National Assembly Chairman: "Law must go first to pave the way for innovation"

(Dan Tri) - At the 10th session, the National Assembly will consider and pass 53 draft laws and resolutions. This is the largest volume in the history of the National Assembly, a vivid demonstration of the spirit of the law going first to pave the way.

This content was emphasized by National Assembly Chairman Tran Thanh Man when delivering the opening speech of the 10th session of the 15th National Assembly on the morning of October 20. "This session not only summarizes the term but also marks the beginning of a new period of development," the National Assembly Chairman emphasized.

According to the program, the 10th session will take place in about 40 days to review, discuss and decide on a huge amount of work, many of which are of strategic importance.

It is expected that the National Assembly will consider and pass 53 draft laws and resolutions. “This is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking the lives and interests of the people as the measure of policy,” the National Assembly Chairman emphasized.

According to the National Assembly Chairman, the draft laws cover most important areas, many new issues, and constant changes, aiming to promptly institutionalize new policies and resolutions of the Party.

The passage of a large volume of legislative work also aims to focus on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improving the corporate bond market, real estate, etc.

At this session, the National Assembly will also review the Government's reports on the results of implementing the socio-economic development plan, the State budget, and the public investment plan; decide on adjustments to the National Master Plan for the 2021-2030 period, and review and decide on personnel work under its authority...

According to the National Assembly Chairman, during this session, the National Assembly will arrange time to discuss and contribute opinions to draft documents to be submitted to the 14th National Party Congress.

The National Assembly will also focus on discussing the synthesis report on the implementation of thematic supervision resolutions and questions of the 14th and 15th National Assembly terms by Government members, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General.

The National Assembly will discuss the draft Report on the work of the 15th National Assembly tenure; consider the work report for the 2021-2026 tenure of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office.

Emphasizing the spirit of "innovation, democracy, discipline, responsibility, and efficiency", the National Assembly Chairman asked delegates to concentrate and make the most of their intelligence and experience, all for the benefit of the Fatherland and the people.

“There is no obstacle, no reason that can stop us from reaching peace, prosperity, and the longevity and development of our nation,” the National Assembly Chairman reiterated the statement of General Secretary To Lam on the morning of September 2.

According to National Assembly Chairman Tran Thanh Man, in recent days, many provinces and cities have suffered natural disasters, storm after storm, flood after flood, landslides, and widespread inundation, causing heavy losses in human lives and property of the State and people.

The National Assembly sent its condolences and deepest sympathies to the people of the affected localities, and commended the Party Committees, authorities, Fatherland Front, military forces, police, medical and educational staff and other forces who, despite danger, made efforts to provide relief, arrange accommodation, quickly overcome the consequences, and bring students back to school.

“The National Assembly requests the Government, localities and sectors to continue focusing resources and providing emergency support to damaged areas, while reviewing and proposing to perfect legal policies on natural disaster prevention and control, and climate change response, ensuring the country's sustainable development,” the National Assembly Chairman emphasized.

Before the opening session of the 10th meeting, Party and State leaders and National Assembly deputies of provinces and cities supported people to overcome the consequences of storms and floods.
