Delegates highly appreciated the achievements in implementing the socio-economic development plan for 2025 and the 2021-2025 period, with many bright spots in the context of global fluctuations, geopolitical risks, strategic competition and requirements for green transformation and digital transformation intertwined, creating great pressure on growth.

National Assembly Deputy Tran Hoang Ngan highly appreciated the scale of our country's economy increasing from 346 billion USD in 2020 to 510 billion USD in 2025, up 5 places, to 32nd place in the world; GDP per capita in 2025 is estimated to reach about 5,000 USD, 1.4 times higher than in 2020, reaching the upper middle-income group. The macro economy is basically stable; inflation is controlled below 4%, major balances of the economy are ensured.

In addition to the achieved results, delegate Tran Hoang Ngan also noted that the "openness" of the economy (through the import-export price index/GDP) has increased from 157% at the beginning of the term to about 180% at the end of the term, placing it among the countries with the largest "openness" of the economy in the world.
“If the world situation is unstable, the domestic situation will also be affected.” Therefore, delegate Tran Hoang Ngan suggested that it is necessary to strictly control and promptly adjust policies to limit risks and adverse impacts from outside.
On the other hand, our country's economy also depends heavily on the group of investors and enterprises with foreign direct investment (FDI), accounting for more than 74% of Vietnam's total export turnover. In order to minimize risks from external impacts, it is necessary to increase the value-added content of Vietnam's export goods.

National Assembly Deputy Tran Anh Tuan said that although our country's economic growth has reached a fairly high level, with GDP in 2025 expected to increase by over 8% and the average growth in the 2021 - 2025 period increasing by 6.3%, higher than the previous term, the growth quality in some areas such as processing, manufacturing, digital transformation... is still not high; the economic structure is not really solid.
Regarding administrative reform, delegate Tran Anh Tuan said that the movement in practice is still slow, causing businesses to lose opportunities, although our country has streamlined the apparatus, rearranged administrative units at provincial and communal levels in a more streamlined, efficient and closer to the people direction.
"There needs to be stronger movement in solving problems arising from practice; along with promoting decentralization and delegation of power to localities, the spirit of responsibility also needs to be enhanced," delegate Tran Anh Tuan emphasized.

National Assembly Deputy Nguyen Quang Huan pointed out the reality that although the average income of workers increased from 5.5 million to 8.3 million per month, higher than the inflation and GDP growth, a part of the people still feel that life is more difficult.
Concerning the health sector, National Assembly Deputy Pham Khanh Phong Lan affirmed that although the health sector has made great efforts in performing its tasks and achieved many important achievements, there are still core problems that have not been resolved, such as: financial mechanisms, bidding for drugs and materials; treatment regime for health workers...

Citing an example of the shortcomings in the bidding mechanism for drugs and medical supplies, delegate Pham Khanh Phong Lan said that clear instructions are needed to avoid the situation of "having money but not being able to buy quality products".
Regarding the health insurance financial mechanism, delegate Pham Khanh Phong Lan said that although the health insurance coverage rate reaches 95.2% of the population, are there any statistics or studies that show this number is "real"?
Regarding improving income for medical staff, delegate Pham Khanh Phong Lan said that grassroots medical staff still "forever" have low income and do not have the conditions to study further or opportunities for career advancement, even though the State's policy is to improve the capacity of grassroots medical staff.
From the above-mentioned shortcomings and limitations, delegates also suggested that the Government needs to carefully analyze and evaluate the shortcomings and limitations in implementing socio-economic development tasks in order to have fundamental solutions.
Some opinions suggest that it is necessary to continue to pay attention to unblocking capital flows, directing credit flows to production and business sectors, priority sectors, and growth drivers of the economy; strengthening endogenous capacity and resilience of the economy, and increasing the localization rate and domestic added value.

Effectively exploiting free trade agreements, expanding markets, building national brands for key industries, meeting green standards and traceability, while removing bottlenecks in logistics, infrastructure and transportation costs to improve the competitiveness and added value of Vietnamese goods.
