coming period, the global and regional situation is expected to continue to be complex and unpredictable. To contribute to realizing the two strategic goals (to become a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, following the socialist orientation), the Government and the Prime Minister will continue to direct efforts to overcome limitations and shortcomings and comprehensively achieve the set goals, targets, and tasks, focusing on 12 key areas.

The government continues to improve the organizational structure and streamline the two-tiered local government apparatus; at the same time, it focuses on perfecting institutions and laws, mobilizing all resources, creating new impetus for development; promoting administrative reform, controlling, reducing, and simplifying administrative procedures, and improving the quality of online public services for citizens and businesses.

The government promotes high growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; accelerating industrialization and modernization, restructuring the economy, making breakthroughs in science and technology development, innovation, and digital transformation.

This also includes developing a synchronous and modern infrastructure, effectively exploiting new development spaces, using urban areas as the driving force for regional development, and promoting the construction of new rural areas; building a modern national education system on par with the region and the world, focusing on developing high-quality human resources.

On the other hand, the Government focuses on developing cultural and social fields, ensuring social security; continuously improving the material and spiritual lives and health of the people; managing and utilizing resources effectively; protecting the environment, proactively responding to climate change, and preventing, mitigating, and reducing natural disasters.

At the same time, the Government is resolutely and persistently fighting against corruption and negative practices, practicing thrift, and combating waste; and further strengthening the work of receiving citizens and resolving complaints and denunciations.
